Job Description

Job Overview/Summary

The Safeguarding Manager will be working under the direct supervision of the HR Lead, in close collaboration with the Senior Management team, Technical Coordinators, the HR team and partners with technical guidance and support from Regional Safeguarding Advisor - Asia. S/he will be responsible for implementation of IRC’s safeguarding strategy and activities across the country program.

Areas of responsibilities

- Act as a point of contract for updates and information sharing on safeguarding activities by national staff - Act as a point of contact for local program staff for questions or support on safeguarding policies and activities at country and/or global level - Support and monitor the implementation of IRC safeguarding strategy for the country program and its partners - Support the roll-out of capacity building materials on safeguarding for the country program, including delivery of trainings, orientations, refresher sessions for all staff, including incentive workers on different aspects of safeguarding - Expectations of staff behavior is communicated to clients at least once a month, including how to report - Safeguarding expectations of visitors is included in all security briefings, with signed agreement obtained and retained for all visitors - Develop contextualized country-level Standard Operating Procedures (SOP) for responding to safeguarding violations experienced by staff and clients - Review and support enhancement of country program and partner complaints response mechanisms for clients - Work with technical staff and human resources in country program on the development and implementation of all safeguarding activities - Advise SMT, Grants teams, and other staff on safeguarding progress and challenges in country, as needed - Contextualization and rolling-out of communication materials on safeguarding - Support for other HR related ad hoc tasks assigned by HR lead

External representing

- Attend PSEA Working Group meetings - Support for PSEA awareness session and minimum requirements including reporting framework - Perform as HR representative in interview panel for recruitment and attend internal or external meeting to share back the update to the HR team if required by direction of HR Lead - Travel frequently to field offices to conduct PSEA related sessions

Qualifications

- Bachelor degree in relevant related field - At least 4 years of relevant program and/or safeguarding experience with an international organization in a development/humanitarian setting - Experience with client protection from abuse and exploitation, sexual violence in development and humanitarian contexts in conflict/refugee settings, and knowledge of international protection frameworks and mechanisms on safeguarding - Experience working with GBV/ Child Protection related programs would be a bonus - Must be capable of applying skills and knowledge in a range of capacities, including implementation, advisory functions, training and the transfer of technical knowledge and management skills to others - Experience in conducting training, orientation and refresher sessions with diverse teams - Excellent communicator with technical writing ability in English and Myanmar is a requirement - Written and spoken skills with other ethnic languages in IRC project areas are assets - Proven track record in working with teams, excellent interpersonal skills, positive and professional attitude, ability to lead and work well in a team setting and with multiple partners - Strong proficiency in MS Word and PowerPoint is required.

Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
