Org. Setting and Reporting This position is located in the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA), duty station Bangui. Applicants will be expected to serve in a hardship duty station with difficult working and living conditions. The Property Management Assistant at this level will be required to efficiently and effectively assists the Supply Chain Performance Management Unit Chief on management, monitoring and reporting of all property management support operations of the field mission. The incumbent reports to the Chief Performance Management Unit within the Supply Chain Section in MINUSCA.

Responsibilities Within limits of assigned authority, the Property Management Assistant may be responsible for the following duties:

•Assists the Supervisor with planning of the property management operations, monitor progress through statistical analysis of database records and monthly progress reports for the Unit; monitors ongoing operations of the Unit, undertaking regular site visits of field mission offices and carry out physical inspections and verification of UN property; •Implements the ongoing operations of the Unit, undertaking regular site visits of field mission offices and carries out physical inspections and verification of UN property; •Liaises with the Technical Units, Procurement, Acquisition Management Unit, Movement Control Unit and Centralized Warehouse at the mission on matter related to Codification, Inventory Control, Receiving and Inspection as well as Write-Off and Disposal activities of UN property; ensures that property management activities are in compliance with UN Environment and Waste Management policies; •Responsible for the maintenance of accurate and auditable records, in both hard and electronic format, for accountability of UN property at mission in conformance with Administrative Instructions, DOS and DMSPC directives and guidelines and mission Property Management standard operating procedures; •Assists in the utilization and enhancement of the established business intelligence, reporting and management tools to monitor and evaluate the overall progresses of the Mission’s performance in property management and supply chain processes; •Monitors and reviews the Umoja Property and Inventory Management database ensuring that anomalies and discrepancies are identified and addressed immediately to the related mission Units for reconciliation; ensure that the Umoja records are up to date and in compliance with the Property Management business processes through the entire UN Property life cycle (from initial codification to the write-off and disposal of the UN property); •Prepares periodic performance reports in line with the DOS and DMSPC reporting regime, review and ensure accuracy of data; prepares accurate and auditable statistical reports for management in missions and DOS and DMSPC and draft correspondence; •Assists the Supervisor in compilation and drafting the Standard Operating Procedures (SOP) and flow charts relating to all aspects of Property and Inventory Management activities within the context of the overall mandate of the Unit, including terms of reference and job descriptions for the Staff in the Unit; •Identifies issues and implement solutions to problematic areas related to Property and Inventory Management; designs mitigation and corrective actions to avoid impacts of wrong practices in Property and Inventory Management processes within the mission; •Assists with the maintenance of the fixed assets register by recording information related to fixed assets, ensure accuracy and integrity of property records; ensures accurate tracking of existing fixed assets, implement and monitor the periodic physical verification process; •Assists with the preparation and verification of periodic IPSAS financial reports on PP&E and Inventory (year-end reports), ensure timely submission as per the DOS and DMSPC guidelines; •Assists the Supervisor on all the matters related to policy and procedures governing the management of the United Nations Property based on the United Nations Financial Regulations and Rules, Property Management Manual, IPSAS Policy Framework, DOS and DMSPC directives and best practices on Property and Performance Management; •Acts as Umoja focal point in the area of logistics, property and inventory management; •Perform other duties, as required.

Education High school diploma or equivalent is required. General training in property/inventory/supply management, is highly desirable.

Work Experience A minimum of 8 years of experience in the field of property management, inventory control, logistics management or related field is required. Relevant experience working in a United Nations common system field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) - or similar international organization is required. Hands-on experience on Enterprise Resource Planning (ERP) systems is required. Relevant experience in database administration, reporting design and data analysis is desirable.

Languages English and French are the working languages of the UN Secretariat. For this post, fluency in English (both oral and written) is required; knowledge of french is desirable.
