Organizational Setting

FAO's Subregional Office for Southern Africa (SFS) is responsible for developing, promoting, overseeing and implementing agreed

strategies for addressing subregional food, agriculture and rural development priorities. It develops and maintains relations with

subregion-wide institutions including Regional Economic Integration Organizations (REIOs). It assists the FAO Representations

(FAORs) in the subregion with addressing subregional food security, agriculture and rural development issues at country

level. The Subregional Office is a subsidiary of FAO’s Regional Office for Africa.

The position is located in Subregional Office for Southern Africa, Harare, Zimbabwe

Reporting Lines

The Consultant/PSA will work under the overall managerial and administrative leadership of the FAO Representative/Sub-Regional Coordinator for Southern Africa.

Technical Focus

The Consultant/PSA will provide support in strengthening relationships with key resource partners supporting FAO’s Resilience and Development Programme: this area of work covers the liaison with resource partners and the development of partnerships to mobilize voluntary resources and capacities in support of country emergency preparedness, response and recovery as part of the overall resilience strategic programme. The Resource Mobilization and Communication Unit liaises with humanitarian and development resource partners to understand their priorities, funding streams and visibility requirements. The Unit supports SFS’s engagement in pledging conferences, donor meetings/visits etc. and collaborates closely with decentralized offices to support resource mobilization efforts and provide advice and guidance on specific donor requirements and funding mechanisms.

Tasks and Responsibilities

  • Advocate for support to FAO’s Resilience and Development activities and identify funding opportunities in the context of FAO Strategic Framework;
  • Be knowledgeable of resource partners’ rules and regulations, strategic priorities, funding streams, visibility and reporting requirements and advise concerned staff at Headquarters and in decentralized offices;
  • Gather donor intelligence and develop strategic donor engagement plans, in collaboration with other OER Teams, and contribute to their execution;
  • Assist in maintaining a consistent working relationship between OER and resource partners;
  • Advise decentralized offices on key donor requirements for project formulation and implementation and provide donor-specific guidance throughout the entire project cycle, including on non-standard financial reporting where required;
  • Undertake duty travel to support country offices on defining a resource mobilization strategy, providing guidance on donors requirements and supporting liaison with specific donors when required;
  • Manage and coordinate Macro grant/multi-year submissions, and finalization of contribution agreements (e.g. with Japan, OFDA, and/or Sida);
  • Review contribution agreements and take care of requesting internal clearances;
  • In close collaboration with other OER’s teams, monitor project delivery, cash deficits, reporting deadlines, and assist in the FPMIS project opening process, as required;
  • Maintain an updated overview of pipeline funding of respective donors;
  • Provide up to date information on specific donors to Communication team members to contribute to the development and updating of donor briefs/presentations, visibility packages and strategic partnership reports developed for key resource partners;
  • Participate and contribute to meetings with specific donors;
  • Perform other related duties as required.

Impact of work

The incumbent’s work is expected to have impact on the timely and efficient delivery of assistance to livestock development programmes and projects primarily in Zimbabwe but also in the sub-region.

MINIMUM REQUIREMENTS

  • University degree in a subject related to the work of the Organization. Advanced degree is an asset;
  • At least 1 year (Category C) or 5 years (Category B) of experience in resource mobilization, programme management, partnerships, communication and advocacy, solid understanding of the humanitarian context;
  • Working knowledge of English and limited knowledge of another official language of the Organization (French, Spanish, Arabic, Chinese or Russian).

Technical Skills

  • Work experience in more than one location or area of work, particularly in field positions, is desirable;
  • Experience in the field of resource mobilization and programme management, preferably in humanitarian settings;
  • Ability to write clearly, concisely and effectively;
  • Work experience in the areas of advocacy and communication is considered an asset;
  • Knowledge of UN or standard operational rules and procedures and project/programme administrative management procedures is considered an asset;
  • Ability to work independently, under time pressure and meet deadlines;
  • Thoroughness and reliability, sense of diplomacy and tact
