UNICEF's Public Partnerships Division (PPD) strives to achieve a seamless and effective engagement with donor and partner governments around political and substantive issues and agendas (e.g. Agenda 2030 ECOSOC/QCPR) as well as strengthened partnership development and resource mobilization. PPD is a "one-stop-shop" for public sector partners. Reporting to the PPD Director, the Europe Team focuses on strengthening partnerships with UNICEF's European government partners to make financing more robust and predictable and to articulate the efficiency and effectiveness of UNICEF's response.

How can you make a difference? This position will have a specific focus on UNICEF's partnership with the UK government under the general guidance and direction of the Public Partnerships Manager, PPD New York. This position will include responsibilities for various aspects of external relations, development and implementation of resource mobilization strategies and approaches for assigned resource partners; as well as liaison with: Government Missions to the UN, resource partner headquarters and capitals, UN agencies, UNICEF Headquarter Divisions and UNICEF Field Offices.

Responsible for maintaining on-going contacts at working levels with these various offices. Resource mobilization strategies:

  • In close partnership with the Partnership Manager, ensure the maximized mobilization of quality resources through the development of resource mobilization strategies for assigned resource partners for RR, ORR and ORE (including thematic) contributions, and implement and manage fundraising activities.
  • Maintain up-to-date information on partner and income trends, analyse development assistance policies and keep resource partner profiles updated.
  • Contribution agreements.
  • Support the development of framework agreements and template agreements.
  • Negotiate, review and clear resource partner agreements and amendments for Senior Adviser/Senior Management's signature, ensuring compliance with UNICEF rules and regulations.

Meetings and Consultations:

  • Facilitate the organization of DFIDs annual Strategic Dialogue and other assessments, evaluations and reviews that arise, including preparation of the agenda, and ensure suitable participation of UNICEF staff.
  • Prepare briefing notes and any other documentation required by the Executive Director and Senior Management for visits to and from assigned resource partners.
  • Meet with schedules and ad hoc visitors from resource partner headquarters and capitals, Missions and field offices.
  • Participate in and summarize results from internal and external meetings with assigned resource partners.

    Partner liaison:

  • Initiate and manage day-to-day direct contact with resource partner headquarters, permanent missions in New York and in resource partner capitals for assigned resource partners.

  • Ensure that partner queries are responded to in a timely manner.
  • Oversee the sharing of Situation Reports and relevant UNICEF studies.

UNICEF Liaison:

  • Act as a link between resource partners and UNICEF field offices/HQ divisions. Ensure submission of UNICEF response to partners in a synthesized manner.
  • Provide guidance to various divisions and field offices on various issues pertaining to resource mobilization, partner-specific information, contribution management issues and interpretation of resource partner conditions.

Contribution Management:

  • Share signed agreements and amendments with DFAM for processing in VISION.
  • Negotiate no-cost extensions with resource partners where needed.
  • Oversee submission of timely resource partner reports.
  • Support country offices to improve resource partner reporting.

Other tasks:

  • Act as OIC of the team in the absence of Public Partnerships Manager.
  • Coordinate the submission of updates to the PPD Strategic Planning team, including income projection updates.

    To qualify as an as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in social sciences, or related technical field.

  • Five (5) years of progressively responsible professional experience at the national and international levels preferably in programme managemet, external relations, resource mobilsation and monitoring and evaluation, or a related field. Current knowledge of fundraising environment, aid policies of government and other resource partners, humanitarian issues, resource mobilization strategies, as well as UNICEF programming policies and procedures.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) is an asset.
