Background

The World Bank estimated before August 4th,2020 that the economic and financial crisis would lead to a surge in poverty levels among the Lebanese to reach 50 percent by the end of the year 2020, as a direct result of local currency depreciation and the inflationary trend expected to spike during 2020. The spread of COVID-19, and the precautious measure undertaken to contain it, is likely to broaden the poverty coverage vertically and horizontally: horizontally, as more people will fall into the poverty trap, and vertically as the magnitude and severity of poverty will be much bigger. The economic crisis coupled with the COVID pandemic will give rise to new vulnerabilities and tensions on municipalities and people, as more sectors and economic groups will weaken and fall apart.

On 4 August 2020, the explosion of the port of Beirut has had a massive destructive effect on the country’s capital and main economic engine. This incident destructed around 10,000 enterprises in the direct vicinity of the blast pushed an estimated of 100,000 workers into unemployment.

The contribution is based on Lebanon Host Communities Support Project (LHSP) Theory of Change, where the ultimate purpose is to make Lebanese Host Communities more resilient and able to cope with the impact of the crisis. Lately, towards the last quarter of 2019, Lebanon was hard hit by a multi-faceted economic, fiscal, and monetary crisis that mutated into a sovereign debt crisis and unprecedented severe economic contraction. The situation is now extremely aggravated by the impact of the Beirut blast, affecting directly all the country.

The UNDP resilience approach in crisis and post crisis settings aims to bridge between the humanitarian and development phases, ensuring a longer-term development impact. UNDP’S livelihood and local economic development strategy uses a 3-track resilience-based approach: Track 1) short-term; Track 2) medium-term; and Track 3) long-term.

The livelihood investments will focus on addressing the needs of at-risk populations. There is evidence that suggests targeting at-risk populations coupled with the strong focus on equitable gains from economic investments does contribute to maintaining stability. The labour-intensive interventions are likely to work on increasing social stability when they are part of an integrated stabilization approach, which addresses population grievances as well as larger questions of legitimacy.

Duties and Responsibilities

The main tasks that the IC will be:

  1. Provide support to existing projects related to LHSP including the response to COVID-19 and the EcoOp projects through following up on the project workplan, contracts, and other technical issues to ensure all projects are on track towards achieving their objectives.
  2. Follow up regularly, in coordination with the Livelihoods team with implementing partners to ensure adequate delivery of activities
  3. Support the Livelihood team through the provision of guidance on project-related matters including the development of ToRs and other similar documents, as well as technical, administrative, project management and other related matters.
  4. Support, in close coordination with the LHSP team in developing Lessons Learnt report for the COVID19 response interventions.

Competencies

Competencies: Excellent writing, reading, and oral communication skills in English.

Other assets: Good Knowledge in preparing timely reports on progress of the work. Computer literate. Valid driving license is a must. Willing to travel daily to sites of work.

Required Skills and Experience

QUALIFICATIONS

  • University degree in social, economic, business administration, or related fields with 12 years of experience in livelihood, local economic development, or Graduate Degree (Masters or equivalent) in social, economic, business administration, or related fields with minimum 10 years of relevant experience.
  • Experience in cash base programming, labor intensive and women economic empowerment;
  • Experience in designing, managing cluster economic projects;
  • Experience in coaching, mentoring of staff and partners with international and/or local humanitarian and development agencies;
  • Excellent moderation skills and experience in qualitative research
