Result of Service A. Agreed Agenda: Facilitator to support the design and planning of the Retreat agenda in line with the agreed objectives, including by proposing appropriate break-out sessions and teambuilding sessions, incorporating senior managers’ goals and objectives, through: 2 to 3 organisational team discussions (virtual); 2-3 telephone interviews with the DSRSG; and Email feedback;

B. Moderation of the Retreat: including but not limited to the introduction and a final debriefing, managing the schedule, guiding participants and panelists, introducing break-out sessions etc.

C. Agreed Retreat Report: Facilitator to provide lessons learned to UNMIK, and provide inputs and feedback on summary Retreat report via: 1 organisational team debrief (virtual); and Email feedback

Work Location Home-based and TBC Retreat Location for 2 days

Expected duration 2 working days retreat, 4 days home-based.

Start Date: 01 June 2022 (2 days preparation, flexible)

End Date: 30 June 2022 (Retreat 16-17 June, plus 2-day reporting and reflection, flexible)

Duties and Responsibilities I. Background

The United Nations Interim Administration Mission in Kosovo (UNMIK) was established by the Security Council in its resolution 1244 (1999). The Mission is mandated to strengthen and consolidate peace, security and stability in Kosovo and the region. Its strategic priorities include contributing to the implementation of the political and technical agreements reached between Belgrade and Pristina in the framework of the European Union-facilitated dialogue, fulfilling its coordination and facilitation roles, supporting intercommunity reconciliation, and providing support in the areas of human rights, the rule of law, gender equality and youth empowerment. UNMIK also promotes cooperation and coordination among international actors, especially with other international missions operating under the authority of Security Council resolution 1244 (1999), including the European Union and the North Atlantic Treaty Organization (NATO).

Within this context, the Mission facilitates assistance to non-majority communities and promotes solutions to wider issues affecting intercommunity relations and human rights. The Mission develops strategies that contribute to peaceful inter-community co-existence in Kosovo. This includes promoting trust-building activities to strengthen the ability of municipal mechanisms and local groups to bring different communities together. The Mission also: (a) reports on the overall human rights situation; (b) supports the implementation of regional and international human rights instruments included in the Kosovo Constitution; (c) facilitates the dialogue of the institutions of Kosovo with the special procedures of the Human Rights Council and the treaty bodies; and (d) engages in support of reconciliation initiatives, particularly those affecting missing persons.

In the area of rule of law, the Mission continues to support Kosovo rule of law institutions in furtherance of Sustainable Development Goal 16 (peace, justice and strong institutions) while focusing on monitoring, reporting on and analysing rule of law developments, including through field visits and assessments of progress on the justice integration in the Mitrovica region, meetings at prosecution offices and correctional institutions, the monitoring of court proceedings and legislative developments and the drafting of thematic reports. The Mission also continues to perform functions related to the certification of civil status documents and liaise with the International Criminal Police Organization (INTERPOL).

In advancing Women, Peace and Security agenda, the Mission continues to support initiatives that contribute to the implementation of the Security Council resolutions 2106 (2013), 2122 (2013) and 2242 (2015) and integrate gender-related issues and concerns into all areas of its work, including by supporting the participation of women in decision-making and ensuring their access to justice.

In advancing Youth, Peace and Security agenda in accordance with Council resolution 2250 (2015) and the Mission’s framework strategy on youth, peace and security, UNMIK continues to promote the role and involvement of young people in inter-ethnic community trust-building and local governance.

Strategic communications efforts continue to focus on broadening its reach across all actors and institutions in Kosovo throughout all of Mission’s work.

Since Kosovo’s declaration of independence in 2008, UNMIK has recalibrated its work to changing dynamics and political realities in the context of SCR 1244. Within the Secretary-General’s status neutrality framework, successive reconfigurations took place. Following the 2015 Civilian Staffing Review, UNMIK leadership led a series of participatory management discussions involving senior UN officials from New York, with the aim of further strengthening the priorities and strategies of the Mission. Previous UNMIK retreats have informed the identification and prioritization of strategic areas where the mission can have the most impact and led to the updating of mission concepts and other guiding documents.

II. Retreat

In June 2022, UNMIK’s Senior Staff Retreat will bring together senior managers to jointly analyse the evolving operational context, review progresses made in line with the Mission’s Strategic Frameworks, and to identify planning priorities for 2022/23 Financial Year (FY). UNMIK wishes to recruit a facilitator to support the design and facilitation of the Retreat that meets its objectives through interactive, inclusive and constructive sessions and teambuilding activities. The Retreat is organized by the Office of the SRSG, with the support of the Office of the Chief of Mission Support and other offices.

Qualifications/special skills Academic Qualifications: Advanced university degree (Masters and equivalent) in development studies, political affairs, international relations, or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience: At least 10 years of experience in the United Nations family, preferably peacekeeping with substantive involvement in facilitating strategic planning and coordination, formulation of action plans and vision statements, organizational learning from best practices;

Demonstrated understanding of the recent peacekeeping reforms including Action for Peacekeeping+; programmatic activities planning and implementation; of issues related to the rule of law, confidence-building and conflict-prevention; of performance management frameworks;

Experience in facilitation, strategy development, guidance and planning, team-building;

Strong inter-personal skills and a demonstrated capacity to forge effective relations with colleagues and counterparts from different backgrounds and sections;

Proven ability to effectively function in a multi-national, multi-cultural and multi-ethnic environment and to work with senior UN officials;

Good public presentation skills;

Knowledge of Women, Peace and Security and Youth, Peace and Security agendas is a strong asset;

Knowledge of Kosovo and/or the region is an asset.

Language: Fluency in English, both oral and written, is required.

Competencies: Excellent planning, organisational skills and teambuilding and facilitation skills;

Excellent interpersonal and communication skills;

Excellent English writing and editing skills ;

Ready to work flexible schedules throughout the consultancy team ;

Sound knowledge of the peacekeeping universe and the political and social context in which UNMIK operates;

Demonstrates integrity by modelling the UN’s values and ethical standards; promotes the vision, mission and strategic goals of the UN;

Displays sensitivity and adaptability; treats all people equally.
