Org. Setting and Reporting The mandate of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and analysis, normative support and technical assistance and capacity building, to respond to the development priorities and changing needs of the Asian and Pacific region.

This position is located in the Economic and Environment Statistics Section, in the Statistics Division. The incumbent reports to the Chief of Economic and Environment Statistics Section.

Responsibilities Under the direct supervision of the Chief of Economic and Environment Statistics Section, and overall supervision of the Director of Statistics Division, the incumbent is required to perform the following functions:

•Assists in identifying and monitoring substantive aspect of the work of the Section in various regions/countries. Selects and evaluates a variety of documents, summarize pertinent material, collects and analyses data and prepares background materials for assessment papers, studies, briefs and reports. •Systematically follows through and retrieves, highlights and compiles information from a wide variety of information sources; prepares input for the electronic platforms operated by the Division and co-operates with statistical offices, research institutes and other organizations. •Assembles and examines original statistical material to ensure accuracy, clarity and validity; makes appropriate adjustments. •Prepares a variety of reports, presentations, tables, lists, charts, data sets, and/or diagrams to facilitate in-depth analysis by the supervisor and other users. •Participates in the substantive and policy discussions of the Section. •Maintains and expands contacts with other departments in the Secretariat, as well as the UN agencies and programmes and other organizations relevant to the region, and co-ordinates their inputs to collective work. •Prepares, maintains and updates files (electronic and paper) and internal databases; designs and generates a variety of periodic and ad hoc reports, statistical tables, charts, graphs, and other background materials/notes to facilitate programme monitoring, evaluation, and other reviews. •Drafts programme/project summaries, co-ordinates review and clearance process and co-ordinates with editor, translation services, etc., on finalization and publication of reports in multiple languages. •Identifies the organizational requirements for conferences and meetings and assists in the preparation of documentation and reports for these meetings. •Attends a variety of meetings to follow discussions, takes notes and prepares summary report, notes for the file, correspondence, etc. •Provides guidance and training to new/junior staff •Performs other related work as required.

Education High school diploma or equivalent is required.

Work Experience A minimum of seven years of progressively responsible experience in collecting and researching data across various areas of social and economic development or related area is required. Experience in searching information on the internet and other information sources is required. Experience in comparing statistical data, including time series data, from different sources using spreadsheets is required. Experience in translating data into clear and articulate oral and written presentation is required. Experience with the use of GIS software, including QGIS is desirable. Experience with the use statistical computing and graphics software, including R is desirable. Experience with the use of desktop publishing/design software is desirable. Experience in authoring web content is desirable. Experience in official statistics, such as economic statistics, national accounts, environment statistics, environmental-economic accounts, ecosystem accounts, or multi-domain statistics, and related source data is desirable. Experience in the United Nations Common System or international organizations is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

Special Notice Appointment against this post is on a local basis; candidates shall be recruited in the country or within commuting distance of the ESCAP office, irrespective of nationality and length of time the candidate may have been in the country. If no suitable local candidate is identified, candidates located elsewhere may be considered. The candidate is responsible for any expenses incurred in taking the relevant examinations at the duty station, and of any costs related to traveling and relocating to the duty station in the event of an employment offer.

Must have passed the United Nations Global General Service Test (GGST) at Headquarters or an equivalent locally-administered test at Offices Away from Headquarters.
