Result of Service He/she will define and implement participatory methodologies and develop the conceptual design of up to four (4) small open public spaces. The Consultant will work in close collaboration with the operational and technical team of UN-Habitat Urban Connections Project and local stakeholders. The Public Spaces Consultant shall be paid upon presentation and approval by the National Officer for Brazil of activities' report related to below mentioned products.

Duties and Responsibilities Background

The main mandate of the United Nations Human Settlements Programme (UN-Habitat) is to promote sustainable development of human settlements and policies conducive to adequate housing for all. Within this framework, UN-Habitat supports central and state governments, as well as local authorities and other partners for the implementation of the 2030 Agenda with the Sustainable Development Goals (SDGs) and the New Urban Agenda (NUA). UN-Habitat helps the urban poor by transforming cities into safer, more inclusive, compact, integrated, resilient and connected places with better opportunities where everyone can live with dignity. It works with organizations at every level, including all spheres of government, civil society and the private sector to help build, manage, plan and finance sustainable urban development. The Regional Office for Latin American and the Caribbean – ROLAC – is based in Rio de Janeiro, Brazil. The Agency puts emphasis in developing and managing activities in the host country. Indeed, for the past years, UN-Habitat has expanded its portfolio in Brazil by working with the three tiers of government in order to support the formulation and implementation of more effective, sustainable, participative and socially fairer urban economic, social and environmental policies. Through a partnership with UN-Habitat’s Lebanon Country team and Public Space Programme of HQ Global Solutions Division and the United Nations Development Account (UNDA), UN-Habitat will implement the project “Enhanced capacities of local authorities and communities for the social and economic inclusion of migrants in border cities through safe and accessible public spaces”. The publicized name of the project is Urban Connections. In Brazil, the project will work in two groups of transborder cities. The Group 1 comprises by the cities of Barracão, Bom Jesus do Sul, Dionísio Cerqueira (Brazil) and Bernardo de Irigoyen (Argentina); and the Group 2 comprises the cities of Foz do Iguaçu (Brazil) and Ciudad del Este (Paraguay). The project aims to improve institutional and technical capacities of municipal stakeholders to plan better public spaces to all its inhabitants by providing policy advice, capacity development, knowledge sharing and support for public space regeneration. The overall goal is to support local governments in apply urban planning and design for inclusion of migrants, fostering social cohesion and enhancing cross-border cooperation. More concretely, the project will map public spaces and work with the municipalities to develop citywide strategies and urban development frameworks to creating and promoting socially inclusive, integrated, connected, environmentally sustainable and safe streets and public spaces, especially for women, children, the elderly, people with disabilities and migrants. The availability of quality public space to all inhabitants of a city is one means to improve equity, promote inclusion and increase social cohesion, above all in border regions which are often marginalized. This is especially important in responses to the current COVID-19 pandemic, which mainly impacts cities. By providing safe, inclusive and efficient public spaces for socioeconomic and cultural interaction, people of all urban communities can benefit, including marginalized communities, migrants and urban poor, whose livelihoods situations are often precarious and who reside in overcrowded, dense areas of cities which might not allow physical distancing. Upgrading of public space also provides important benefits to all forms of local businesses, both formal and informal and can therefore enhance not only social, but also economic inclusion and opportunities. In order to support the implementation of this project, we are looking for a Public Spaces Consultant to ensure the implementation of participatory workshops and the design of up to four public spaces.

Report to UN-Habitat Manager

The Public Spaces Consultant reports to the National Officer for Brazil, who will evaluate him/her.

Responsibilities

Under the overall supervision of the National Officer for Brazil and the project team, the Public Spaces Consultant will be responsible for delivering the six (6) following products in the expected delivery date:

Products: Product 1: “Methodological Guide Report” - Group 1: Barracão, Bom Jesus do Sul, Dionísio Cerqueira e Bernardo de Irigoyen. Activities: The Product comprises the following items: a) A detailed timeline of the set of deliverables (Product 1 to 6), to be validated with the local project coordinator in the first week of the contract. b) Simplified bibliographic review of participatory methodologies, targeting children. c) Proposal of the methodological guide for: I. Up to two (2) workshops, each one for a specific public space. The goal is to gather the participant’s perception of challenges and potentials. The following items are the minimum content the guide has to cover: i. Number of participants. ii. Methodologies to be applied. iii. Activities in a detailed agenda. iv. Materials (stationery, printed contents, etc). II. Up to two (2) presentations for a selected group of residents in the neighborhood of each public space. The goal is to present a preliminary design proposal for each public space, gathering the audience’s perception of the solution. Expected Completion Date: By the end of January 2023 or 1 month after signing the contract

