OBJECTIVES OF THE PROGRAMME

The Vaccine Preventable Diseases (VPD) Non-Communicable Diseases Programme is part of and contributes to the work of the Universal health coverage/Communicable and non-communicable diseases (UHC/UCN) cluster in the WHO African region. The strategic agenda of the cluster is to reduce disease burden in the WHO African Region, by guiding disease control agenda in Africa, and using analytics to inform strategic investments and tailored interventions for disease control, thus contributing through its country support investments to 3 disease control outcomes at country-level: improved disease programme governance; improved interventions coverage; and improved services quality. Investments towards these outcomes are guided by comprehensive whole of society, people-centred, integrated approaches to disease control.The comprehensive whole of society approach entail investments around: (a) coherent implementation of triple response - technical response: implementing diseases specific normative guidance, promoting intervention mixes and deploying medical commodities; health systems response: building capacities of district service delivery systems in disease mapping and stratification, interventions tailoring, and sector/subsector planning; and multi-sectoral response: addressing socio-economic and environmental determinants of diseases through mobilizing non-health sectors, communities and stakeholders; (b) disease control partnership of public and private sectors, health and non-health sectors; and (c) community involvement in targeted high riskcommunities, focused on managing determinants of diseases, health services demand creation and accountability by local health stewards. The people centred, integrated approaches to disease control involves investments around (a) integrated guidance on disease control for each health service delivery platform, a move away from stand-alone disease specific guidance; and (b) integrated and efficient disease control investments in strengthening the capacity of appropriate health services delivery platforms through deployment of appropriate technologies and analytics to guide stratification of disease risks across population groups in order to develop and deploy comprehensive packages of interventions appropriate for each population group and health service delivery platform, as well as monitor population access, coverage and impact to leave no one behind.In addition to country support roles, UCN including Strategic Planning and Policy (SPP) office provides regional strategic leadership towards enhanced disease control investment efficiency, equity and impact with focus on the following objectives: (i) leadership in coordination, partnerships and resource mobilization for disease control; (ii) generation of analytics-driven strategic information to set disease control agendas and guide investments; (iii) development of WHO disease control technical products, services, and tools; and (iv) facilitation of technical support and institutional capacity building including support to national disease programmes and regulatory authorities.

DESCRIPTION OF DUTIES

Coordinate the development, implementation and monitoring of the Resource Mobilization strategy for the Vaccine Preventable and Diseases Programme within the UCN ClusterSupport the development of specific resource mobilization plans in accordance with the UCN Cluster strategy, Regional Strategic Immunization Plan and existing regional and global resources mobilization plans and strategiesLead strategic engagement with Gavi, the Vaccine Alliance and other donors including the coordination of grant management processes (application, monitoring, funding utilization & grant renewal)Contribute to resource mobilization for the cluster's programmes, in collaboration with EPG, ORD and WCOsBuild and maintain strong relations with partners and donorsmaintain an active database of stakeholders and key partners mappingand optimize networking opportunitiesorganizingbilateral meetings to raise resources for the immunization programme ensure high quality reporting and provide support for in-country resource mobilization efforts for immunization and VPD outbreaks as needs arise; ensure the completion of all technical and logistic preparations by WHO to inform AU Heads-of-State on progress in implementing the Addis Ababa Declaration on Immunization Commitments during the biennial AU Summit, in close coordination withthe African Union Commission, and other Regional Economic Committees; monitor the performance of member states and partners' supportin the implementation of the Addis Ababa Declaration on Immunization, the Africa regional strategic plan on Immunization towards the goals of Immunization Agenda-2030, Vaccine Preventable-Diseases surveillance, and support around key immunization moments throughout the year;Coordinate technical and regular inputs from WHO to country applications to GAVI.Guide WCOs in the Targeted Country Assistance and Partners Engagement Framework budgeting process and reporting on milestones in the GAVI portal.Work closely with the health systems and other related teams to ensure the timeliness, quality, and consistency of various process requirements for WHO's commitment to GAVI.Lead the organization of the WHO Annual Regional Immunization Stakeholders Meeting;Lead the development of related work-plans and budgetary proposals as required within the framework of WHO staff rules and regulations, financial rules and AFRO accepted proceduresUndertake donor research, produce, update, and disseminate donor profiles, identify emerging sources of funding and their potential for the future and provide support on strategic engagement with donorsProvide leadership to and manage the staff under his/her responsibility; ensure their performance, continuous development and engagement, promoting a culture of working across boundaries, and integrity in accordance with the Organization's policies, rules, procedures, and valuesPerform other related responsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential: Post-graduate degree in public health, health economics, public or business administration, social sciences, communication, International Relations, or other relevant fields. Desirable:

Experience

Essential: •A minimum of 7 years of professional national and international experience in project coordination in international development, public health, private sector, or comparable experience.•Experience in grant management, donor funding, proposal development and resource mobilization.•Experience working in/with developing countries.•Experience contributing to the design, management and reporting of international development programmes or projects;•Proven experience in writing resource mobilization proposals, advocacy documents and in the coordination of partners including production of communication materials Desirable: •Previous financial and/or grant management experience will be an advantage.•Work experiences that are diverse, incorporating private sector, NGOs, other UN, or governmental Health related agencies will be an advantage.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3440 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
