Org. Setting and Reporting This position is located within the Property Management Unit (PMU) of the Mission Support Service of the United Nations Support Mission in Libya. The position is based in Tripoli, Libya (Tripoli is classified as a Hardship "E" duty station and a non-family duty station). The incumbent will be under the overall supervision of the Chief of Unit Technical Service.

On 28 October 2022, the Security Council renewed the mandate of United Nations Support Mission in Libya (UNSMIL) until 31 October 2023, through resolution 2656 (2022). The Security Council has tasked UNSMIL, as an integrated special political Mission, in full accordance with the principles of national ownership, to exercise mediation and through its good offices to: (i) further an inclusive political process and security and economic dialogue; (ii) further the continued implementation of the Libya Political Agreement; (iii) help consolidate the governance, security and economic arrangements of the Government of National Accord, including support for economic reform in collaboration with international financial institutions; (iv) help to achieve a ceasefire and, once it is agreed by the Libyan parties, provide appropriate support to its implementation; (v) support subsequent phases of the Libyan transition process, including the constitutional process and the organization of elections; (vi) coordinate and engage closely with international actors including neighboring countries and regional organizations; (vii) provide support to key Libyan institutions; (viii) support, on request, the provision of essential services and delivery of humanitarian assistance, including in response to the COVID-19 pandemic, in accordance with humanitarian principles; (ix) monitor and report abuses and violations of human rights and violations of international humanitarian law, including sexual violence in conflict, notably through the effective deployment of women and child protection advisers; (x) provide support in securing uncontrolled arms and related materiel and countering their proliferation; and (xi) co-ordinate international assistance, and provision of advice and assistance to Government-led efforts to stabilize post-conflict zones, including those liberated from Da'esh. The Security Council, through resolution 2570 (2021), tasked UNSMIL to provide support to the Libyan- led and Libyan-owned ceasefire monitoring mechanism including through the facilitation of confidence-building measures and the scalable and incremental deployment of UNSMIL ceasefire monitors.

Responsibilities - Plans the property management support operations, monitors progress through statistical analysis of database records and monthly progress reports for the Unit; - Monitors ongoing operations of the Unit, undertaking regular site visits of field mission offices and carries out physical inspections and verification of UN property; - Liaises with the Self Accounting Units, Procurement Section and Movement Control Section at the mission on matter related to Inventory Control, Receiving and Inspection as well as Disposal activities of UN Property; - Plans and supervises proper disposal of hazardous waste, of written-off property and of some commodities representing a risk to the environment, in order to avoid any pollution or contamination; - Responsible for the maintenance of accurate and auditable records, in both hard and electronic format, for accountability of UN Property at the mission in conformance with Administrative Instructions, the guidelines of the Logistic Division of the Department of Operational Support and mission Property Management standard operating procedures; - Ensures proper utilization and enhancement, as required, of the established business intelligence and management tools to monitor and evaluate the overall progresses of the Mission’s property management; - Monitors the Umoja Inventory Management database, ensuring anomalies are identified in Discrepancy Reports and addressed immediately; - Prepares periodic performance reports in line with the Logistic Division quarterly reporting regime, review and ensure accuracy of data; - Prepares accurate and auditable statistical reports for management in missions and the Logistic Division of the Department of Operational Support and drafts correspondence, as required; - Drafts Standard Operating Procedures (SOP) and flow charts relating to all aspects of Property Management activities within the context of the overall mandate of the Unit, including terms of reference and job descriptions for the Staff in the Unit; - Identifies issues and implements solutions to problematic areas related to Property Management; - Ensures proper maintenance of the fixed assets register by recording information related to fixed assets, ensures accuracy and integrity of property records; - Ensures accurate tracking of existing fixed assets, implements and monitors the periodic physical verification process; - Prepares and verifies periodic IPSAS financial reports on Property, Plant & Equipment and Inventory (year-end reports, monthly reports), ensures timely submission as per the Logistic Division Guidelines. - Performs other duties as required

Education High School Diploma is required.

Job - Specific Qualification Training in Business Intelligence (BI) is required.

Work Experience A minimum of ten (10) years of progressively responsible professional and supervisory level experience in the area of property management, inventory control, logistics management or related field is required. The minimum years of relevant experience is reduced to 5 years for the candidates who possess a first university degree.

Experience with United Nations-system financial and property management policies and practices, as well as financial regulations and rules are desirable.

Experience in IPSAS Accounting and United Nations Financial Regulations and Rules (FRR) is desirable.

Experience with MRP (Materials Requirements Planning) and/or ERP (Enterprise resource planning), e.g. SAP ECC (ERP Central Component) or SRM (Supplier Relationship Management) or similar in support of scheduling, procurement, and/or logistics processes is desirable.

Experience in providing logistics and supply chain services in a conflict or post conflict environment is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position advertised, fluency in English is required.
