Regional E-mobility project design consultant

Result of Service Under the supervision of the Climate Change Coordinator for Latin America & the Caribbean, the PPS consultant will be responsible for preparing at least two REGIONAL concept notes for the GCF within the GCF Readiness project. 1. Regional Project identification and downsizing The consultant will support governments to define together the scope of the concept note (national or regional, project or program), and the its components (for example: public transport, industrial development, public electric vehicles EV fleets, etc).She/he will guide and support the countries for the identification, prioritization and detailed description of each investment project, at least four (4) . The PDC consultant will be responsible for leading the concept note development process, and guiding the respective counterparts and the local consultants on the information to be gathered by them. It is expected that she/he will support the set-up of the project implementation environment, such as establishing the dialogue with the accredited agencies’ stakeholders, developing project presentation in various forums and seeking feedback on project feasibility. The PDC consultant will organize, promote and deliver meetings and workshops with the relevant stakeholders (including the private sector if needed) and experts to identify, describe, analyze and decide on the specific elements of each investment project. 2. Regional Concept note proposal The Regional PDC consultant will write the concept note proposals using information related to national legislation and policies, and technical reports written, and information gathered by the local consultants, as sections presented below. She /he will have direct contact with the local consultants to gather further information,discuss and analyze the project feasibility as well as the project impact results. This document will include, at least, the following sections: i. Context and baseline. Description of the climate vulnerabilities and impacts, GHG emissions profile, as well as mitigation and adaptation needs that the prospective intervention is envisaged to address. This section will include how the project proposal fits in with the country’s national priorities and its full ownership of the concept (Is the project/programme directly contributing to the country’s INDC/NDC or national climate strategies or other plans such as NAMAs, NAPs or equivalent). Description of the main barriers and their root causes (social, gender, fiscal, regulatory, technological, financial, ecological, institutional, etc.) that need to be addressed. Description of the key characteristics and dynamics of the main sectors or markets in which the project/programme will operate. ii. Project/Programme description. Description of the expected set of components/outputs and subcomponents/activities to address the barriers identified above that will lead to the expected outcomes, including the description of the theory of change aligned with the Fund’s goals and objectives. Description of how the Accredited Entity(ies) is well placed to undertake the planned activities and what will be the implementation arrangements with the executing entity(ies) and implementing partners. Brief overview of the key financial and operational risks and any mitigation measures identified at this stage. iii. Expected project results aligned with the GCF investment criteria. Estimation of the expected impacts aligned with the GCF investment criteria: impact potential, paradigm shift, sustainable development (economic, social, environmental and gender), needs of recipients, country ownership, and efficiency and effectiveness. iv. Engagement among the NDA, AE, and/or other relevant stakeholders in the country. Description of how engagement among the NDA, AE and/or other relevant stakeholders in the country has taken place and what further engagement will be undertaken as the concept is developed into a funding proposal. v. Financing by components. Estimation of the total cost per component/output and disaggregate by source of financing. If private sector proposal, it will have to include an overview (diagram) of the proposed financing structure vi. Justification of GCF funding request. Explanation why the Project/ Programme requires GCF funding, i.e. explaining why this is not financed by the public and/ or private sector(s) of the country. Description of the alternative funding options for the same activities being proposed in the Concept Note, including an analysis of the barriers for the potential beneficiaries to access to finance and the constraints of public and private sources of funding. Justification of the rationale and level of concessionality of the GCF financial instrument(s) as well as how this will be passed on to the end-users and beneficiaries. Justification why this is the minimum required to make the investment viable and most efficient considering the incremental cost or risk premium of the Project/ Programme. vii. Sustainability and replicability of the project (exit strategy). Explanation of how the project/programme sustainability will be ensured in the long run and how this will be monitored, after the project/programme is implemented with support from the GCF and other sources. 3. Regional Proposal validation and strengthened The consultant will deliver at least four workshops (also referred as Project Clinics) for each of the two concept notes being developed to validate the proposals (8 meetings throughout the five months of contract). These workshops will aim to align the proposal with the country needs, ensure the participation and involvement of all the relevant government actors and stakeholders to get their support and sponsorship and guarantee the project's technical feasibility by getting feedback from experts. The consultant is in charge of developing all the necessary materials for these workshops such as: written documents to be shared before the meeting, facilitation strategy, PowerPoint presentations, forms to receive feedback on proposals and summary report of inputs received by stakeholders and experts. 4. Final regional concept note The consultant will develop the final concept note to be send to GCF Secretariat based on all the activities above. The concept will include the written text and all the necessary annexes required.

Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The UNEP’s Latin America and the Caribbean Office (ROLAC), located in Panama City, works closely with the 33 countries of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA).

