OBJECTIVES OF THE PROGRAMME

The Office of the Regional Director (ORD) provides technical advice, analyses and monitors the progress of organizational initiatives to support the Regional Director in the efficient delivery of his/her mandate and in the provision of effective leadership and coordination of the work of WHO in the African Region. This includes partnerships and collaboration with member states, the UN system, the African Union, international organizations, Regional Economic Committees, development partners, bilateral and multilateral agencies, Civil Society, and other stakeholders. It is also responsible for coordinating the preparation of policy, technical and managerial briefs on relevant health matters to facilitate the decisions of the Regional Director and monitors compliance in the implementation of specific executive decisions and recommendations. The Office oversees the work of the Regional Office, WHO Country Offices in the African region, and the work of the WHO Secretariat with the Member States, ensuring the coherence and synergies in actions of corporate services of Communications (COM), the Transformation Agenda Initiatives (TAI), and the External Relations, Partnerships and Governing Bodies (EPG).

PURPOSE OF THE POSITION

Within the context of the ORD Cluster, the purpose of the position is to provide strategic guidance and coordination efforts by the World Health Organization in the African Region to ensure effective, timely and robust early detection, prevention and response to cases of sexual exploitation and abuse (SEA); and put in place systems to respond to incidents including complaints mechanisms, survivor-centered assistance and feedback on measures taken. The incumbent will ensure that the WHO workforce adheres to the norms and ethical principles related to the prevention of sexual exploitation and abuse bearing in mind that sexual exploitation and abuse may have negative physical and mental health consequences for the survivors; may constitutes a serious reputational risk for the Organization; and stressing that WHO has a responsibility to take measures to detect, prevent and respond to sexual exploitation and abuse. The Regional Coordinator (PSEA) will provide all related services to the WHO workforce across the African Region. He/she will provide strategic guidance and recommendations to the Regional Director concerning systemic issues to be addressed and possible remedial measures in organizational policies, procedures, and work climate negatively impacting the overall working environment in relation to PSEA.

DESCRIPTION OF DUTIES

The incumbent will be expected to perform the following duties:

  • Develop a regional PSEA strategy and PSEA work programme to strengthen the Region’s current early detection, prevention and response capacity, particularly in emergencies operations where sexual exploitation and abuse including sexual harassment may be at greater risk of occurring;
  • Coordinate the response to PSEA incidents and complaints ensuring that all reported incidents and complaints are investigated, and actions are taken in relation to investigation outcome; and that survivors are assisted.
  • Scale-up and develop strategies to accelerate progress and implement existing policy and procedures, regularly reviewing them to ensure that they are fit for purpose;
  • Identify systemic issues, including trends, and concerns on policies, procedures under SEA, and make recommendations to the Regional Director and/or other stakeholders on reinforcing early detection, corrective and prevention strategies;
  • Advise the WHO workforce in the Region and relevant formal or informal stakeholders in the formulation of solutions and mechanisms for PSEA including counselling and relevant capacity development activities;
  • Coordinate SEA risk assessments in the region to identify SEA related risks and risk factors that threaten the successful achievement of WHO’s objectives on SEA and develop risk treatment plans to mitigate the risks.
  • Strengthen PSEA-specific procedures for receiving and reporting information through WHO’s existing Complaint and Feedback Mechanism.
  • Strengthen referral pathways to survivor-centered assistance services in the region.
  • Lead and conduct staff training and awareness-raising events in PSEA management;
  • Generate an annual report covering his/her activities in the region including results, and recommendations concerning systemic issues to be addressed and possible remedial measures;
  • Contribute to organization-wide (HQ and inter-regional) knowledge and best practices in PSEA management.
  • Collaborate and create networks with external experts, international partners including the Inter-Agency Standing Committee (IASC) and humanitarian agencies to foster peer learning and access to global perspectives, resources and opportunities
  • Perform other related responsibilities as assigned in his/her area of expertise, including replacing and backstopping the Director, ORD, as required.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced university degree or equivalent in public health, management, administration, social science, law, organizational development or related area.

Desirable: Specialized training in relation to ethics, sexual exploitation and abuse and/or gender-based violence.

Experience

Essential: At least ten (10) years of relevant professional experience in the field of sexual exploitation

and abuse, gender-based violence and/or humanitarian affairs.

Desirable: Experience of management in international, intergovernmental organizations, government or national public including the UN System in the areas of humanitarian interventions.

Responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area.

Extensive experience in the application of principles and techniques of SEA management and resolution in the workplace, counselling, coaching and cross-cultural awareness.

Functional Knowledge and Skills

  • Strong understanding of management practices and the functioning of a major international organization.
  • Excellent communication skills and ability to interact effectively with WHO workforce at all levels.

  • Strong knowledge of the WHO’s institutional approach on PSEA and related strategies, policies, rules and regulations.

REMUNERATION

WHO offers staff in the Professional Category an attractive remuneration package, which for the above position includes an annual net base salary starting at 89,837 US Dollars (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
