Org. Setting and Reporting This position is located in the Supply Chain Performance Management Unit of the United Nations Interim Security Force for Abyei (UNISFA), duty station Abyei. The incumbent will report directly to the Chief Supply Chain Management or their designate.

Responsibilities Within delegated authority, the Property Management Officer will be responsible for the following duties:

  • Provide advice to the Chief of the Section on all matters related to the policy and procedures governing the management of the United Nations Property;
  • Contribute to the development of mission-specific standing operating procedures (SOPs) and other guideline materials based on the United Nations Financial Regulations and Rules, Property Management Manual, IPSAS Policy Framework, Directive on Property management and specific guidelines and SOPs from DOS and DMSPC;
  • Acts as the focal point for the Mission’s property management issues pertaining to control and reporting on assets.
  • Ensure accountability and proper tracking mechanisms to conform to the organizational standards and goals;
  • Analyze and monitor the effectiveness of execution of asset control procedures in the field mission;
  • Lead the implementation of the annual UN property verification programme;
  • Monitor implementation of the key management actions an meeting the organizational targets in the discipline of property management;
  • Identify and implement solutions to problematic areas of the asset control process; ensure that an effective support organization for the inventory management system and internal controls for UN property is sustained;
  • Act as focal point in Umoja in the area of property, asset management and Supply Chain end to end process ;
  • Ensure that the outputs produced by PMU (such as Property Management Performance Reports, IPSAS Financial Reports on P&E and Inventory) maintain high-quality standards and are clear and based on objective data to ensure compliance with UN standards and goals;
  • Oversee activities related to reviewing and updating fixed assets register for additions and disposals, accumulate depreciation; closing out accounts at year-end and supporting reconciliation of accounting balance of fixed assets;
  • Preparing audit schedules related to fixed assets, preparing financial statements and footnotes, and responding/implementing, as appropriate, in a timely manner auditors queries and/or recommendations; ensure that activities related to maintaining fixed asset register including data entry or import of assets into the fixed asset register and review of supporting documentation are conducted timely and accurately;
  • Ensure accuracy and completeness of fixed asset records including reconciliation of discrepancies; undertake analysis for fixed assets on a regular basis and oversee the proper maintenance of financial records in accordance with IPSAS Policy Framework and related policies and procedures.
  • Exercise managerial and supervisory control over the execution of functions carried out by the Performance Management Unit; develop work plans of the Unit to ensure that Unit’s goals are met and continuous improvements and efficiencies in the usage of property and materials within the mission are sustained; assess requirements for training of staff, prepare inputs for the Mission’s budget, evaluate staff performance.

Education Advanced University degree (Master’s Degree or equivalent) in business administration, supply chain management, logistics management or related field. A first level university degree with 2 additional years of experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification Supply Chain Certification (SCOR-P) is required.

Certified Supply Chain Professional (CSCP) is required.

Prince2 (foundation and practitioner) certifications are desirable

Work Experience A minimum of 7 years of progressively responsible experience in property management, asset management, and property control is required.

Experience gained in a peacekeeping/field operation is required.

Experience in ERP (Enterprise Resource Planning), reporting and data gathering, and analysis is required.

Experience in supply chain end to end process analysis is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written ) is required.
