BACKGROUND AND PURPOSE OF THE ASSIGNEMENT

According to the estimates of the Cadre Harmonise and the 'Hotspot' analysis produced by WFP and UNICEF, close to 7 million people will be will be food insecure during the upcoming lean season (June-September 2021) in the Sahel, of which 5.4 million people in the Central Sahel (Burkina Faso, Mali, Niger) alone.

The nutritional situation is also very alarming, with an expected increase in the cases of acute malnutrition following the COVID crisis, but also due to the significant deterioration of the security and the food security. In 2021, the cases of acute malnutrition are expected to reach 2.9 million in the 3 Central Sahel countries. To respond to this situation, the WFP submitted a project proposal to DEVCO for an amount of EUR 20.9 million for a period of 18 months, covering Burkina Faso, Mali and Niger. This project is the CRIALCES project (Réponse à la CRIse ALimentaire au CEntre Sahel).

In coordination with the response of the actors present in the targeted areas, the WFP's intervention aims to stabilise without delay the food and nutritional status of the people most vulnerable to food insecurity in Burkina Faso and Mali during the difficult periods (hunger gap and post-hunger). The intervention will also strengthen the livelihoods and production capacities of small producers in the most affected areas, in order to support them over the longer term.

PURPOSE OF THE ASSIGNEMENT

The WFP Regional Bureau for West Africa is seeking a RAM Officer (Monitoring) to support the coordination of monitoring activities of the CRIALCES project in the three Central Sahel countries.

Under the overall supervision of the Senior Regional Research, Assessment and Monitoring (RAM) Advisor and in close collaboration with regional Nutrition team, you will support the Regional Bureau in the monitoring of the CRIALCES project. Within the RAM team of the regional bureau, you will be in charge of all monitoring questions related to the CRIALCES project.

In close collaboration with the regional monitoring team and other technical RBD units as required, you will be in contact with COs M&E teams and support the coordination and the follow up of a timely implementation of monitoring activities at CO level.

ACCOUNTABILITIES/RESPONSIBILITIES: (not all-inclusive, within delegated authority)

At this position, you will:

  • Implement and coordinate monitoring activities, including the harmonization of tools and methodologies used in the three countries. To this end, emphasis will be placed on the use of the latest versions of the nutrition-sensitive indicator modules, namely the Minimum Acceptable Diet (MAD) and the Minimum Dietary Diversity for Women (MDD-W).
  • Support COs in the design and the planning of monitoring activities in a timely and coordinated manner.
  • Provide technical guidance to CO and technical support as needed in the design and implementation of follow up surveys including sampling, questionnaire design, enumerators trainings, data collection, processing, and analysis.
  • Review and quality control of survey data and documents submitted by COs.
  • Compile output and outcome indicators as well as survey raw data for analysis at the regional level to inform decision making for the project management and to feed advocacy papers and donor reports in a timely manner as per the reporting frequency and information needs.
  • Review the quality and alignment of outcome and output data in COMET.
  • Support documentation of challenges, best practices and innovation from the monitoring and reporting process.
  • Analyze and present information from CO surveys.
  • Co-facilitate regional lessons learned workshops with participation from COs and RB.
  • Participate and contribute to the capitalization and management of knowledge on CRIALCES activities.
  • Any other tasks as needed or requested by the team in support of the CRIALCES project.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • Strong skills in monitoring and evaluation, data management, analysis, and visualization.
  • Research background in a relevant discipline and hands-on work in consolidation and use of data for decision making
  • Excellent communication and interpersonal skills and be able to develop and maintain effective work relationships.
  • Interest in humanitarian assistance and sustainable development, and willing to be based in Dakar, Senegal with international travel when required.

QUALIFICATIONS & EXPERIENCE REQUIRED

EDUCATION:

  • Advanced University degree (minimum Bac+4) in statistics, data science/mining, economics, monitoring and evaluation, social sciences, development studies, or similar.

EXPERIENCE:

  • Minimum Four (04) years of relevant work experience in designing and managing M&E systems and frameworks, statistical analysis, econometrics, or database management/visualization with a UN agency or in a structure recognized for the quality of its statistical analysis.
  • Experience or training in social services, food security and nutrition and /or knowledge of WFP work are considered an asset.

TECHNICAL KNOWLEDGE & SKILLS:

  • Experience using a variety of quantitative and qualitative analysis tools and methods;
  • Good knowledge of tools used for data collection, processing, analysis, and visualization such as ODK, SPSS, Stata, ARCGIS/QGIS, TABLEAU. Knowledge of R and related applications including RStudio and RStudio Connect is considered a strong asset.

LANGUAGE:

  • Fluency (level C) in English and French language.

Significant work of the Regional Bureau is around technical support provided to COs, notably to ensure the quality of project design, to facilitate the sharing of technical resources and enhance CO’s staff capacity. WFP Regional Bureau also advocates for assessing and recommending appropriate actions to strengthen the capacities of Governments and National actors involved in achieving SDG2, foster the linkages between national academics, research entities and WFP operations. The Regional Bureau works to strengthen emergency preparedness and response capacities across the region to strategically position WFP as the leading organization responding to emergencies.