According to UNEP (2019), transport has the highest fossil fuel-related emissions (15% of all regional GHG emissions in 2018) and, over the last decades, has grown faster than any other end-use energy sector. Greenhouse gas emissions from transport are expected to increase by almost 20% by 2030 and close to 50% by 2050 unless major actions are taken. According to the Climate and Clean Air Coalition (CCAC), the transport sector was responsible for 22% of total reported short-lived climate pollutants (SLCP) in Latin American countries – which has a considerable negative impact on air quality. Moreover, air pollution is the main environmental risk to health in Latin America. According to UNEP (2018), electric mobility deployment in the region could reduce 1.4 Gigatons of Carbon Dioxide (CO2) and has the potential to save nearly US$ 85 thousand million in the period 2016-2050. Nonetheless, decarbonization of transport systems comes hand in hand with the development of sustainable and low-emission energy systems to maximize benefits and ensure large-scale deployment.

The transition to low-emission and resilient economic development is a global priority for the United Nations Environment Programme. Since 2017, the Office for Latin America and the Caribbean of UNEP launched MOVE (movelatam.org), a regional platform with the aim to accelerate deployment of electric mobility in the region. Since its inception, MOVE has provided capacity building, knowledge creation, technical assistance, and resource mobilization. In 2019, UNEP has been appointed as delivery partner of the project “Advancing a regional approach to e-mobility in Latin America” (“GCF Readiness project” hereafter), financed by the Green Climate Fund (GCF) under its Readiness and Preparatory Support Programme, with the participation of 14 Latin American and Caribbean countries, namely Argentina, Colombia, Costa Rica, Cuba, Dominican Republic, Ecuador, El Salvador, Guatemala, Honduras, Mexico Nicaragua, Panama, Paraguay and Uruguay. The objective of the project is to create favorable conditions to generate an aggregate demand for electric mobility in Latin America and the Caribbean, allowing countries to generate a new value chain and take advantage of economies of scale, as well as access to the best available technology, through the preparation of financing proposals that could be submitted to the GCF and other international financial sources to implement electric mobility initiatives at sub-national, national, regional or global levels. For these reasons, the Climate Change Unit of UNEP’s Latin America and the Caribbean Office is looking for a Regional E-mobility project design consultant (“Regional PDC consultant” hereafter). The Regional PDC consultant will deliver at least two regional concept notes of four prioritized projects by the countries within the GCF Readiness project to streamline with the Project Preparation Facility (PPF) of the GFC. He/She will be supervised by the Climate Change Coordinator for Latin America & the Caribbean and work from home. The project already has local consultants located in each country (“local consultant” hereafter) that support the development of technical reports of E-mobility advances and recommendations for each nation. The PDC consultant will also count with the support of local consultants to gather key information with their respective countries to achieve the main proposed outcome: the writing of the concept notes.

Qualifications/special skills Academic Qualifications: - A first-level degree (Bachelor’s or equivalent) in engineering, administration, economics, finance, international relations or related field and an advanced university degree (Master’s degree or equivalent) with an emphasis on social and environmental issues, mobility, urbanism, or sustainability or related field are required

Experience: - At least five (5) years of working experience on financial, transport or energy projects or policy in a country in the Latin America region. - At least one (1) years of working experience on climate mitigation or electric mobility projects or policies, or at least one (1) years of working experience on transport or energy project financing. - Working experience in one (1) project concept note development for GCF, or two (2) project proposal note development for GEF, would be an asset. - Familiarity with the global and national climate financing institutions is an asset. - Knowledge of electric mobility will be an asset, including national and regional (Latin America) knowledge on transportation, energy and/or urban development. - Proven experience in report writing, drafting documents, studies and/or technical papers is an asset. - Working experience with the UN system, international organizations, or public institutions will be an added advantage. - Proven experience in public authorities conveying workshop delivery. - Familiarity with the global and national trends of climate change, mobility, urbanism, sustainability is an asset.

Language: - Fluency in English is required. It is necessary to have a proficient ability in technical English - Ability to communicate in Spanish both written and spoken is an asset.

Products:

Product 1: Workshop and/or meeting reports. This report will contain i) the project idea and proposal clearly defined including the methodology used for the determination of two REGIONAL concept notes, ii) the information baseline provided by both the actors, iii) key stakeholders map, iv) SWOT analysis, and v) concept note delivery project plan (including local consultant, government and private sector responsibilities).

Product 2: Regional Concept note proposals of investment project 1 and 2. This document will contain the following sections for each project’s concept note: i) Context and baseline, ii)Project/ Programme description and theory of change, iii) Expected project results aligned with the GCF investment criteria, iv) Engagement among the NDA, AE, and/or other relevant stakeholders in the country, v) Financing by components, vi) Justification of GCF funding request and vii) Sustainability and replicability of the project (exit strategy).

Product 3: Feedback reports and Multi-Criteria Evaluation Matrix. This report will contain the feedback of relevant stakeholders and experts and a multi-criteria evaluation matrix highlighting how the proposals respond to each of the 6 GCF Criteria and their corresponding indicators and additional feasibility criteria defined by the consultant.

Product 4: Final regional concept note documents of investment project 1 and 2. This document will contain the improved and adapted sections of the proposals as well as all the necessary annexes to be delivered to GCF Secretariat.
