BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

As reflected in WFP Strategic Plan (2022-2025), resilience of people, communities and systems is a result of multisectoral, integrated programmes that build resilience capacities and address vulnerabilities. Over the past years, WFP has progressively strengthened its corporate resilience programming expertise and capacities - ranging from resilience programme design to multi-partner integration and implementation, as well as resilience measurement and evidence strengthening. WFP - in close collaboration with governments and partners - also developed successful resilience programmes and initiatives in various regions and countries, such as the Sahel Resilience Initiative.

The WFP Livelihoods, Asset Creation and Resilience unit in Rome Headquarters (PRO-RL) is currently aiming to update and strengthen its resilience programmatic guidance, building upon:

- The Resilience Toolkit and complementary guidance material - such as the Three-Pronged Approach. - Good practices and success stories, such as the Sahel Resilience Initiative and other WFP and partners' initiatives in Southern Africa, Central America and other regions.

- Lessons learned and emerging evidence from selected reviews, evaluations and studies.

Furthermore, PRO-RL is also developing:

- Guidance on Food Systems programming - which will have complementary linkages and tools with the resilience programming guidance

- A 'Livelihood Assets & Resilience Academy' - LARA - which is a network of African universities brought together by WFP to spearhead and promote the localization of expert capacities in resilience and food systems programme design and implementation, through the development and delivery of coursework of the resilience and food systems guidance (above), and training on asset creation and livelihoods programming for WFP, government, and partner staff.

PRO-RL is currently recruiting a senior resilience programming expert to lead on the development of WFP resilience programmatic guidance. This corporate guidance will be paramount to further capacitate WFP regional bureaux and country offices colleagues - as well as operational partners - in delivering quality resilience programmes in a range of priority countries and diverse operational contexts. It will also support the roll out of WFP's 2022 to 2025 Strategic Plan, the design of new second generation country strategic plans, and the scaling up of WFP resilience strengthening efforts and initiatives.

The resilience programming expert will form part of a team within the Resilience and Food Systems Service (PRO-R) of WFP Headquarters. The expert will lead the development and writing of WFP resilience programmatic guidance, in close collaboration with the Resilience and Food Systems service (PRO-R), Colleagues from the Research, Assessment and Monitoring Division (RAM), and resilience staff from WFP regional bureaux and country offices.

In addition, the incumbent will also need to ensure that the resilience and Food Systems guidance align by drafting specific bridging sections where required, and that these products developed can be easily transferred to and incorporated in LARA.

This role is a senior-level programme designer, technical advisor, and capacity builder with a proven track record in resilience and food security programming building, who deliver world class expert contributions. Candidates may be based in Rome or work remotely. Remote-based colleagues will be expected to have a significant overlap in working hours with WFP Rome Colleagues.

ACCOUNTABILITIES/RESPONSIBILITIES:

1. Carry out the required consultations with WFP resilience and food systems service (PRO-R) staff to elaborate and synthesize PRO-R perspectives, expectations, and orientations with regards to the resilience programmatic guidance.

2. Develop a detailed annotated outline and workplan for the development of the resilience programmatic guidance, building upon the above consultations and available guidance material - in particular the resilience toolkit and complementary Three-Pronged Approach (3PA) guidance material.

3. Develop the Integrated Context Analysis (ICA) + layers resulting from cross unit and divisional consultations for inclusion into 3PA and integrated resilience programmatic guidance.

4. Write a first draft resilience programmatic guidance, building upon the agreed annotated outline and workplan, and with tailored co-writing support from selected WFP staff.

5. Facilitate the review of the resilience programmatic guidance.

6. Produced a revised version (final draft) of the resilience programmatic guidance, building upon comments & suggestions received, and in close collaboration with WFP staff, as needed.

7. Ensure that the resilience and food systems guidance are aligned and complementary, in terms of the inclusion of resilience concepts and activities within food systems guidance.

8. Contribute to shaping the resilience and food systems guidance for transfer into and delivery by LARA.

DELIVERABLES QUALIFICATIONS AND EXPERIENCE REQUIRED:

• Briefing report summarizing PROR perspectives, expectations, and orientations with regards to the resilience programmatic guidance.

• Detailed annotated outline and workplan for the development of the resilience programming guidance.

• Draft Integrated Context Analysis + guidance for inclusion into 3PA and integrated resilience programmatic guidance.

• Draft resilience programming guidance building upon the agreed annotated outline and workplan, as well as with tailored co-writing support from selected WFP staff (size to be further defined during the consultations with PRO-R colleagues).

• Documented and synthesized comments/suggestions collected during the review, along with responses and adjustments carried out.

• Revised/final draft version of the resilience programming guidance.

• Where identified, draft resilience sections and inputs for the food security guidance to ensure alignment between the two guidance documents.

• Contribute to the development of the resilience and food security guidance for integration into LARA.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

Education:

Advanced University degree in a field directly relevant to resilience or food security.

Experience:

At least 12 years of international experience on resilience and food security programming, including in national government(s), United Nations agency/ies. NonGovernmental Organization(s), and or Donor Agency/ies.

Knowledge and Skills:

Extensive senior level technical expertise in resilience and food security programming, including context and operational analysis; programme design, implementation, and monitoring; and institutional capacity strengthening.

Extensive technical expertise using WFP Three-Pronged Approach (3PA). Understanding and ability to develop Integrated Context Analysis (ICA) + layers resulting from cross unit and divisional consultations for inclusion into 3PA and integrated resilience programmatic guidance.

Demonstrated skills and experience in leading the development of tailored resilience guidance material, reports and tools targeted at programme managers/ practitioners, and in preparing high quality peer reviewed manuals and reports.

A strong understanding of and high level of familiarity with WFP policies and frameworks, programmes, guidance and tools, as well as working environments.

Ability to be strategic, pro-active and self-directed. This includes leading and driving a large and complex body of work.

Strong understanding and experience in leading or working within multidisciplinary teams to design, review or measure large and complex integrated resilience programmes.

Ability to form strong working relationships and to foster a collaborative and empowering peer-to-peer learning culture while working remotely with colleagues.

Extensive experience working in development, humanitarian or nexus contexts and working across cultures.

Excellent writing & communication skills. Ability to distil complex information and ideas into a digestible, pragmatic and easy-to-follow narrative for a variety of audiences.

Ability to work effectively remotely. Openness to working on online collaborative workspaces, e.g. Microsoft Teams, Sharepoint, etc.

If working remotely (outside Rome), able to maintain a significant overlap in working hours with Rome and countries of WFP operations.

Languages:

Fluency (level C) in English. Working knowledge of another UN language (French, Spanish, Arabic, Chinese, Russian, Portuguese) would be an advantage.
