  1. Purpose of the Vacancy Notice

The purpose of this vacancy is to develop a list of qualified candidates for inclusion in this advertised roster. All applicants will be notified in writing of the outcome of their application (whether successful or unsuccessful) upon conclusion of the selection process. Successful candidates will be placed on the roster and subsequently may be selected for consultancy assignments falling in this area of work or for similar requirements/tasks/deliverables.   1. Purpose of consultancy

The Animator will support the Regional Communications Manager and the Programme to produce key communications products and other health emergencies in the African region

  1. Background

The AFRO Communications objectives are to lead the development of the corporate communications plan, drive prioritization and right size effort with expected impact for WHO; position WHO as the authoritative and trusted voice on health at the global level through working with technical departments to develop strategies to amplify WHO's normative work; lead WHO media outreach, incl. crisis/ emergency communication with input from technical departments as well as across the Region; drive all communication to the general public as well as responding to media enquiries; lead on global advocacy (e.g. health campaigns, public health information, donor visibility for resource mobilization); provide digital production capacity & expertise to support the organization in the African Region.

  1. Deliverables
  • Contribute to the creation and production of animation content (videos) based on current communications priorities and strategies, including support to emergencies, campaigns and high-level events about WHO’s work in the African Region.
  • Production of motion graphic templates, explainer videos; storyboarding, producing mock-ups on animation on various WHO health topics;
  • Coordinating to set technical specs of the animation such as format, size, or type of animation.
  • Help to maintain the archive of WHO assets online and ensure workflow is efficient and optimized to meet deadlines and targets.
  • Script and edit animations on COVID-19 and other health emergencies for WHO social media platforms.
  • Provide English and French versions of the same video with subtitles and titles and formats for YouTube and square formats for social media.
  • Ensure content follows best practices and standard procedures for dissemination on broadcast channels, as well as in WHO's a content management system and other digital channels
  • Any other duties to support the Communications Team as and when required.
  1. Qualifications, experience, skills and languages

Educational Qualifications:

Essential: A first-level university degree in animation studies, film production, social science or related field.

Desirable: Training in creating and editing audiovisual assets including videos and working in a public health setting.

Experience

Essential: Minimum 5 years motion graphics experience and/or combination of prior animation, visual effects, or live action production experience;

Desirable: Proficiency in the use Adobe software (After Effects, Adobe Media Encoder, Premiere, Illustrator).

Skills/Knowledge:

  • Very good knowledge of approaches, tools, and methodologies essential to develop creative animations and industry standards for animation production processes, including for the web and social media;
  • Demonstrated Apple Motion and/or Adobe After Effects skills;
  • Experience with development of templates and guidelines on digital tools
  • Demonstrated sound recording, mixing and mastering skills for music, effects and voiceover.
  • Proven ability to create digital animation content for different audiences and channels.
  • Knowledge of WHO's mandate, goals and work, including an understanding of public health issues

  1. Remuneration and budget (travel costs are excluded):
    1. Remuneration: Payband level - Band A
      • Daily rate USD 274 – 349 (depending on candidate educational and professional background)
    • Monthly rate: USD 5,480 – 6,980 (depending on candidate educational and professional background).
    1. Living expenses (A living expense is payable to on-site consultants who are internationally recruited): currency and rate
    1. Expected duration of contract (Maximum contract duration is 11 months per calendar year): Dependent of need by the requesting technical unit.
