OBJECTIVES OF THE PROGRAMME

To provide technical guidance and manage the Immunization and Vaccine Development (IVD) activities pertaining to accelerated vaccine-preventable disease eradication, elimination and control programme and vaccine-preventable disease surveillance (VPD). To contribute to the prevention and control of vaccine-preventable diseases (VPDs), with a special focus on polio eradication/endgame, measles and rubella elimination and sustaining maternal and neonatal tetanus elimination. To establish sustainable systems for (a) immunization that ensure access for all people to effective vaccinations against diseases of major public health importance: and (b) surveillance as an integral part of disease control initiatives.

DESCRIPTION OF DUTIES

Under the overall guidance of Director, CDS and direct supervision of Coordinator (COVAX, IVD), the incumbent will carry out the following duties:

1. Provides strategic direction and overall guidance to Immunization and Vaccine Development (IVD) team on technical policy and programmes on accelerated vaccine preventable diseases (VPD) surveillance, polio eradication/endgame, laboratories, measles and rubella elimination, neonatal tetanus elimination and laboratory networks and immunization system strengthening. Develops and implements innovative programme approaches and plans that help member states to maintain polio eradication, achieve measles and rubella elimination and sustain VPD surveillance including laboratory support. Achievement activities include: Develop a regional plan for maintaining polio-free status, achieving measles and rubella elimination, sustaining maternal and neonatal tetanus elimination; implement plans for integrating VPD surveillance; and provide technical support to supplementary immunization activities where necessary.

2. Provides technical support to WHO country offices and member states in all aspects of polio eradication, measles elimination, accelerated rubella/CRS control and neonatal tetanus activities including VPD surveillance.

3. Promotes awareness and collaboration within and between WHO regional offices and among member states and partner agencies by serving as focal point for polio eradication, measles elimination rubella control, neonatal tetanus elimination and VPD surveillance.

4. Promotes strengthening of routine immunization in support of VPD in target-oriented disease elimination.

5. Coordinates the technical collaboration for research activities in the area of polio, measles and rubella elimination, maternal and neonatal tetanus elimination and VPD surveillance. Identifies needs for operational research and supports implementation of research.

6. Any other tasks assigned by the Coordinator (COVAX, IVD) and Director CDS.

REQUIRED QUALIFICATIONS

Education

Essential: Degree in medicine with Masters in public health or related disciplines.

Desirable: Advance training in immunization related areas or child health.

Experience

Essential: At least 10 years' experience; including considerable experience obtained in an international context, in public health surveillance and accelerated vaccine preventable disease programming, with a proven track record of direct technical leadership in a disease elimination/eradication programme.

Skills

  • Broad knowledge of communicable disease surveillance;
  • Previous experience in vaccine preventable diseases programming and/or surveillance.
  • Technical competence in accelerated vaccine preventable disease programmes.
  • Demonstrated managerial skills and ability to work in a multi-cultural environment.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 90,664 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2697 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
