Result of Service With this consultancy, OCHA aims to invest in ensuring that (i) CBPFs revised Accountability and Risk Management Framework in the Global Guidelines is effectively rolled out; (ii) The CBPF review of the DRC HF is expertly managed from country visit to final presentation; (iii) The OCU's workplan for 2022 is aligned and will contribute to, the goals of CBPF, PFMB and HFRMD.

Expected duration The total time allocated for this consultancy is 18 working days during the period from 1 to 31 July 2022.

Duties and Responsibilities The consultancy will contain three main objectives. Firstly, to contribute to the rollout of the revised CBPF accountability and risk management framework in the Global Guideline. Secondly, the consultant will serve as Review Manager in the DRC HF review exercise; and lastly, the consultancy will support in drafting the Oversight and Compliance Unit's workplan for 2022.

Under the supervision of the Head of the Oversight and Compliance Unit, the consultant will have the following duties and responsibilities:

1. Support CBPF in the next phase of the revision of the due diligence methodology and capacity assessment tool; 2. Revise and finalize the CBPF Global Guidelines chapter on Accountability and Risk Management Framework. This includes, conducting additional rounds of revisions with stakeholders, receiving and tracking feedback, liaising with subject matter experts on feedback and incorporating approved changes; 3. Act as Review Manager in the review of the DRC HF, ensuring smooth project management and liaising with all relevant stakeholders to coordinate all phases of the review; 4. Support in drafting OCU workplan in 2022, ensuring alignment with section, branch and division priorities; 5. Support with other tasks as may be determined by management.

Qualifications/special skills Academic Qualifications: Advanced university degree (Master's degree or equivalent) in international affairs, public policy, finance, law, social sciences or related area is required. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Experience: Relevant working experience in the UN Common System or comparable international organizations in humanitarian assistance is required. Experience in relation to the review of OCHA's Pooled Funds Governance Framework is highly desirable. Language: Fluency in English is required.
