Result of Service The objective of the consultancy is to support the UNEP Cartagena Convention Secretariat and the GEF CReW+ team in the evaluation and analysis of the outcomes of the Project’s second virtual Steering Committee Meeting, as well as, the preparation and completion of the meeting report in English and Spanish.

Duties and Responsibilities Organisational Setting:

The United Nations Environment Programme (UNEP) is the United Nations systems designated entity for addressing environmental issues at the global and regional levels. Its mandate is to coordinate the development of global consensus on environmental issues by keeping the environment under review and bringing emerging issues to the attention of governments and the international community for action.

UNEP and the Inter-American Development Bank (IDB) are currently implementing the Global Environment facility-funded CReW+ Project An integrated approach to water and wastewater management in the Wider Caribbean Region using innovative solutions and sustainable financing mechanisms in 18 countries in the Wider Caribbean. The GEF CReW+ Project aims to implement innovative, technical and small-scale solutions in the Wider Caribbean Region using an integrated water and wastewater management approach. The project is co-executed by the Secretariat of the Cartagena Convention and the German agency Deutsche Gesellschaft für Internationale Zusammenarbeit (GmbH) on behalf of UNEP and the IDB, respectively, along with the Organisation of American States (OAS). Through the UNEP Cartagena Convention Secretariat, the Project Coordinating Group is seeking a consultant facilitate discussions and decision-making among project countries, project implementing agencies and the GEF CReW+ project team, following the Second Project Steering Committee Meeting held from 27-28 April 2022, and compile technical feedback on the outcomes and decisions.

More specifically, the consultant will be responsible for facilitating consensus and decision-making on the outcomes of the Steering Committee Meeting through dialogue with country participants, the Inter-American Development Bank, United Nations Environment Programme and the GEF CReW+ Project team. The consultant will work in close collaboration with the AMEP Programme Manager at the Cartagena Convention Secretariat to expertly evaluate all technical input received and prepare the final report for the Steering Committee meeting, including recommendations and decisions. The Consultant will additionally evaluate the outcomes of the meeting and offer recommendations for the convening of future virtual meetings.

The consultant will report directly to the UNEP Cartagena Convention Secretariat and will work in close coordination with the Project Coordinating Group. Payment will be remitted subject to the approval of deliverables by UNEP.

Roles and Responsibilities:

(1) Review progress in the implementation of country and regional activities, country and regional stakeholders and relevant issues to be discussed at the 2nd Project Steering Committee meeting, necessary to facilitate the discussions and decision making at the Committee Meeting.

(2) Facilitate discussions and decision-making among project countries, project implementing agencies and the GEF CReW+ project team in relation to the Second Project Steering Committee Meeting and compile technical feedback on the outcomes and Decisions.

(3) Finalize meeting report for the Second Project Steering Committee Meeting, and follow-up coordination with/support to CReW+ PCG.

Qualifications/special skills Skills: Strong writing, editing, proofreading skills. Strong analytical and listening skills. Excellent communication skills. Diplomacy and political sensitivity. Good organisational skills, proven experience in coordinating with national stakeholders and expert teams, organizing multi-stakeholder consultation processes, gathering documentation of results. Good understanding of regional environmental policy and institutional issues in the Wider Caribbean Region.

Academic Qualifications: A Bachelor's degree in applied natural sciences (e.g. natural resources management, environmental management), or other relevant discipline, and a Master's degree in a similar field of study.

Experience: At least 10 years of work experience in natural resource planning and management or any closely related field. Demonstrated experience in stakeholder engagement involving CReW+ countries and partners. Experience working with various stakeholders, institutions and agencies is desirable. Knowledge of and experience in operational modalities and procedures of UN Agencies and/or GEF would be an asset.

Language: English and French are the two working languages of the United Nations Secretariat. For the post advertised, proficiency in oral and written English and Spanish is required.
