OBJECTIVES OF THE PROGRAMME

The mission of WHO’s Emergency Preparedness and Response (EPR) Programme (WHE) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The Health Emergency Information and Risk Assessment (HIR) Programme area of the EPR focuses on three major streams of work:

i) enhancing public health intelligence for early detection and risk assessment of health events;

ii) strengthening public health surveillance and epidemiology based on the IDSR framework; and

iii) modernizing information management systems and data analytics.

PURPOSE OF THE POSITION

The main purpose of the position is to coordinate and provide technical support for the Public Health Intelligence and Risk Assessment subunit of the HIR Programme Area. The Public Health Intelligence and Risk Assessment subunit is responsible for identifying new public health events, assessing risks to public health, conducting epidemiological surveillance and field investigations, monitoring public health interventions, and communicating public health information to technical partners. The incumbent coordinates all epidemic intelligence activities, provides technical support in the areas of epidemiology, detection, verification, and risk assessment (DVA) of health in emergencies. S/he coordinates rapid risk assessments (RRA) of acute public health events, monitors the Event Management System (EM) and other related platforms, supports the development of events and signals visualization tools and platforms, analyses DVA data and generates reports and scientific articles on best practices and lessons learned on event detection and response. The incumbent may be deployed to emergencies when required.

DESCRIPTION OF DUTIES

Under the supervision of the HIM Programme Manager and overall coordination of the Regional Emergency Director, the Public Health Intelligence and Risk Assessment Lead will work to strengthen the coordination and technical capacity for early detection of threats arising from epidemic and pandemic prone diseases, facilitate rapid risk assessment of acute public health events, document acute public health events reported by Member States, and the response to those public health events and other emergencies and improve communication of progress made in the areas of early detection and response to public health events. This position involves working in close collaboration with the WHE Programme, WHO HQ, Regional and Country Offices and with a broad range of partners, to provide technical expertise and promote information-sharing.

The incumbent builds interactions with a broad range of external partners, UN and UN Agencies, national and international institutions to exchange findings and promote information sharing, experience and lessons learnt.

Within the framework of the delegated authority, the incumbent is assigned all or part of the following duties:

  • Provide technical leadership and coordination efforts to strengthen Public Health Intelligence and Risk Assessment in the Africa Region
  • Develop /update standard operation procedures for Public Health Intelligence in the WHO African region
  • Strengthen the capacity of WHO Country Office (WCO) staff on epidemic intelligence and risk assessment processes in the African region
  • Develop a Public Health Intelligence Architecture in the African region in consultation with Member States
  • Scale-up the roll-out of Epidemic Intelligence tools to Member States
  • Coordinate daily epidemic intelligence activities including detection, reporting, risk assessments, and monitoring potential public health events
  • Improve humanitarian crisis information management for the Africa Region
  • Support Member States to conduct Health Resources and Services Availability Monitoring System (HeRAMS) and Public Health Situation Analyses
  • Develop and disseminate Health emergency information products, coordinate the production and dissemination of the weekly bulletins on outbreaks and other emergencies in the African region
  • Routinely produce and disseminate external situation reports, Disease Outbreak News and Event Information Sites
  • Produce semi-annual and annual reports and data on monitoring indicators for Public Health Intelligence activities in the region
  • Actively participate in AFRO emergency response coordination meetings and global coordination meetings
  • Regularly provide updates on public health events and health emergencies in the African region
  • Coordinate AFRO's contribution to the global development and roll-out of event management systems, deployment and updates of the Rapid Risk Assessment tools and templates
  • Perform other related duties as assigned the Programme Area Manager.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced university degree in in epidemiology, public health, or related field, and master’s level qualifications in public health, epidemiology, infectious diseases, or emergency/disaster management.

Experience

Essential:At least seven years’ experience with successful track record in epidemiology, surveillance and/or control of acute public health events; epidemic surveillance at the national and/or international levels during epidemics or public health crisis at the national and international levels.

Desirable:

  • Experience in WHO and/or the UN System in the areas of outbreak preparedness and response; field experience in public health programmes or emergency response programmes in developing countries.
  • Experience in routine analysis and reporting of time-sensitive public health data. Good understanding of the Risk Assessment tools, and their implementation is an asset.
  • Field experience in epidemiology, surveillance and/or control of acute public health events experience in resource limited countries; experience of working with event-based surveillance; good understanding in inter-agency collaboration or in WHO, UN, UN Agencies or other international organizations.
  • In-service training in field epidemiology such as Field Epidemiology (and Laboratory) Training Programmes (FELTP), the European Program for Intervention Epidemiology Training (EPIET), the CDC Epidemic Intelligence Service programme, or equivalent experience.

REMUNERATION

WHO offers staff in the Professional Category an attractive remuneration package, which for the above position includes an annual net base salary starting at 75,602 US Dollars, (subject to mandatory deductions for pension contributions and health insurance, as applicable). Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