Products: Product 2: "Workshops” - Group 1: Barracão, Bom Jesus do Sul, Dionísio Cerqueira e Bernardo de Irigoyen. Activities: The Product comprises the following activities: a) Prepare a site plan drawing for up to two (2) public spaces, based on satellite images and photos provided by the UN-Habitat local team. The drawing must indicate streets and sidewalks around the public space, its floor covering, urban furniture, trees, and other plant elements. b) Produce the materials that will be used in the workshops, as site plans, presentations, photos and others described in the “Product 1 - Methodological Guide Report”. c) Lead the activities in the two (2) workshops. The local UN-Habitat team will mobilize participants with the support of local partners. During the travel to the municipalities, the Consultant shall visit the two (2) selected public spaces, validating the site plan drawing and updating the site plan drawings accordingly. d) Prepare the Workshop Report for Group 1, with the results of the activities, including a diagnosis of challenges and opportunities for each public space. Expected Completion Date: By the end of March 2023 or 3 months after signing the contract

Products: Product 3: "Conceptual Design” - Group 1: Barracão, Bom Jesus do Sul, Dionísio Cerqueira e Bernardo de Irigoyen. Activities: The Product comprises the following activities: a) Create site plans drawings and 3D views to represent the Preliminary Conceptual Design for up to two (2) public spaces. b) Lead a minimum of two (2) virtual meetings to discuss each public space conceptual design with technical representatives from the municipalities. Prepare the schedule of each meeting, which should focus on presenting: I. the diagnosis obtained through the workshops, including photos and functional diagrams; II. references of good-quality public spaces; and III. the Preliminary Conceptual Design. The Consultant must prepare the minute after each meeting. c) Present the Preliminary Conceptual Design to a group of residents from the neighborhood of each public space, in up to two (2) local events. The local UN-Habitat team will mobilize participants with the support of local partners. The Consultant shall present a minute for each event. d) Consolidate the Conceptual Design of up to two (2) public spaces based on the comments from the technical meetings and the events with residents. The final design deliverable for each public space has to include: I. Location plan in the urban area; II. Location plan in the neighborhood; III. Site plan; IV. Functional diagrams; V. Sections – minimum of eight (8); VI. 3D Views – minimum of four (4); The drawings must indicate the functional areas of the public space (e.g.: pedestrian transit area, playgrounds, sports area etc.), the location of urban furniture elements; floor covering; existing and proposed vegetation. More definitions of scale and graphic language to be defined with the Consultant. e) Report consolidating all the products prepared: I. Methodological Guide II. Workshops Report Final version of the Conceptual Public Space Design Expected Completion Date: By the end of May 2023 or 5 months after signing the contract

Products: Product 4: “Methodological Guide Report” Group 2: Foz do Iguaçu and Ciudad del Este. Activities: The Product comprises the following items: a) Simplified bibliographic review of participatory methodologies, targeting migrant children. b) Proposal of the methodological guide for: I. Up to two (2) workshops, each one for a specific public space. The goal is to gather the participant’s perception of challenges and potentials. The following items are the minimum content the guide has to cover: i. Number of participants. ii. Methodologies to be applied. iii. Activities in a detailed agenda. iv. Materials (stationery, printed contents, etc). Up to two (2) presentations for a selected group of residents in the neighborhood of each public space. The goal is to present a preliminary design proposal for each public space, gathering the audience’s perception of the solution. For this region, methodologies will focus on groups of migrants. Further definitions regarding targeted groups will be provided by the UN-Habitat team and local partners. Expected Completion Date: By the end of June 2023 or 6 months after signing the contract

Products: Product 5: "Workshops” - Group 2: Foz do Iguaçu and Ciudad del Este. Activities: The Product comprises the following activities: a) Prepare a site plan drawing for up to two (2) public spaces, based on satellite images and photos provided by the UN-Habitat local team. The drawing must indicate streets and sidewalks around the public space, its floor covering, urban furniture, trees, and other plant elements. b) Produce the materials that will be used in the workshops, as site plans, presentations, photos and others described in the “Product 1 - Methodological Guide Report”. c) Lead the activities in the two (2) workshops. The local UN-Habitat team will mobilize participants with the support of local partners. Products: Product 6: "Preliminary Conceptual Design” - Group 2: Foz do Iguaçu and Ciudad del Este. Activities: The Product comprises the following activities: f) Create site plans drawings and 3D views to represent the Preliminary Conceptual Design for up to two (2) public spaces. g) Lead a minimum of two (2) virtual meetings to discuss each public space conceptual design with technical representatives from the municipalities. Prepare the schedule of each meeting, which should focus on presenting: I. the diagnosis obtained through the workshops, including photos and functional diagrams; II. references of good-quality public spaces; and III. the Preliminary Conceptual Design. The Consultant must prepare the minute after each meeting. h) Present the Preliminary Conceptual Design to a group of residents from the neighborhood of each public space, in up to two (2) local events. The final design deliverable for each public space has to include: VII. Location plan in the urban area; VIII. Location plan in the neighborhood; IX. Site plan; X. Functional diagrams; XI. Sections – minimum of eight (8); XII. 3D Views – minimum of four (4); The drawings must indicate the functional areas of the public space (e.g.: pedestrian transit area, playgrounds, sports area etc.), the location of urban furniture elements; floor covering; existing and proposed vegetation. More definitions of scale and graphic language to be defined with the Consultant. j) Report consolidating all the products prepared: I. Methodological Guide II. Workshops Report Final version of the Conceptual Public Space Design. Expected Completion Date: By the end October 2023 or 10 months after signing the contract

