It accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations. The position is in the Programme Planning and Monitoring (PPM) section of the UNICEF Eastern and Southern Africa Regional Office (ESARO), which is responsible for all aspects of planning, monitoring and child rights monitoring in the Regional Office, as well as the technical support to 21 Country Offices in ESAR. The Regional Chief of Programme and Planning (P5) heads the Section. The position will report to the Monitoring Manager (P4) and work closely with other PPM staff members to provide support to enhancing Programme Monitoring in the region through the implementation ESAR Programme Monitoring Framework. The position will contribute to the monitoring of programme performance in ESAR, including in the Regional Office, and the results achieved under the UNICEF Strategic Plan 2022-2025 and ESA Regional Office Management Plan (ROMP) 2022-2025.
She/he will provide extensive support to the implementation of the ESAR Programme Monitoring Framework and will facilitate a culture of evidence to action in the region. In addition, she/he will support regular and systematic analysis of programme progress and results, while supporting results reporting exercises in the region.

Under the direct supervision of the Monitoring Manager, the UN Volunteer will undertake the following tasks: 1. Support operationalization the ESAR Programme Monitoring Framework and accompanying maturity analysis across ESAR, including coordination of programme monitoring initiatives across ESARO programme sections to foster a culture of evidence to action.

Duties and Tasks: A. Support the implementation of the ESAR Programme Monitoring Framework, including finalization of baseline maturity analysis for 21 Country Offices and sub-sequent development of Programme Monitoring Action Plans that are informed by gaps identified in the baseline analysis B. Facilitate the regular and systematic analysis of programme progress, for both Regional Office (RO) and Country Offices (Cos), against planning frameworks and annual/mid-year reporting, etc. Quality assure, maintain and analyze relevant datasets in order to support the development of annual reports and dashboards on progress achieved. C. Lead on planning and monitoring of ESAR Technical Assistance Requests for the 2023 and 2024 cycles.

  1. Provide technical support to the implementation of 2022-25 Strategic Plan monitoring mechanisms and systems.

Duties and Tasks: A. Provide technical support and training for the roll-out of UNICEF’s Field Monitoring Module across the region, in collaboration with the ESARO Operations Unit B. Support implementation and uptake of key Strategic Plan Monitoring mechanisms C. Regular monitoring of the Programme Delivery key performance indicator for RO and 21 ESAR COs to ensure adherence with global standards. D. Provide support to the design, coordination, and rollout of capacity building work-shops on programme monitoring related activities and initiatives

  1. Ensure that the UNICEF offices are effectively linked to wider UNICEF monitoring developments in a way that both contributes to and benefits from organizational learn-ing on effective M&E management.

Duties and Tasks: Support the development of lessons-learned reviews on successful and unsuccessful programme monitoring experience at the regional level, and ensure they are shared as appropriate.

International work experience is an asset • Specialized experience in programme monitoring and analysis highly desirable. • Knowledge of the latest programme monitoring methodologies, technology and tools. • Proven experience in developing and implementing monitoring tools for the UN, non-profit organizations, and/or private sector companies, tracking their success and analyzing results. • Advanced knowledge of Microsoft Office, in particular Excel and/or analytics and presentation software. • Experience in reporting on qualitative and quantitative analytics
