OBJECTIVES OF THE PROGRAMME

The unit of Programme Planning, Budget, Monitoring and Evaluation aims to establish a culture of evaluation in the Regional Office and country offices in the Region, so that evaluation plays a critical role in improving performance, increasing accountability for results, and promoting organizational learning.

DESCRIPTION OF DUTIES

The incumbent will perform the following duties:

Policy development:

• Develop regional strategy, policies and tools for all aspects of programme and budget management, including innovative tools and controls as required;

• Formulate guidelines on development of biennial salary and activity work plans;

• Review and analyze resolutions/decisions and directives of the World Health Assembly, Executive Board and other executive bodies related to programme budget and strategic planning for their regional implications;

• Develop criteria for budget allocations and management including preparing implication and implementation scenarios;

Programme and Budget management:

• Act as EMRO focal point for all budget issues and in this capacity liaise with Country Offices and Departments on budget development and analysis.

• Monitor budget implementation and use of funds, report on risks in budget implementation, ensure priorities and gaps are timely addressed.

• Review requests for budget revision, analyze implications and recommend actions to be taken;

• Advise Budget Centers on programme and plan of action formulation in the context of General Programme of Work as well as on development of performance indicators;

• Liaise with respective focal points in the Region, WHO Global Planning network and external partners (UN Agencies, Donors, MOH etc.) to ensure successful programme planning, implementation, monitoring, evaluation and reporting.

• Contribute to the development of methodologies and tools for monitoring and evaluation, in line with the WHO policies and standards and advise and provide technical support to Country Offices on monitoring and evaluation frameworks and processes.

• Contribute to the development and adaptation of RBM tools and guidance as well as training materials and manuals in monitoring and support their use for capacity development of partner institutions and WHO staff in the Region.

• Act as EMRO focal point for new business process optimization in the new System for Programme Management (SPM) and its integration within the Enterprise Resource Planning (ERP) for WHO.

REQUIRED QUALIFICATIONS

Education Qualifications

Essential

Advanced university degree in Business, Public Administration, Finance, Accounting, Budgeting or a related area.

Desirable

Certification in project/programme management, training in result-based management approach, degree in Public Health Administration.

Experience

Essential

At least ten years of relevant experience combined at the national and international levels in the areas of programme management, budgeting and related policy development, out of which three years in result-based management environment. Experience in budget and financial analysis is mandatory.

Desirable

Experience in UN or any other international organization in programme management in health related areas.

Experience in training and user support in the field of result-based management

Skills

• Expert knowledge of principles and practices of programme budgeting, programme development and management in a Results-Based Management environment.

• Proven analytical skills and ability to formulate policies and guidelines.

• Proven negotiation skills in multinational context.

• Ability to plan and monitor his/her own work and that of others.

• Excellent drafting skills to produce reports, policies and documents on subject matter(s).

• Proven ability to manage the work of a team requiring an in-depth understanding of its strategic direction and is able to integrate the work of the team into the assigned work programme.

• Excellent communication skills to provide expert advice on substantive issues and to defend and explain difficult issues with respect to action plans and WHO’s position in the assigned area(s).

• Ability to demonstrate professional competence and mastery of subject matter; to meet commitments, observe deadlines and achieve results.

• Sound judgment and decision-making skills to identify the key issues in a complex situation, and finds solutions to problems and takes decisions with an eye to the impact on stakeholders and counterparts and on the Organization.

Other Skills (e.g. IT)

  • Proficiency in Microsoft Office
  • Knowledge of IT tools in the area of financial analysis, budget and programme monitoring, spread sheets and ERP.

  • Experience managing or implementing an enterprise resource planning (ERP) and/or management information system(s) would be an asset.

Use of Language Skills

Excellent knowledge of English. Working knowledge of French and/or Arabic would be an asset.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2710 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
