The Norwegian Refugee Council has been present in Ukraine since 2014, helping more than 700,000 people with food, shelter, water, sanitation, and legal assistance. Following the escalation of conflict since 24 February 2022, NRC is scaling up its efforts inside Ukraine and in neighbouring countries to provide aid to tens of thousands people forced to flee. NRC has launched a humanitarian response plan for the next six months to support 800,000 people inside Ukraine and neighbouring countries. NRC will respond, largely through local partners, through an integrated approach combining our sectoral areas of expertise such as education, protection, legal aid (ICLA) and shelter. NRC is operational in Ukraine and is also in the process of setting up country operations in Poland and Romania and Moldova and potentially other countries subject to regional context developments. To support the regional response in the best way, NRC is in the process of setting up a regional office (Central and Eastern Europe Regional Office- CEERO) based out of Warsaw, Poland. This will ensure a centralised structure in proximity to the crisis and provide a coordinated support and management to the country operations.

Duties & Responsiblities

This role providing technical support on shelter and settlements (S&S) – with specific focus on energy in S&S is expected to operate as a technical support for NRC Country Offices (COs) in the CEE region. This role is part of the regional programme department managed by the Regional Programme Director, who is responsible for the strategic development of NRC programming in CEE by maximizing the support to and the development of COs as well as by exploring and creating synergies among COs. The role is expected to work closely with the NRC Shelter and Settlements Global Lead, to further NRC’s ambition and capacity.

The Shelter and Settlements (S&S) Advisor will provide a range of advisory and technical support and capacity building in relation to Shelter and Settlements, related programme approaches and ways of working, including with external stakeholders.

This position will provide support, specialist advice and guidance across NRC’s S&S portfolio, with emphasis on ensuring quality of the present emergency response and addressing ongoing development priorities linked to the housing and energy crisis in Ukraine and neighbouring countries (Moldova and Poland):

Specific Tasks Include:

  • Supporting COs in S&S strategy development / finalising strategies / implementing strategies.
  • Supporting Ukraine CO with quality response programming including consolidating learning from the winterisation programme, facilitating the Architectural Reconstruction Competition, etc.
  • Guide the COs in a market analysis and energy needs assessment to inform NRCs response to the ongoing energy and cost of living crisis.
  • Supporting recruitment of PDM/Specialist positions in 2023 for the COs.

    Skills & Experience

  • Minimum 5 years of relevant Manager/Specialist/Adviser experience within Shelter, Settlements and Humanitarian/ Private Sector Energy in the humanitarian field

  • Documented results related to the position’s responsibilities
  • Extensive experience from working in complex and volatile contexts
  • Experience of strategic approaches to programme development
  • Experience of programme development and delivery
  • Commitment to programme quality
  • Experience in drafting and encouraging implementation of policy/strategic guidance, and developing practical tools and resources
  • Understanding of and commitment to organisational learning, and the role and contribution of M&E to quality management and development
  • Understanding of and commitment to integrated programming approaches
  • Understanding of, and commitment to working collaboratively with technical and operational colleagues within a matrix structure, including capacity building
  • Experience with engaging with key humanitarian stakeholders
  • Able to represent organisation at a strategic level and contribute to global policy development
  • Fluency in English (written and verbal)
  • Knowledge of Central and Eastern European countries will be an asset
  • Understanding of matrix structures and the role of technical leads within matrix structures is an asset
  • Professional credibility and interpersonal skills required to provide technical leadership within a professional matrix structure
  • Command of Ukrainian, Russian, Polish and/or Romanian will be an asset

What We Offer

  • Duty Station: Warsaw (Poland), alternative duty stations can be discussed.
  • Contract:6 to 12 months (subject to funding), with possible extension, 40% travel across region.
