The United Nations World Food Programme (WFP) is the world’s largest humanitarian agency, fighting hunger worldwide. More than half the population of Afghanistan – a record 22.8 million people – will face acute food insecurity in 2022. The combined effects of drought, conflict, COVID-19, and the economic crisis, have severely affected lives, livelihoods, and people’s access to food.

The team of 600 staff, 550 of which are Afghan nationals are working tireless to bring emergency food and nutrition assistance to the millions of people suffering across the country. The assistance provided by WFP includes emergency food assistance, school meals, nutrition programmes and important self-reliance and resilience programmes. The packet of support can include food, cash, or vouchers.

In conflict situations, we bring relief to exhausted populations and use food assistance to build pathways to peace and stability – work for which WFP was awarded the Nobel Peace Prize in 2020.

ORGANIZATIONAL CONTEXT

The Logistics Assistant (Custom Clearances) reports to the Logistics Officer, under the overall supervision of the Head of Supply Chain in WFP Afghanistan.

At this level, job holder is expected to take responsibility for completion of a range of processes and activities requiring some interpretation of standard guidelines/practices for all assistance modalities for both WFP and logistics common services. Job holder is able to recommend a course of action to staff at various levels and may allocate tasks to other support staff.

JOB PURPOSE

To implement well-defined standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide support to logistics operations and activities, following standard processes and facilitating, directly or indirectly, the effective delivery of food assistance to beneficiaries.
  2. Support timely ordering and delivery of commodities and supplies to authorised partners and destinations.
  3. Support management of logistics vendors’ contracting activities including performance monitoring and measurement.
  4. Respond to a variety of technical queries/requests for support, following standard processes, and obtaining guidance as required, to ensure timely and accurate resolution of all enquiries with a high standard of client service mind-set.
  5. Contribute to budget preparation, monitoring and revision for all delivery modalities, ensuring adherence to relevant procedures and in compliance with corporate standards.
  6. Assist in monitoring inventory management processes to track trends and account for the inventory status from source to beneficiary.
  7. Assist in management of commodity accounting data quality and integrity.
  8. Support operational pipeline analyses, assessments and operational planning for all delivery modalities.
  9. Process documentation for execution of logistics operations (e.g. customs clearance, invoice verification), take appropriate actions to resolve operational issues escalating various issues to the supervisor.
  10. Collect and compile data, produce and/or contribute to reports (e.g. CCTI, SPRs, financial closure, physical inventory, transport performance) and ensure information accuracy in corporate systems in support to informed decision-making.
  11. Liaise with internal and limited number of external stakeholders including governmental bodies i.e. ministries to support efficient logistics operations management.
  12. Maintain and Keep track of all new shipments into the country and closely follow-up with the Pipeline unit on arrival of the new shipments.
  13. Follow-up the documentation of the shipments & administrate all transaction with customs rules and regulation for shipments.
  14. Post daily shipment documents in the Automated System for Customs Data (ASYCUDA).
  15. Issuance of the exemption forms (maffi namas) for the expected shipments based on the available documents i.e. Bill of Lading/Way Bill, Invoice, Packing List, Food Contract, Certificates, Lab. Tests or any other supported documents.
  16. Ensure timely Renewal/Extension of EC immediately after its expiration whenever it is required.
  17. Request for advance money for the purchase of ECs and other admin costs of customs clearance.
  18. Maintain day-to-day report for each shipment and sending the shipments status report on regular basis to the concerned staff.
  19. Liaise with clearing agents for custom clearance in the entry points i.e. Torkhum, Spinboldak, Hairaton, Torghundi, Islam Qala, and Aqina.
  20. Provide guidance to other support staff, in order to assist them in completing standard tasks to agreed standards and deadlines.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of university degree (Bachelor's) in Supply Chain, Logistics, Fleet Management, Business Administration, Commerce, Finance, Public Administration or other related fields. Experience: Minimum of four years of work experience in Supply Chain, Logistics, Fleet Management, or other related fields.

Knowledge & Skills:

• Proficient in the use of office equipment and computer software packages, such as Microsoft Word. • Knowledge of work routines and methods in order to complete processes under minimal supervision. • Uses tact and courtesy to give and receive information to a wide range of individuals. • Ability to identify data discrepancies and rectify problems requiring attention. • Ability to offer guidance or basic on-the-job training to more junior staff.

Language: Fluency (level C) in English language, plus Pashto and/or Dari, preferably both.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Experience using corporate systems to monitor ongoing shipments, pipeline information, insurance claims, and food stock. • Experience analysing data (on commodities, funds, etc.) and drafting reports. • Experience in measuring service providers’ performance against set KPIs. • Experience in assisting the preparation of contract documentation. • Experience in providing technical business support in corporate systems.

TERMS AND CONDITIONS

Position Title: Logistics Assistant (Custom Clearances)

Grade: General Service- Level 5 (GS5)

Contract: Fixed-Term (FT) - One-year renewable

Duty Station/travel: Kabul, Afghanistan with travel inside Afghanistan

Salary: Competitive remuneration package

Medical Plan: International valid medical plan valid also for staff, spouse and dependents children under 18 years

Annual leave: 30 working days per annum
