Background

I.Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Myanmar Country Office is based in Yangon, with offices in the capital Naypyitaw as well as in Mon, Kachin and Rakhine States. Under its Strategic Note 2019-2021, UN Women Myanmar focuses on delivering on the following interlinked programme areas underpinned by support for intergovernmental and normative processes:

  • Women’s Leadership and Gender Responsive Governance
  • Women’s Economic Empowerment
  • Women, Peace and Security and Gender in Humanitarian Action and Disaster Risk Reduction.

The “Safe and Fair: Realizing Women Migrant Workers’ Rights and Opportunities in the ASEAN Region (2018-2022)” is part of the European Union-United Nations (EU-UN) Spotlight Initiative to eliminate violence against women and girls. Safe and Fair (the Programme) is implemented through a partnership between the ILO and UN Women (in collaboration with UNODC) with the overriding objective of ensuring that labour migration is safe and fair for all women in the ASEAN region.

The Programme aims to address women workers’ vulnerabilities to violence and trafficking, strengthen rights-based and gender-responsive approaches to violence against women and labour migration governance and support access to essential services by:

  • Improving the frameworks that govern labour migration and ending violence against women;
  • Improving access to information and services for women migrant workers and opportunities for them to network and organise;
  • Producing data and evidence on the experiences of women migrant workers; and
  • Campaigning to generate a better understanding of the contribution of women migrants.

The study “Violence and Harassment against Women and Men in the World of Work (2017)” from ILO states that 8 out of 10 women migrant workers migrating from Myanmar to Thailand reported having experienced violence during their migration experience. Myanmar women migrants are exposed to violence and discrimination based on intersecting forms of discrimination. Vulnerability to risk can often begin in Myanmar, especially when women have limited access to the information, skills, financial literacy and opportunities they would need to be able to engage with fair and regular migration options.

A varied number of service providers in Myanmar serve to meet the needs of women migrant workers, including public service providers, embassies or consular offices, employers, trade unions, migrant worker resource centres, civil society organisations, faith-based organisations and community based networks of women migrant workers. Service providers and stakeholders can benefit from a more coordinated response and strengthened referral processes to ensure that service delivery to women migrant workers in a way that is gender-responsive and sensitive to their unique needs and circumstances.

II.Purpose of the consultancy

Within the described context, the Safe and Fair programme is seeking to recruit a consultant to develop a comprehensive service directory of available services for women migrant workers, survivors of sexual and gender-based violence in Myanmar. The service directory will include services for women migrant workers who experience violence, harassment, exploitation and trafficking in persons andwill map out services (shelter, health, social, legal, policing and labour) available to women migrant workers in Myanmar. The directory will include areas as outlined in the ASEAN Essential Services Package for Women and Girls Subject to Violence.[i] It will also include other potential resources for women migrant workers such as labour actors, consular officers, or other service providers.

The compiled information will feed into the national GBV service directory for Myanmar comprising of GBV services for any survivor of sexual and gender-based violence in Myanmar. This national GBV service directory is being compiled by UNFPA in collaboration with the GBV technical working group at national level and the GBV working groups at state levels.

The national GBV service directory will be part of Safe and Fair’s compilation of service directories for ASEAN member states and will be used for wider dissemination through embassies, consular officers, civil society organisations and networks and other partners across the region.

Description of Responsibilities :Process

The consultant will be expected to carry out the following:

  1. For the national mapping: To collaborate with UNFPA, the national GBV Technical working group and the relevant NGOs to collate information on SGBV services specifically for migrant workers that will contribute to the national SGBV directory as needed.
  2. In Tanintharyi: In cooperation with the partner organisation WON - to facilitate the collection of information on existing services in GBV (health, social, legal, police and security forces and labor) for any survivor of violence including migrant workers.

III. Scope of work

The consultant is expected to complete the following key tasks:

1. Contribution to the national mapping of GBV services:

  • Review relevant documents and identify relevant stakeholders, service providers that deliver services to women migrant workers;
  • Coordinate the survey information questionnaire with UNFPA and other relevant organisations engaging in the mapping to ensure a coordinated approach for the collection of information;
  • Use the online template excel sheet and distribute the excel sheet to all relevant service providers in migration governance;
  • Communicate with GBV Working Groups in States and GBV CWG at national level and service providers that deliver services to women migrant workers;
  • Validate the collated information with the GBV working groups and ensure labour migration services are included in their respective mappings.

    2. For the mapping in Tanintharyi:

  • Use the online excel sheet template and distribute the excel sheet template to all relevant service providers in GBV prevention and response and in migration governance in Tanintharyi.

  • Follow up responses with phone calls.

    3. Reporting:

  • Prepare database of the services mapping containing all the relevant information about the identified organizations in

    1. in Tanintharyi: all GBV service providers for all survivors of SGBV
    2. national mapping: all service providers working on migration and SGBV
  • The data base shall include names, address, services, coverage, services offered, target group and contact details.
  • Validate the collated information with UNFPA and the GBV working groups and labour migration services are included in their respective mappings.
  • Finalize database based on the comments and inputs.[1]

    4. Training GBV case managers on migrant women survivors

  • Develop training materials to hold training session for case managers on migrant survivors, their specific experiences and service needs. Include information from service mapping.

  • Carry out trainings, in coordination with UNFPA and relevant specialised GBV organisations in Kachin and Kayin.
  • Develop a report on trainings and feedback of sessions.

2.Key qualifications

  • Master’s degree or equivalent in social science, gender studies, labour migration or other related fields;
  • Has at least 3 years of experience working on gender and labour migration, gender equality, violence against women or other issues related to women migrant workers;
  • Demonstrated experience in doing research in areas of labour migration and trafficking, gender and development, preferably in the ASEAN region;
  • Strong understanding of issues related to gender equality in the context of labour migration, violence against women, preferably in the ASEAN region;
  • Previous working experience with VAW and labour migration service providers’ organizations is desirable.
  • Strong written and communication skills in English and in Myanmar.

3.Evaluation

Applications will be evaluated based on the cumulative analysis.

  • Technical Qualification (100 points) weight; [70%]
  • Financial Proposal (100 points) weight; [30%]

A two-stage procedure is utilised in evaluating the applications, with evaluation of the technical application being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal evaluation******:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the financial component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
  • Financial proposal: the financial proposal shall specify a lump sum amount breaking down the professional fee for each deliverable and travel related cost (i.e. round-trip airfare from consultant original country to the field locations, and visa fees).
