OBJECTIVE OF THE OFFICE/DEPARTMENT

This requisition is for employment at the Pan American Health Organization (PAHO)/Regional Office of the World Health Organization (WHO)

General Services Operations (GSO) provides building and infrastructure and office logistics services at Headquarters in support of PAHO/WHO programs, including general supervision of premises acquisition and disposal, building facilities and maintenance, management of fixed assets, office supplies and equipment, transportation, coordination of conference facilities and interpreters. GSO also serves as PAHO/WHO’s security focal point within the UN security system.

DESCRIPTION OF DUTIES

Under the general supervision of the Director of Administration (AM), and the direct supervision of the Director, General Services Operations (GSO), the incumbent is responsible for, but not necessarily limited to, the following assigned duties:

  1. Develop, plan, budget and coordinate implementation of a comprehensive and effective safety and security program for the Organization's Headquarters (HQ) building and leased premises;
  2. Supervise and collaborate closely with the contractor providing security guard and surveillance services; implement and oversee specific security measures for events at PAHO facilities;
  3. Establish and maintain dialogue with the Metropolitan Police, international organizations and community groups in order to ensure coordinated response in the event of civil unrest, natural disasters and other emergencies affecting PAHO premises, personnel or assets;
  4. Ensure that fire detection devices and fire-fighting equipment are installed and maintained per local fire code standards; coordinate annual fire drills, in coordination with the facility management company and per HQ fire evacuation plan; document and compare results; keep the list of HQ fire-wardens updated and ensure their annual training on evacuation and CPR procedures;
  5. Supervise the Access Control and CCTV systems for all PAHO headquarters locations;
  6. Recommend policies regarding building safety (including evacuation procedures and the elimination of electrical, fire, and accident-prone hazards in line with the national fire-prevention codes) and building security (including building access);
  7. Conduct weekly security random checks at HQ premises; report on irregularities with issuance of identity cards, operation of cameras, emergency exits and guard duties; document findings in weekly inspection reports and follow up with the Organization’s facility management company for immediate resolution of issues;
  8. Plan and implement security and safety training for personnel in HQ in accordance with the local risk assessment;
  9. Conduct risk assessment and ensure implementation of additional safety and security measures of the PAHO premises and personnel during events, meetings and conferences;
  10. Serve as the Organization’s Agency Regional Security Advisor for assessing Country Offices’ safety and security and risk management; review PAHO’s portion of the jointly financed United Nations Department of Safety and Security (UNDSS) budget and authorize payment if accurate; follow up on Inter Agency Security Management Network (IASMIN) issues;
  11. Review and analyze UNDSS country incident reports and risk assessments to make recommendations to Administrators and PWRs on critical issues and mitigation measures; conduct periodic dialogue with Country Offices, discussing security situations and assisting Country Offices in developing options to cope with those situations;
  12. Monitor compliance of Country Offices with the United Nations security standards risk assessment processes and follow up with respective PWRs and Administrators on bringing offices up to the required minimum-security standards;
  13. Develop, budget and implement annual mission plans to visit country offices and centers to conduct safety and security assessments of PAHO premises and to train personnel on safety and security matters;
  14. Monitor, communicate and follow up on issues relevant to the state of UN security in the Americas region;
  15. Provide guidance and advice on all aspects related to the preparation and updating of Security Plans in all PAHO locations; assess whether all Country Offices and Centers have current Plans and suggest corrective actions where applicable; determine if the appropriate equipment and resources are on hand to implement a Security Plan, particularly in respect of vehicles and emergency communication systems; promote information exchange with and among various country offices to avoid common implementation problems related to Security Plans;
  16. Review and update the Organization’s procedures on safety and security on an annual basis; monitor and ensure that GSO’s intranet page is up to date with UNDSS information relevant to PAHO personnel;
  17. Perform other related duties, as assigned.

REQUIRED QUALIFICATIONS

Education****:

Essential: A university degree in security management, law enforcement or a social science in any of the areas related to the functions of the position, from a recognized institution.

Desirable: A diploma from a national police or military academy resulting in an appointment as a commissioned officer in combination with two additional years of qualifying experience in military, police or security management at the rank of commissioned officer (i.e. Lieutenant/Inspector or equivalent) would be an asset.

Experience****:

Essential: Five years of national and international experience related to security and safety planning, coordination, implementation or management in a large organization.

Desirable: Experience in the implementation of UN safety and security measures would be an asset.

  • Proven expertise in security planning, security risk assessment and implementation and oversight of security operations.

Languages:

Very good knowledge of English or Spanish with a working knowledge of the other. Knowledge of French and/or Portuguese would be an asset.

IT Skills:

Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, SharePoint and Outlook. Other IT skills and knowledge of Enterprise Resource Planning (ERP) systems would be an asset.

REMUNERATION

Annual Salary****: (Net of taxes)

Post Adjustment****: 54.1% of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation.
