The Division of Public Partnerships (PPD) works to strengthen UNICEF's position as a partner of choice for children's rights among governments and public actors around the world. The division is doing this by connecting UNICEF’s positioning of children in intergovernmental and multilateral fora and negotiations to the engagement with governments and public institutions (including International Financial Institutions (IFIs)) as resource, policy and program partners. A key premise for PPD is that the engagement with countries be based on multiple levels of partnerships, including around resource mobilization and policy advocacy.

1. International Financial Institutions (IFIs)

UNICEF's engagement with IFIs encompasses policy dialogue, joint analysis and advocacy on shared priority areas, as well as programme collaboration at the country, regional and global levels. Opportunities for engagement will continue to increase, as many IFIs are adopting new strategic priorities that align well with UNICEF's mandate.

2. Global Programme Partnerships (GPPs)

Global Programme Partnerships (GPPs) are programmes that are supported by at least two partners with shared objectives, which have their own partnership governing bodies and, most often, are multi-country in operational scope. UNICEF has been working closely with GPPs on issues relevant to the promotion and protection of the rights of the child, particularly with Gavi, Global Fund, Global Partnership for Education, Global Financing Facility, Nutrition International etc.

How can you make a difference? Under the supervision of the Senior Advisor, New Aid Modalities (NAM) team, the Consultant will provide professional support across all workstreams of the team, with particular regards to new grant development donor reporting, grant management processes and support for development of income and revenue statements and forecasts, during a period of high demand and high complexity in grant processes.

Tasks and Deliverables:

Task 1:

Monitor and review resource partner report, reconcile financial figures with system generated financial report (Donor Statement by Activity) for quality control and oversee submission in a timely manner. Save the report submission record in VISION. Assist with quarterly cash transfer request to GPE Secretariat.

Deliverable:

All reports are submitted within deadline as verified through the Donor Report Monitoring Report (system generated report from Insight) at the end of the contractconfirmation of resource partner report submission status.

Task 2:

Review and clearance of resource partner agreements and amendments for Senior Advisor’s signature, in compliance with UNICEF rules and regulations. Share signed agreements and amendments with GSSC via Service Gateway for processing in VISION. Maintain and manage funding disbursement database.

Deliverable:

Resource partners’ agreements and amendments support requests are responded to, cleared and processed, and funding disbursements tracked and applied.

Task 3:

Assist in preparation of data analysis on resource partner funding and funding trends by using income cube data as required. Coordinate the submission of updates to the PPD planning team, including income projection updates.

Deliverable:

Updates on partner funding and trends prepared and submitted.

Task 4:

Support the team in design and establishment of new grants, particularly in the area of GPPs, and notably in in the context of UNICEF’s involvement in the ACT-A partnership and COVAX facility established at the Vaccine Alliance.

Deliverable:

New grant agreements with GAVI relating to support for the COVAX facility completed within the consultancy period.

To qualify as an advocate for every child you will have… Competencies, Qualifications and Work Experience

  • A first university degree (bachelor's) in social sciences or related technical field is required.
  • A minimum of two years (2) of relevant professional experience in a related technical field, at the national and international level, such as partnerships management, contribution management, report review in an international organization.
  • Previous experience with UNICEF financial and data systems in the last 2 years including VISION and Insight a significant asset.
  • Knowledge of office computer systems (Word, Excel, PowerPoint, and Outlook), and internet research tools required.
  • Ability to work in an international and multicultural environment.
  • Excellent written and oral communication skills, with a strong attention to detail.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.

Duration of agreement: 3 months (Aug 1 – Oct 31, 2021)

Cost and Timeframe: Estimated number of workdays for this contract is for 62 days. Applicants are requested to submit a daily rate. The level of responsibilities and skills required are broadly similar to requirements for P2 Staff Members within UNICEF.

Schedule and Duty Station: Consultant to work the stipulated number of days during the contract period. Work may be undertaken remotely from home.

Health Statement: Original Health Statement and original physician’s certificate of good health attesting to the accuracy of completeness of the certification made in the Health Statement should be provided. Insurance: UNICEF will not be responsible for costs arising from accidents and/or illness incurred during the volunteer’s service. Therefore, the selected candidate must provide proof of enrollment in a health/accident plan prior to starting his/her work.

Visa: Interns are responsible for obtaining their G-4 visa before traveling to United States. They will not be permitted to enter the United States without a valid G-4 visa. UNICEF will only issue guidance and a letter stating acceptance of an individual as an intern/fellow and the conditions governing the Internship/Fellowship.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
