Result of Service At the end of the assignment, the consultant should submit an analytical report on policy gap assessment and policy recommendations for improving the inclusion of Persons with Disabilities in the labour market in each of the GCC countries.

Expected duration The assignment is for a period of 4 work months, spread over a period of 6 months. The starting date is from the date of signing the contract.

Duties and Responsibilities The regional consultant will be responsible for the following tasks: - Refine and adapt the overarching research concept to the GCC countries context, including the research questions. The research concept will be shared by the consultant after he/she be recruited - Identify the main stakeholders in GCC countries in consultation with ESCWA and ILO - Liaise with relevant Ministries, National Disability Councils, private sector institutions, syndicates and other stakeholders in close coordination with ESCWA and ILO - Identify relevant policy documents relevant for the local context of GCC countries - Analyze the policy documents for each sector - Identify any difficulties and propose solutions - Ensure high quality of her/his research including the accuracy of information provided - Draft a summary report of the national-level research in GCC countries, outlining the relevant findings - Present the relevant findings in regional/national stakeholder workshops, as required - Receive comments from regional stakeholders, ILO and ESCWA and incorporate changes, as appropriate - Draft policy recommendations for GCC countries to remove existing policy gaps, inconsistencies and barriers to the inclusion of persons with disabilities in the labour market - Provide subsequent drafts of the summary reports and recommendations.

Qualifications/special skills Skills: Good research and drafting skills are highly desirable. Computer knowledge and skills in Microsoft Office, i.e. word, excel. The United Nations shall place no restrictions on the eligibility of men and women to participate in any capacity and under conditions of equality in its principal and subsidiary organs. (Charter of the United Nations - Chapter 3, article 8). Academic Qualifications: Advanced university degree (Masters or equivalent) in Social Sciences, Laws or other related areas is required. Experience: A minimum of five years of responsible experience in the areas of disability, labour market policy and social inclusion is required. Knowledge of the CRPD is also required. Language: English and French are the working languages of the United Nations Secretariat. For this post, fluency in written and spoken English and Arabic is required.
