Job Description

Founded in 1933, the IRC is a leading nonsectarian, voluntary organization providing relief, protection and resettlement services for refugees and victims of oppression or violent conflict. The Denver office opened in 2016 to provide reception and placement services to newly arrived refugees and is slated to resettle more than 600 refugees in the coming year. We provide wraparound program services and integrated supports to positively impact clients’ safety, health, education, and economic wellbeing.

JOB OVERVIEW

The IRC in Denver is seeking a Safety and Wellness Manager to provide leadership, support, and ongoing supervision to advance objectives within the Safety, Health, and Power focus areas of the IRC in Denver’s Strategic Action Plan. This role encompasses a range of responsibilities, including designing and implementing new initiatives and program expansion, guiding and overseeing implementation and improvement of existing programs, further developing monitoring and evaluation practices and related tools including strong client feedback mechanisms, understanding and applying relevant evidence-based practices, managing program budgets and grants, cultivating strong partnerships with community stakeholders including partner agencies and donors, engaging in capacity building efforts as needed to support access to high quality services, facilitating coordination with internal and external providers, and promoting a positive working environment and strong professional development opportunities for the team. This work is carried out in close coordination with a multidisciplinary team of service providers within the IRC and the local community, in collaboration with the Colorado Refugee Services Program (CRSP) under the Reach Program, and with assistance from technical advisors at IRC headquarters.

MAJOR RESPONSIBILITIES:

Major responsibilities include, but are not limited to, the following:

Program Design, Development and Management

· Support the Safety and Wellness team in developing and delivering community-based programming for newcomers as well as longer-term immigrant populations by connecting to and activating traditional healing networks, leveraging existing community support systems, building on client strengths and assets, and tapping into other community resources complemented by IRC resources and curriculum.

· Assure delivery of high-quality services in accordance with goals and deliverables outlined in agreements with CRSP, the Office of Refugee Resettlement, and other donors.

· Ensure timely delivery of specialized services for clients with known or highly probable emotional distress including current or prior experiences of trauma or torture, domestic violence, child welfare concerns, substance abuse, severe and persistent mental health conditions, and/or gender-based violence.

· Promote collaboration to support other IRC in Denver departments in conceptualizing client needs in a holistic, proactive, and strengths-based way, ensuring a coordinated client flow between teams.

· Assist in identifying grant opportunities, preparing proposals to secure funding for Safety and Wellness programs, and managing existing grants which make the Safety and Wellness team’s work possible.

· Ensure timely preparation and submission of program reports to the IRC in Denver’s Executive Director, IRC’s headquarters, and relevant donors.

Supervision and Coaching

· Offer mentorship, support and routine supervision to Safety and Wellness staff to ensure and enhance their ability to provide direct services, make referrals, and coordinate care which responds effectively to clients’ intensive mental health, physical health, crisis, and safety needs.

· Provide reflective supervision about racial identity, perceptions of race and how that influences conceptualization, the way services are delivered, and how Safety and Wellness staff interact with clients.

· Supervise the Safety and Wellness team, including hiring, coaching and mentoring, providing feedback on an ongoing basis and through annual performance evaluations, supporting professional development, addressing performance concerns, and managing disciplinary actions when necessary.

· Utilize IRC’s People Management Standards including regular team and individual meetings, clear expectations, effective feedback, and responsive support.

· Ensure program staff engage in training on trauma-informed approach and other relevant professional development. Work to incorporate trauma-informed approach into service delivery, workload management, and staff supervision and support.

Monitoring, Evaluation and Program Quality

· Guide Safety and Wellness staff in conceptualizing and implementing monitoring and evaluating interventions and programs that are evidence-based, responsive to client needs and relevant to the IRC in Denver’s strategic commitments.

· Oversee the selection and use of appropriate assessment tools for Safety and Wellness clients.

· Conduct regular internal case file reviews to ensure compliance with IRC policies and any donor requirements.

· Frequently discuss best and emerging practices within the mental health world that are culturally appropriate and can be integrated in assessing client needs and/or measuring outcomes of programs.

· In collaboration with IRC HQ technical advisors on women’s protection and empowerment, education and youth, and mental health and psychosocial support, lead local efforts to design and implement interventions that are evidence-based and/or evidence-generating.

· Provide oversight to assure adequate technical capacity and guide staff activity related to data collection and analysis, including accurate and timely program data entry into donor and IRC required databases (e.g., Geneva, Efforts to Outcomes (ETO)).

