The Fiscal Affairs Department (FAD) of the International Monetary Fund (IMF) is seeking to fill the position of Public Financial Management (PFM) Advisor to assist in the implementation of PFM reforms in Colombia. The position is based in Bogota, Colombia.

This assignment is planned to start in September 2023.

The Advisor will be expected to provide capacity development assistance to the Ministry of Finance and Public Credit of Colombia (MHCP) in implementing PFM reforms, including:

  • Priority-based budgeting, including green budgeting and budget markers.
  • Public investment management.
  • Integrated debt and cash management.
  • Macro-fiscal frameworks.
  • Monitoring and assessment of the implementation of broad PFM reforms.

The Advisor will work with the MHCP and be based in the Ministry. The work program will include: provision of technical advice and training; support to the implementation of Colombia’s PFM reforms; support to the capacity development work of FAD; and coordination with other capacity development providers working in the country.

The Advisor's appointment would be for an initial period of two years and may be renewed subject to satisfactory performance. The Advisor would report to FAD staff in Washington DC and coordinate their activities with the MHCP.

Qualifications

Candidates should have a university degree or equivalent in a relevant field (economics, public finance, public administration) and have extensive practical experience working in or with finance ministries. Preference will be given to applicants with a minimum of 15 years of practical experience in a senior line or advisory position within a ministry of finance or international financial institution. The successful candidate should have direct experience in delivering or implementing PFM reforms. Applicants should be proficient in Spanish (oral and written) and be able to work effectively in English. Candidates should possess excellent interpersonal skills, and be able to transfer technical knowledge, build and maintain effective relationships with the national authorities and work collaboratively.

Qualified applicants who are not selected for this position may be considered for other short‑ or long-term capacity development assignments with FAD.