Other Consultants’ responsibilities comprise:

a) Be available for a minimum of one (1) weekly virtual meeting with the local project coordinator, aiming at: I. sharing partial results of each deliverable. II. being readily available to incorporate revisions pointed out by the UN-Habitat team in the ongoing activities; III. supporting project planning. b) Consider that achieving the completion of each Product on the expected delivery date depends on the Consultant’s ability and commitment to present partial results, following a detailed timeline to be validated with the local project coordinator in the first week after signing the contract. Overall, the Consultant shall guarantee the execution of its activities accordingly to the main project schedule, being responsible for the deliverables according to deadlines. c) Be available to visit the groups of municipalities. Travel will be necessary to deliver the public spaces workshops, part of Products 2 and 5, and in the events to present the preliminary conceptual design, part of Products 3 and 6. d) For the Products 3 and 6, the drawing files must be delivered in the .pdf and .dwg extensions, with organized layers, to be validated with the local project coordinator. e) Reports must be developed using the project template that the UN-Habitat team will provide in the .ppt and .indd formats. f) Maintain an orderly and accessible information file system on the information and data produced. g) Ensure that the technical activities are aligned with the quality expectations of UN-Habitat and the project counterpart. h) The Consultant will be responsible for completing all courses and training activities that are indicated to him/her by his/her supervisor. The security course BSAFE is required to be accredited during the first month of employment. i) The Consultant will be responsible for his/her own security, so the person should get familiarized with United Nations security mechanisms and comply with them according to the Framework of Accountability for the United Nations Security Management System.

Outputs/Work Assignment

The Public Spaces Consultant shall deliver the above-mentioned products according to the responsibilities indicated above and in close contact with the local project coordinator.

Qualifications/special skills Academic Qualifications:

¿ Required: Bachelor’s Degree in Architecture and Urban Planning is required, or additional three (3) years of relevant experience to the post, beyond the requirement.

Experience:

¿ A minimum of six (6) years providing technical support for the development of participatory urban design projects. ¿ Professional and academic experience on themes related to urban planning and design, with an emphasis on public spaces. ¿ Experience in planning, design and/or work with children or migrant communities is highly desirable. ¿ Previous experience within the UN System would be an asset.

Skills:

¿ Excellent writing and proof-reading skills in Portuguese is required; ¿ Good computer skills in Windows, as Microsoft Office, Outlook, Microsoft Teams, and Web search engines is required. ¿ Good command of AutoCad is required. ¿ Good command of 3D modeling software is required (e.g. SkecthUp). ¿ Good command of Illustrator and InDesign is required. ¿ Good command of geographical information systems (GIS) software, such as QGIS, MapInfo and ArcGIS, is desirable.

Knowledge Management

¿ The person must know the processes, procedures and norms of UN-Habitat, in order to guarantee an adequate quality of the activities described above, following the standards of the organization. ¿ The person will propose formats and procedures that allow the efficient implementation of the activities related to the project development. ¿ The person must know the file of the Office, work with it and ensure its proper maintenance, accessibility for all staff and due updating. ¿ The person will prepare databases related to the project running. ¿ The person will make sure that all relevant technical information will be adequately shared with the correspondent staff. ¿ The person will ensure that all produced material will be fit-for-purpose and delivered, in an organized way, for posterior consultation and use of the Agency.

Competencies

Languages ¿ Fluency in Portuguese is required; ¿ Good command in oral and written Spanish is required. ¿ Good command in oral and written English is required.

Additional Information Remuneration: SB-3/5 (UNDP Brazil Salary Scale)

The consultant will receive an amount of BRL 75.054,20, to be paid in six (6) instalments, upon the presentation and approval by supervisor of the following products: ¿ Payment 1 (15%): Upon delivery and approval of Product 1 (BRL 11.258,13); ¿ Payment 2 (20%): Upon delivery and approval of Product 2 (BRL 15.010,84); ¿ Payment 3 (20%): Upon delivery and approval of Product 3 (BRL 15.010,84); ¿ Payment 4 (15%): Upon delivery and approval of Product 4 (BRL 11.258,13); ¿ Payment 5 (15%): Upon delivery and approval of Product 5 (BRL 11.258,13); ¿ Payment 6 (15%): Upon delivery and approval of Product 6 (BRL 11.258,13).

Travel details

The Public Spaces Consultant must be available to travel to the places related to the activities in the municipalities of the project. The Consultant will be responsible for travel expenses and logistics.

Appointment against this post is on a local basis and only nationals from Brazil or external candidates who hold a permanent visa in Brazil may apply.
