Purpose of the Job

The team leader will actively contribute to the contextualization of protection case management in the zone of intervention. The team leader will also be responsible for ensuring that the case management team is located in strategic areas to provide wide reach assistance, closely coordinating with relevant external agencies for service provisions and referrals to national, humanitarian and community actors and ensuring the dissemination of information about NRC case management service as per need. The team leader will work closely with the officers– caseworker to build their capacity and ensure best practices are followed through coaching monitoring and regular monitoring.

Generic Responsibilities

  • Adherence to NRC policies, guidance and procedures
  • Contribute to Protection strategy development, project proposals and provide input on needs and gaps
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Promote and share ideas for improvement and necessary changes in the activities
  • Liaise and collaborate with relevant local authorities and other key stakeholders
  • Promote the rights of IDPs/returnees in line with the advocacy strategy
  • Consistently and proactively monitor/assess the safety and security in the field; promptly reporting concerns or incidents to the manager
  • Representation of NRC Protection in relevant meetings as delegated by supervisor/management

Specific Responsibilities

  • Work closely with Kabul protection team to ensure that the case management guidelines contextualization fit with the regional context and provide feedback to improve the case management system
  • Work closely with the Protection Project Manager and Kabul protection team to ensure that the case management guidelines and Standard Operational Procedures are adhered to and any departures documented and addressed.
  • Ensure that the Case Management principles are understood and adhered to
  • Technically support the protection officer - caseworkers through day to day coaching, mentoring on case management implementation and specific training and workshop to ensure that best practices are followed
  • Review the follow up of cases, and ensure all cases are managed within acceptable timelines
  • Fill in the case management database on regular basis based on the paper files.
  • Ensure that case files, registers and computer databases are used in an appropriate manner and ensure that the protection officer-caseworkers adhere to proper documentation, data protection and data sharing protocols.
  • Make frequent field visits to monitor the implementation of case management work and conduct monthly supervision
  • Lead on and regularly update a map of existing services and develop referral pathways and link up providers for multi-sectorial support when needed.
  • Work in close collaboration with NRC protection coordinator and team focusing on community based protection to ensure coordination and collaboration (referrals)
  • Provide regular updates to supervisor and Kabul protection team on case management progress, priorities and constraints and draft reports as necessary/requested
  • Support the implementation of the accountability activities to ensure feedback from beneficiaries and other relevant stakeholders is considered.

Qualification

  • At least 3 year experience implementing case management, individualized assistance preferably in humanitarian context
  • Good understanding of risks, stakeholders and dynamics relevant to humanitarian protection of vulnerable displaced persons in Afghanistan
  • Good understanding of the gender dynamics at play and the way it requires adaptation
  • Demonstrated understanding of working with vulnerable adults

Education

  • Bachelor Degree/Diploma in Social Science, Human Rights or other related field
  • Strong understanding of humanitarian response architecture, particularly in terms of emergency response and humanitarian protection
  • Knowledge of human rights and protection with a focus on vulnerable individuals
