Job Description

Job Summary

The Resettlement Supervisor provides a combination of program oversight, staff supervision, partnership development, and grant maintenance. This position maintains quality control for both service provision and contractual compliance. The Resettlement Supervisor reports to the Sr. Direct Services Program Manager. This position will supervise a staff of 4-6, as well as several indirect reports, and is a member of the office senior leadership team.

Major Responsibilities

· Ensure the Resettlement & Placement (R&P) and Matching Grant casework team provides quality case management services through

o regular and timely case file reviews throughout the resettlement period;

o on-site supervision of services both in the office and in the field (includes regular visits to client homes);

o weekly team case staffing meetings;

o monthly quality service delivery meetings.

· Monitor budgets and contract compliance of the Reception & Placement program.

· Provide quantitative and narrative reports that are written to standard; ensure timely program report submission.

· Provide oversight of compliance with the Cooperative Agreement for R&P service provision. Provide regular staff trainings and follow up training specific to each fiscal year’s Cooperative Agreement.

· Ensure that all program services are implemented as set forth in the Cooperative Agreement.

· Regularly liaise with HQ staff and R&P Program Officer. Attend all mandatory R&P trainings, workshops, conferences, and communities of opportunity meetings.

· Analyze and strengthen areas of program development; recommend program improvements and changes to program leadership.

· Supervise, coach and mentor R&P staff. Meet weekly with each direct report for 1:1 supervision.

· Assign fair and equitable caseloads to caseworkers, lead case consultation meetings and case staffing meetings.

· Meet with clients, as appropriate, to overcome barriers to self-sufficiency, as well as compliance issues pertaining to client obligations.

· Ensure accurate usage of ETO, IRIS, Integra, and other data tracking systems by staff; utilize management tools within these programs to mentor staff. Follow all IRC standard operating procedures, as it pertains to case file quality assurance standards.

· Ensure timely and appropriate client referrals to other IRC programming.

· Work closely with Volunteer Coordinator to establish volunteer and intern opportunities related to R&P core services delivery.

· Cultivate community relationships for supplementary support services and opportunities for clients.

· Ensure the program meets Limited English Proficiency (LEP) compliance as it relates to client forms and services.

· Other duties as assigned.

Key Working Relationships

Position Reports to: Sr. Program Manager Direct Services

Position directly supervises: 2 Sr. Caseworkers, CO Coordinator, 1-3 Casework Assistants

Indirect Reporting: Deputy Director of Programs, Executive Director, R&P Program Officer Other Internal and/or external contacts:

Internal: IRC staff, interns and volunteers

External: Partner stakeholders, landlords, medical providers, vendors

Job Requirements

· Undergraduate degree in human services or related field.

· Minimum of 2 years previous human service management or program coordination, emphasizing contract and grant compliance; excellent analytical skills.

· Two or more years' supervisory experience with demonstrated ability to coach and develop staff.

· Strong written and oral communication skills; the ability to effectively communicate and work as a team member with collaborative partners, the community, and clients in a cross cultural, multidisciplinary environment.

· Fluency in written and spoken English, bilingual ability preferred in Swahili, Kinyarwanda, Arabic, French or other refugee/immigrant language used in Arizona.

· Computer proficiency with an emphasis on Microsoft Office applications (Word, Excel, Teams, Outlook). Proven experience in web-based data entry systems, with both data extraction and design preferred.

· Highly organized self-starter with proven success prioritizing multiple tasks, making critical decisions, and delivering results in a fast-paced environment with tight deadlines.

· Strong attention to detail; the ability to prioritize and manage time effectively.

· Flexibility and a demonstrated ability to maintain responsibility for multiple tasks in the context of a diverse, fast-paced work environment.

· Strategic, creative problem solver capable of working well independently and as a part of a team.

· Demonstrated understanding of coaching direct reports.

· Must have a valid driver’s license, active insurance policy, access to reliable transportation and willingness to travel regularly throughout the service delivery area for home visits; use of personal mobile phone and Google Voice number for service provision, as necessary.

· In accordance with Arizona state law, must possess or be eligible to receive a fingerprint clearance card.

Working Environment

· Due to COVID-19, the IRC Phoenix office has only recently opened for partial staff to work in the office. Thus, the position will be working both remote at home, along with field work throughout the service delivery area while following CDC and IRC COVID-19 safety and health guidelines.

· This position is based out of Phoenix, AZ. Travel for the provision of case management services can range up to a 100-mile radius.

· Work hours may vary outside of traditional work hours (early morning, evenings and weekends).

· Must be able to lift 35 to 50 pounds (furniture, household supplies, and food boxes).Will need to be comfortable driving clients in a 15-passenger van.
