OBJECTIVES OF THE PROGRAMME

Water Development Commission (WDC) of the Federal Republic of Ethiopia is determined to implement Climate Resilient Water Safety Plan being one of the sub-components of Climate Resilient WASH to address impacts of climate change to safety and quantity of the drinking water supplies and set target to develop and implement CR-WSPs to 45,551 water supply schemes (OWNP 2018-2020). Hence, World Health Organization’s technical support will build capacity of the national government, sub-national and local governments to adopt and integrate risk assessment and management approach in their strategic and annual operational plans and achieve its targets. In due course, the technical support will also contribute to improvements of operational efficiency and performances of the town water utilities and communities and ensure sustainability of the drinking water service delivery.

PURPOSE OF THE POSITION

The incumbent will provide technical assistance to the Water Development Commission for the implementation of the WHO/DIFD project “Delivering climate resilient water and sanitation in Africa and Asia focusing on adaptation and implementing the WHO guidance on Climate Resilient Water Safety Plan and Sanitation Safety Plan, WASH and support the WHO work in Public Health and Environment (PHE).

DESCRIPTION OF DUTIES

The incumbent will support the Water Development Commission and Ministry of Health on coordination of activities across stakeholders working on Climate Change, WASH and Health in general and specifically strengthening capacity on planning, monitoring, and quality assurance of Climate Resilient Water Safety Plan, Sanitation Safety Plan and WASH in Ethiopia.

The incumbent will ensure mapping, capacity building, monitoring, quality assurance and reporting for Climate Resilient Water Safety Plans and advocacy of the Sanitation Safety Plans. The consultant shall perform the following main duties;

1. Provide backstopping technical support to Water Development Commission in designing and facilitation of capacity building training to selected town water utilities and rural community managed water supplies on development and implementation of Climate Resilient Water Safety Plan including outcome evaluation baseline data collection;

2. Advocate and promote Climate Resilient Water Safety Plan national implementation guidelines and rural training materials for its adoption by the broader WASH sector stakeholders;

3. Provide technical support to the WASH sectors on coordination of activities and knowledge management across stakeholders working on climate change, WASH and health

4. Contribute to overall development and implementation of Climate Resilient Health and WASH in Health Care Facilities

5. Contributes to the development of the program of the WHO Country Office on climate change, WASH and health.

6. As need arises, provide technical support on assessment, planning and implementation of COVID 19 WASH emergency response;

7. Prepare and submit monthly status report to WCO/PHE on monthly basis using agreed reporting formats and communication structures.

8. Perform any other duties as assigned by the supervisor

Expected Outputs and Deliverables

  • Ministry of Water and Ministry of Health Officers trained to develop and implement Climate Resilient Water Safety Plan in selected 21 new sites and previous 9 pilot sites of the country to ensure the catchment population access safe and adequate water supply;
  • Climate Resilient Water Safety Plan national guidance and training materials finalized and communicated with the wider WASH stakeholders;
  • Climate Resilient Water Safety Plan outcome evaluation baseline data is collected from the selected sample sites, analyzed and shared for actions.

REQUIRED QUALIFICATIONS

Education

Essential: First University degree in Environmental Health or Water Sanitation and Hygiene (WASH) or related fields Desirable: Master’s degree in Public Health or related fields

Experience

Essential:

At least 5 years professional experience in the field of Water, Sanitation and Hygiene (WASH) planning, coordination, monitoring and evaluation.

Experience on Climate Resilient WASH with focus in the design, development and implementation monitoring and assessment of Climate Resilient Water Safety Plan

Desirable:

Experience on WASH sector coordination, organizing and facilitation of capacity building training for health and water professionals on development and implementation of Climate Resilient Water Safety Plan.

Experience in developing training materials, guidelines, protocols, framework and strategies in WASH and Public Health

Knowledge and Skills

  • Knowledge on policies and strategies associated with environment, WASH and sustainable development issues.
  • Excellent analytical and organizational skills, with proven ability to elaborate and implement projects.
  • Ability to write in a clear and concise manner, and to present factual information.
  • Knowledge of WHO, the UN System or NGO work in the field of response relief and/or of their practices and procedures as related to the work

• Remuneration for this position is equivalent to NO-C/Step 1 of the United Nations Salary Scale for National Professional Staff in Ethiopia
