Organizational Setting

The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through FAO’s Strategic Framework by supporting the transformation to more efficient, inclusive, resilient and sustainable agri-food systems, for Better production, Better nutrition, a Better environment and a Better life, leaving no one behind.

In line with FAO global strategy, FAO country offices assists governments to develop policies, programmes and projects to address hunger and malnutrition and provides technical support for the sustainable development of their agricultural, livestock, fishery and forestry sectors. The activities carried out by the FAO Country Offices include the design and implementation of country tailored field programmes, liaison with local and international partners, and active public awareness-raising as well as other outreach activities related to FAO initiatives.

Reporting Lines

Working under the overall guidance of FAO Representative, the Resources Mobilization and Partnership Coordinator reports directly to Deputy FAO Representative working closely with the Assistant FAOR Programme, The Operations Team, CTAs and Project Managers and other teams within the country office, as well as FAO Regional Office in Bangkok and HQ.

Strategic planning; results oriented programming and budgeting; effective partnership, communication and outreach, resource mobilization.

Tasks and Responsibilities

As part of the efforts to promote programmatic approach, enhanced and expanded partnership and outreach contribute to the increased efficiency and visibility of FAO programmes in Bangladesh, and ultimately to achieving resource mobilization targets.

  • Lead and guide the development and implementations of results-based Resource Mobilization Strategies and Plans that ensure achieving the objectives and outcomes of the Country Programme Framework;
  • Contribute to the design and implementation of policies and procedures to promote effective collaboration across units, teams, programmes and projects in strategic planning, results-based programming and budgeting, implementation, monitoring and reporting aimed at expanded and strengthened partnership and increased resource mobilization;
  • Coordinate capacity building initiatives for effective communication, partnership and resource mobilization in the context of the overall organizational improvements aimed at promoting of programmatic approach;
  • Lead and deliver analyses associated with the programmatic resource mobilization strategy; Contribute to the development and operation of the corporate results-based monitoring and reporting system with a particular focus on strategic partnership and resource mobilization
  • Identify traditional and innovative funding sources and potential partners, including the private sector, funding mechanisms under multilateral environment agreements, increasingly broadening the donor base, promoting wider partnership and cooperation, including South-South cooperation;
  • Initiate and maintain contact with potential partners to explore funding opportunities, in close cooperation with headquarters, leads negotiations of funding agreements and project proposals with governments, international organizations, private sector and civil society partners;
  • Monitor funding opportunities (e.g. calls for proposals/proposals for grants website) proposed by potential partners and provide support for application (e.g. support to the development of application) by coordinating and liaising with the regional office and relevant HQ Units, identifying opportunities for the UN Joint Programmes.
  • Lead donor outreach efforts (including the organization of successful resource partner briefings), through proactive communication on the analysis, needs and priorities underpinning the FAO Bangladesh Programme, with a focus on results, value for money, lessons learned and FAO’s comparative advantage;
  • Coordinate capacity development efforts to enable staff in the country office and projects to effectively contribute to implementation of strategies and plans related to resource mobilization and strategic partnership.
  • Collect feedbacks, ideas, and internal knowledge about processes and best practices related to donor relations and resource mobilization to improve relevant systems and mechanism in the Country Office.
  • Collaborate with communications team to facilitate outreach activities related to FAO’s Strategic Objectives and defined priority areas; contributes to the preparation of various supporting material for outreach activities (briefings/background papers, concept notes, PowerPoint presentations, etc.).
  • Performs any other duties as requested by the supervisor.

Minimum Requirements

  • University degree in international development, development economics, international law, business administration, agriculture, agricultural economics, or another field relevant to the work of the Organization;
  • At least 12 years’ experience in development and or emergency – 7 years of which are in strategic partnership and resource mobilization.
  • Working knowledge of English and limited knowledge of one of the other FAO Languages: Russian, Spanish, Chinese, French, Arabic (for Consultants)/ Working knowledge of English (for PSAs).

Technical/Functional Skills

  • Work experience in more than one location or area of work, particularly in field positions is desirable;
  • Extent of experience in negotiating funding agreements with bilateral and multilateral institutions;
  • Demonstrated skills and experience in managing relations and outreach with partners;
  • Demonstrated skills and experience in Resource Mobilization.
  • Excellent communication, writing and negotiations skills.
  • Proven ability to proactively work in a team set up.
