REACT Terminal Review Consultant
Result of Service - Inception Report: (see Annex 1 for a list of all templates, tables and guidance notes) containing an assessment of project design quality, a draft reconstructed Theory of Change of the project, project stakeholder analysis, review framework and a tentative review schedule. - Preliminary Findings Note: typically in the form of a PowerPoint presentation, the sharing of preliminary findings is intended to support the participation of the project team, act as a means to ensure all information sources have been accessed and provide an opportunity to verify emerging findings. - Draft and Final Review Report: containing an executive summary that can act as a stand-alone document; detailed analysis of the review findings organised by review criteria and supported with evidence; lessons learned and recommendations and an annotated ratings table. - A Review Brief (a 2-page overview of the evaluand and review findings) for wider dissemination through the UNEP website may be required. This will be discussed with the Project Manager no later than during the finalization of the Inception Report

Duties and Responsibilities Undertake the UNEP standard Terminal Review of the project: Rapid Enviroment and Climate Technical Assistance Facility (REACT) project. Fulfil the very detailed UNEP Evaluation Office supplied Terms of Reference and reporting templates, including the Annex of Tools and Guidance Notes. The review will be undertaken on a remote basis, including online interviews.
REACT is a completed 5 year project implemented by UNEP in partnership with UNOPS, supplying strategic advice and technical assistance to the UN Peacekeeping Missions, worldwide and in the New York HQ, on environmental, climate and energy issues.
Qualifications/special skills A university degree in environmental sciences, international development or other relevant political or social sciences area is required and an advanced degree in the same areas is desirable; a minimum of 7 years of technical / evaluation experience is required, preferably including evaluating large, regional or global programmes and using a Theory of Change approach; and a good/broad understanding of environmental management systems (EMS)] is desired. English and French are the working languages of the United Nations Secretariat. For this consultancy, fluency in oral and written English is a requirement Working knowledge of the UN system and specifically the work of UNEP is an added advantage.