Community Partnerships and Capacity Building

· Coordinate outreach activities into local communities and partner organizations to promote awareness of available Safety and Wellness programming for refugees and other populations in the Denver Metro Area and facilitate timely access to such programming.

· Develop and strengthen partnerships with local mental health, healthcare, social services, domestic violence, youth support and other providers, offering technical guidance, mentoring and support that contributes to their capacity to provide appropriate, trauma-informed services to the IRC in Denver’s clients and increase clients’ access to the services offered by mainstream providers.

· Identify and respond to needs for targeted training and professional development among the Safety and Wellness team and other members of the IRC in Denver’s staff.

Other

· Participate in program meetings, staff development activities, and fully engage as a member of the team.

· Act as a member of the IRC Denver Senior Management Team, working with program leads and other staff to ensure a good working relationship with all internal departments in the design and coordination of new programming, provision of services, development activities, public relations materials, events and media communications.

· Adhere to professional and ethical standards, including the IRC Way, client confidentiality and HIPAA.

· Comply with all policies, procedures and protocols of the agency.

· Other related duties as assigned.

KEY WORKING RELATIONSHIPS

Position reports to: Executive Director, IRC in Denver

Position directly supervises: Psychosocial Support Specialist, Mental Health and Psychosocial Support (MHPSS) Coordinator, Survivors of Torture Clinical Case Managers, Safety and Stabilization Supervisor, Senior Youth Education Program Coordinator.

JOB REQUIREMENTS

· Graduate degree with an emphasis in Social Work, Psychology, Counseling or an equivalent field of study and licensure in the State of Colorado required.

· At least five years of relevant work experience in Social Service, Mental Health or international development fields and four years of managing complex teams and programs, including providing supervision to clinically trained staff.

· Experience developing and managing programming for displaced populations, survivors of trauma or torture, refugees, or similar underserved populations strongly preferred.

· Well-developed understanding of community integration, resettlement, psychosocial support, mental health, and forced migration-related trauma.

· Profound cross-cultural awareness and insight into mental health issues; the ability to cope with stressful situations and frustrations.

· Demonstrated leadership and organizational skills.

· Deep understanding of contemporary race and gender issues as they relate to refugee resettlement.

· Ability to clearly communicate issues and needs to supervisor and team.

· Flexible and able to manage pressure well.

· Demonstrated success working and communicating effectively in a multi-cultural environment.

· Proven ability to contribute both independently and as a key team member.

· Self-starter with excellent problem-solving skills and proven ability to prioritize and effectively manage competing demands.

· Experience with human-centered design, grant writing, grant management, budget administration, and program development a plus.

· Excellent communication skills, including strong presentation skills and technical writing skills.

· Demonstrated ability to develop and cultivate partnerships to further program development goals.

· Fluency in written and spoken English; fluency in additional language relevant to current refugee populations preferred (Arabic, Farsi, Pashto, Tigrinya, Burmese, Spanish, Amharic, etc.).

· Computer proficiency, including MS Office, internet applications and case management databases.

· Must have a valid driver’s license, reliable vehicle, active insurance policy and ability to travel in and around the local community frequently.

COVID-19 VACCINATION REQUIREMENT

WORK ENVIRONMENT

· At present, the IRC in Denver office is in the process of re-opening. Hybrid remote/in-person work modifications have been in place to ensure staff and client safety during the COVID-19 pandemic.

· Staff are provided with IRC laptops and cell phones and must have access to a location with secure internet service where remote work can be performed as needed and according to the schedule negotiated with their supervisor.

· All staff are required to adhere to IRC’s COVID risk mitigation policies, which may include but are not limited to masking, physical distancing, enhanced hygiene practices, symptom screening, and isolation and quarantine when needed. In some cases, these policies may be stricter than those imposed at the federal, state, or local level.

· This role entails periodic travel in and around the Denver metro area to attend meetings, carry out the responsibilities outlined above, and represent the IRC with donors, partners, and vendors.

· Hours outside of typical office hours, including weekends and evenings, are occasionally required.

· This role requires the ability and willingness to be on-call to support staff responding to crisis situations.

COMPENSATION AND BENEFITS

This position is a full-time, regular position scheduled at 37.5 hours per week. It is classified as exempt and ineligible for overtime under state and federal law. Compensation starts at $67,500 per year, depending on experience and qualifications. As a full-time, regular employee, the Safety and Wellness Manager qualifies for the IRC’s phenomenal benefits package, which includes:
