**OVERVIEW** Post Number : 5AEBSP0001PA Grade : P-4 Parent Sector : Bureau of Strategic Planning (BSP) Duty Station: United Arab Emirates (the) Job Family: External Relations Type of contract : Project Appointment Duration of contract : 1 year Recruitment open to : Internal and external candidates Application Deadline (Midnight Paris Time) : 18-DEC-2020 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism ***Duration of contract: One (1) year with the possibility of an extension subject to satisfactory performance and availability of funds.*** **OVERVIEW OF THE FUNCTIONS OF THE POST** The Resources Mobilization Officer for the Arab States, under the direct supervision of the Director of the Partnership Division of UNESCO's Bureau of Strategic Planning and under the overall authority of the Director of the Bureau of Strategic Planning (BSP), will contribute to the mobilisation of resources and building partnerships efforts by UNESCO field offices in the Arab States region including collecting donor intelligence about funding opportunities in the regions concerning, advising the Director and the Heads of offices in the region on decentralised funding opportunities, ensuring quality assurance of project proposals and reports and providing backstopping on the negotiation of funding agreements. Long Description ***Strategy*** - Contribute to the development and implementation of UNESCO’s resource mobilization strategy in the Arab region. - Support the Directors and Heads of UNESCO Offices in Arab States in the region in formulating, implementing and keeping their Resource Mobilization Plan up to date, including the related action plan, which details ongoing fundraising efforts across the office to address resource gaps and priorities. - Collaborate with UNESCO’s teams at regional and country offices level to foster a comprehensive, consistent approach to donor interactions and support them in their resource mobilization activities as required. Long Description ***Donor Intelligence*** - Organize briefings, meetings, visits and events with current and prospective donors. - Act as the main knowledge point for intelligence on decentralised donors: Keep up to date with the latest developments and initiatives of relevance to Arab States (e.g. donor trends, new funding donors announcing interest in relevant countries, donors contributing to emergency appeals, etc.). - Track in the Constituency Relationship Management tool, monitor all resource mobilization efforts in the Arab States Region. - Organize training to improve staff capacity on donor reporting and knowledge management. Long Description ***Proposals and pitching material*** - Working with the programme Specialists, develop concept notes, proposals and budgets and responsible for quality assurance including layout, editing and formatting, Prospecting bilateral, multilateral, philanthropic, and private sector partners and translating partnership opportunity into both funds and leverage in furtherance of program and resource targets. - Contribute to the design of advocacy and communication tools and materials to support regional fundraising. - Working closely with the Programme specialists, contribute to the organization of key events for advocacy and visibility. - Identify and engage with prospective donors including companies, foundations, HNWI, and major donors. ***Relationship Management*** - Develop regional donor profiles and solicitation strategies, while strengthening maintaining relations with donors. - Identify and exploit new funding opportunities. - Organize briefings, meetings, visits and events with current and prospective donors, coordinate programmatic and logistical arrangements, draft reports and set action plans for follow-up. - To keep track of donors in the Constituency Relationship Management (CRM) tool. - Support Programme Specialist in the UNESCO Offices in Arab States to ensure compliance on donor and UNESCO requirements, including ensuring timely and quality reporting. - Represent UNESCO at external forums and meetings on occasion to position the institution with donors and partners critical to achieving UNESCO’s strategy. - Organize decentralized donor review meetings or steering committee meetings in close consultation with the relevant sections of BSP at Headquarters. ***Implementation Monitoring*** - Overall monitoring of reporting schedules under donor agreements and ensuring timely submission. - Monitor and track the successful implementation of donor agreements together with the responsible programme specialist. - Monitor all resource mobilization efforts and systematically share information and updates with the relevant units, including sections of Bureau of Strategic Planning (BSP) at the UNESCO Headquarters. **COMPETENCIES (Core / Managerial)** Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) Building partnerships (M) Making quality decisions (M) **-** For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** ***Education*** - Advanced University degree (Master’s degree or equivalent) in Business Administration, communication or other relevant fields to resource mobilization. ***Work Experience*** - Minimum seven (7) years of progressively responsible and relevant professional work experience in resource mobilization and/or marketing. - Experience acquired at the international level. - Experience in writing material for partnerships/resource mobilization, including policies, project proposals and promotional material. ***Skills and competencies*** - Excellent interpersonal skills for teamwork and work in a multicultural setting and ability to interact effectively with different stakeholders inside and outside the Organization. - Excellent ability to communicate orally and in writing with stakeholders to convey tailored messages and translate and articulate organizational priorities to potential private partners.
