Org. Setting and Reporting This position is located in the Programme Support Section (PSS) of the Information Centre Services (ICS) in the Strategic Communications Division (SCD) of the Department of Global Communications (DGC).

The PSS provides substantive and programmatic support to the public information and communications activities of the global network of United Nations information centres (UNICs). To learn more about the UNICs, visit https://unic.un.org.

The incumbent reports directly to the Chief of the Programme Support Section and is under the overall supervision of the Chief of ICS. The incumbent will have an additional reporting line to DGC/OUSG.

Responsibilities Within delegated authority, the Communications Officer may be responsible for the following duties:

  • Takes the lead in ensuring UNICs are integrated into the strategy, planning, development and implementation of large, complex communications campaigns (e.g. global promotion initiatives, communications programmes for a region, broad-reaching subject specific issues, etc.); where appropriate, connects UNICs with departments, funds and agencies to develop ways to implement campaigns system-wide and to incorporate the campaign message and themes into all relevant events and products.
  • Facilitates integration of UNICs into the full range of DGC activities;
  • Fosters cooperation and coordination among UNICs;
    • Provides substantive programmatic guidance and programme coordination to UNICs for specific thematic areas and functions as first-line focal point for those purposes including handling programme queries and requests for assistance from UNICs.
  • Identifies sources and seeks funding and other assistance for major campaigns.
  • Provides advice and expertise to managers, senior officers and other public information staff in UNICs on a range of public affairs issues, methods, and approaches; anticipates and resolves communications/public relations issues/problems.
  • Oversees distribution of a diverse range of communications products in support of major campaign initiatives.
  • Drafts complex material for UN newsletters, websites, and official reports and edits drafts prepared by junior officers.
  • Evaluates results and impact of communications activities received from UNICs; reports on developments, trends and attitudes regarding the UN.
  • Coordinates the monitoring of crises and reputational risks by field offices in order to support OUSG with the development of a crisis radar; Supports the work of UNCG crisis cells at the direction of OUSG;
  • Informed by the weekly forward planning Grids, liaises with field offices to maximise the impact of priority Grid items.
  • Builds information networks; plans and oversees maintenance of publicly accessible information materials on the United Nations; plans and develops outreach activities.
  • Assists in the day-to-day operation of the unit to include participating in coordination of substantive and administrative activities of the unit, interpreting and disseminating policy, providing procedural advice, improving reporting systems, handling operational and administrative queries, reviewing budget submissions, establishing and/or coordinating training programmes and monitoring and evaluating results, as they relate to the UNICs.
  • May coordinate and direct a team of public information staff and/or mentor and supervise the work of junior officers on specific projects.

Education An advanced university degree (Master’s or Doctorate degree, or equivalent) in [specify fields] or related fields is required. A first-level degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience A minimum of seven years of progressively responsible experience in public information, journalism, international relations, public administration or related area is required.

Progressive years of experience in planning and implementing campaigns/strategies, including involving digital communications is required.

Experience evaluating results and impact of activities and drafting official reports/communications, newsletters and talking points is required.

Experience supporting and advising multiple international field offices is desirable.

Two years of relevant international field experience is desirable.

Experience working in crisis communications is desirable.

Experience with the United Nations, or in a United Nations Common System organization or other international government organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.

The selection process for this job opening will be conducted pursuant to ST/AI/2010/3 on the “Staff Selection System” and include the compliance review process by a review body described in staff rule 4.15. In case of selection, a staff member of the United Nations Secretariat who meets the definition of “internal candidate” in staff rule 4.10 will be placed on a temporary assignment if he or she holds the same grade as the job opening; and a temporary promotion if he or she holds a lower grade than the job opening. If the regular incumbent vacates the position during such temporary assignment or promotion, the selected staff member will be laterally assigned, promoted or transferred to the position without further selection process under ST/AI/2010/3.
