Org. Setting and Reporting The ICAO Western and Central African (WACAF) Regional Office is primarily responsible for maintaining continuous liaison with the States to which it is accredited and with appropriate international organizations and regional bodies and United Nations (UN) Agencies and Programmes. The Regional Office ensures interregional coordination and promotes the timely and harmonized implementation of ICAO Strategic Objectives, policies and decisions. The Regional Office also provides Member States and stakeholders with technical guidance and assistance for implementation of Standards and Recommended Practices (SARPs), Procedures for Air Navigation Services (PANS), Regional Supplementary Procedures (SUPPs) and aviation safety and air navigation plans. The importance of the Regional Office’s role in providing implementation support has been reiterated with the ICAO No Country Left Behind (NCLB) initiative that also contributes to the attainment of UN Sustainable Development Goals.

Within this framework, the Regional Officer, Air Traffic Management (RO/ATM) deals with and is accountable for the work on all matters pertaining to Air Traffic Management (ATM) and Search and Rescue (SAR) for the Western and Central African States. He/she reports to the Regional Director through Deputy Regional Director. She/he works under the supervision of the Deputy Regional Director.

The Regional Officer, ATM provides expert support and advisory services in the field of ATM and SAR to States/Administrations in the WACAF Region, and serves as secretary and/or technical adviser to the Regional Aviation Safety Group – Africa - Indian Ocean Region (RASG-AFI) and Africa Indian Ocean Air Navigation Planning and Implementation Regional Group (APIRG) contributory bodies on ATM/SAR subjects.

Responsibilities Function 1 (incl. Expected results) Monitors developments of concern in the States to which the Office is accredited, in the field of ATM and SAR. Assists States in the implementation of the provisions related to Air Traffic Management contained in the relevant ICAO Annexes, PANS-ATM and Docs; and in the Planning and implementation of the AFI region Air Navigation Plan, achieving results such as: - Promote the implementation of the Aviation System Block Upgrades (ASBUs), the Regional Air Navigation Plan, ICAO Standards and Recommended Practices (SARPs) and Procedures and related plans and policies - Follow up, foster and initiate actions aimed at achieving efficient and effective implementation by States of the ICAO SARPs, Regional Plan with particular emphasis on ATM and SAR. - Provide technical assistance and support for the efficient functioning of the AFI Air Navigation Planning and Implementation Regional Group (APIRG) and its subsidiary bodies. - Monitor developments in the region to ensure that the Regional ANP requirements meet current aircraft operations in the region and States and where necessary. - Provide guidance to States regarding the regional planning as well as provision of technical and secretarial support to formulate and assist with the processing of amendment proposals to the AFI Regional ANP. - Provide assistance to States in the development of ATM Plans, in accordance with regional plan. - Facilitate inter-State coordination for large-scale programmes such as data link-related applications (ADS-B, ADS-C, CPDLC), reduced separations, more effective ATS route networks, etc. so as to achieve measurable progress. - Identify, monitor and undertake follow-up actions on deficiencies in the ATM and SAR fields. - Provide assistance to States with the objective of improving their ATM and SAR services, eliminating their identified deficiencies, achieving the performance objectives and enhancing their safety oversight capabilities. - Keep abreast of current civil aviation developments, including relevant activities of CANSO, IATA and IFALPA and other international organizations and individual States. - Coordinate regional programmes and planning documents with HQ activities. - Identify technical cooperation opportunities and promote ATM and SAR related technical cooperation projects. - Ensure coordinated processes between ATM/SAR and other air navigation fields within the Secretariat so as to minimize duplication, enable seamlessness in planning and ensure efficiency. - Develop proposals for SIPs and complete follow up in order to provide implementation support to States.

