Purpose of the Consultancy

The main purpose of this consultancy is to provide technical assistance to the Palestinian National Institute of Public Health (PNIPH) (one of the WHO projects in Palestine working on oncology strategy development and research in their efforts to strengthen health registries performance and data generated from the different registries and surveillance supported by PNIPH, as well as data utilization for policy and project implementation.

Background

The WHO for the West Bank and Gaza aims at promoting the health of all Palestinian people by improving health sector performance based on equity, effectiveness and sustainability while addressing the broader social, economic, environmental and cultural health determinants, particularly those which are most affected by the Israeli-Palestinian conflict.

The Palestinian National Institute of Public Health (PNIPH) in close cooperation with the Palestinian Ministry of Health (MoH) and the Norwegian Institute of Public Health (NIPH) which has been working closely with stakeholders to strengthen the essential public health functions and the health system in Palestine through providing accurate, reliable data and evidence-based information as well as supported the strengthening and use of data.

Work to be performed

Output 1:

WHO/PNIPH is seeking to recruit a local consultant to undertake different activities and who will be responsible for the specified assigned duties as described below in collaboration with the rest of the registry and research teams in the West Bank and Gaza.

Deliverable 1:

  • Contribute to literature reviews & related desk review;
  • Edit, verify, compile and analyse data and drafting scientifically sound reports;
  • Assist in drafting presentations and study reports, review and revise correspondence, report and document for proper format and content in consultation with the supervisor
  • Assist with preparation of educational and training workshops
  • Conduct field visits and meetings with related technical stakeholders, document observations and collect data which is pertinent to purpose of meetings and field visits;
  • Coordinate established technical committees’ meetings and workshops, while gathering and compiling key documentation and inputs from various sources and involved actors;
  • Perform miscellaneous job-related duties as assigned

Deliverable 2

  • Draft workshops and meetings minutes documenting feedback and discussion of the relevant participants.
  • Submit Field visit reports containing minutes of main observations and main issues discussed alongside actionable recommendations.
  • Draft report generated from selected registry data.

Planned timelines

Start date: June 15, 2022

End date: December 30, 2022

Expected total working days during the contracting period: 50 days

Specific requirements

Qualifications required:

Education

Essential: University degree in health-related topics

Desirable: Master’s degree in public health

Experience required:

  • One year of relevant experience in public health, health registries and data utilization.
  • Previous working experience with WHO or similar UN agencies or NGO is an asset.

Skills / Technical skills and knowledge:

  • Willingness/ability to freely move across the West Bank districts
  • Ability to demonstrate effective interpersonal skills by working harmoniously as a member of a team
  • Ability to maintain good working relationships with staff, experts and visitors.
  • Excellent research, analytical and writing skills.
  • Ability to work independently and deliver on time.
  • Producing and delivering quality results in pressing situations and conflicting priorities
  • Excellent presentation, and facilitation skills.
  • Strong statistical and graphical analysis of data
  • Good knowledge of WHO rules, manuals, practices, procedures and routines is an asset

Language requirements:

  • Excellent command of written and spoken English and Arabic.

Place of assignment

Workplace will be WHO-country office in Ramallah/West Bank and from his home.

The local consultant will support and work directly with PNIPH team, consultants and experts assigned or involved with the PNIPH initiatives, projects and different registries.

Medical clearance

The selected Consultant will be expected to provide a medical certificate of fitness for work.