Function 2 (incl. Expected results) Supports the work of AFI Plan and RASG-AFI and its subsidiary bodies and follows up on the implementation of its Work Programme; supports implementation of the Regional Safety Strategies and Plans, achieving results such as: - Support the implementation and monitoring of safety strategies. - Collect data for monitoring the safety indicators related to ATM/SAR, and maintain the performance dashboard up-to-date. - Support and monitor the implementation of AFI Plan and RASG-AFI initiatives related to ATM. - Analyze and proactively assess States’ USOAP results on a regular basis with emphasis on issues related to the ATM and SAR field and provide technical advice and recommend solutions on such issues. - Identify emerging safety risks related to ATM and SAR and address them within the RASG-AFI framework.

Function 3 (incl. Expected results) Provides advice and support for effective implementation of the ICAO Technical Assistance & Technical Cooperation programmes/projects and achievement of the performance targets related to ATM/SAR, achieving results such as: - Maintain liaison with service providers and international and regional aviation organizations in the Region; and coordinate collaborative efforts for the provision of required assistance to States. - Promote and make follow-up on ATM and SAR related technical cooperation and technical assistance activities. - Identify potential projects and participate to technical support and evaluation missions ATM/SAR related assistance activities. - Monitor the implementation of the ATM/SAR related Technical Assistance and Technical Cooperation programmes/projects and ensure appropriate coordination between States and ICAO (Regional Office, the Air Navigation Bureau and Technical Co-operation Bureau).

Function 4 (incl. Expected results) Supports the ICAO Universal Safety Oversight Audit Programme (USOAP) Continuous Monitoring Approach (CMA), achieving results such as: - Provide support, on matters related to ATM and SAR to the Portfolio Holder (PH) of the Regional Office in the management of the USOAP- CMA portfolio. - Provide guidance and assistance to States in the development and implementation of Corrective Action Plans (CAPs) to address specific findings identified through USOAP-CMA activities. - In coordination with ICAO HQ, support and participate to USOAP CMA activities, as applicable.

Function 5 (incl. Expected results) Acts as Secretary to meetings in fields of assigned responsibility and assists, as required, at other meetings, achieving results such as: - Conduct, participate in, and/or serve as secretary/technical adviser at ICAO meetings, seminars and workshops related to ATM/SAR and other meetings assigned by the Regional Director. - Organize, facilitate and support seminars and/or workshops aimed at developing capacity or addressing specific challenges. - Prepare working papers, reports, briefs, and correspondence on technical/operational ATM/SAR-related subjects. - Represent ICAO at meetings of international organizations and provide consistent explanations of SARPs and global viewpoints.

Function 6 (incl. Expected results) Performs other related duties, as assigned.

Education Essential: A first-level university degree in an ATM-related technical discipline, or in a related field. A technical qualification in aviation such as an Airline Transport Pilot License, Air Traffic Control License, or Airframe and Power Plant Technician Certification may be accepted in lieu of the first-level university degree.

Desirable: An advanced level university degree (Master’s Degree or academic equivalent) in ATM or in a related field.

Work Experience Essential: - A minimum of ten (10) years’ experience in Air Traffic Management and Search and Rescue, in progressively responsible positions, including experience in the planning, implementation and operation of advanced air traffic management systems and procedures, with an emphasis on airspace management and safety management and assessment.

  • Substantial experience in air traffic management and search and rescue fields, especially in the provision of air traffic control services with area control qualifications.

  • Experience in providing training and/or conducting seminars and workshops in an aviation-related discipline, preferably related to international obligations and government regulation of air transport and specifically relating to ATM and SAR.

  • Experience participating in, and providing service to, international meetings.

    Desirable:

    • Experience working at management level or in an advisory capacity in ATM/SAR, including involvement in project management and planning concepts.
  • Experience in working in a multi-national and multi-cultural environment.

  • Experience as an ANS Auditor within the USOAP-CMA Programme.

    Languages Essential: Fluent reading, writing and speaking abilities in English and French.

Desirable: A working knowledge of any other language of the Organization (Arabic, Chinese, Russian, Spanish).

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
