WFP has been supporting the Government of Bangladesh since independence with programming focused on food and nutrition security as well as sustainable livelihoods.

ORGANIZATIONAL CONTEXT

Currently, WFP is working with its cooperating partners to develop innovative actions to address food and nutrition insecurity in urban poor settlements in Dhaka where the Covid-19 epidemic has had impacted livelihoods and reduced incomes of the poorest. As a pilot initiative, WFP is now aiming to link peri-urban agricultural producers to targeted urban markets where project participants may purchase nutritious and safe food, sourced from locally from small-scale farmers provided with safe food production technical support.

JOB PURPOSE

The position of Project Team Leader is a key role in the leadership, implementation and further development of the ongoing pilot project.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide leadership to the project and report regularly to the Head of Field Coordination regarding all aspects of project implementation,
  2. Lead and supervise project field staff to ensure development and adherence to work plans and the project timeframe,
  3. Ensure monitoring and evaluation actions are being undertaken as per project design, including reporting, data collection, regular review and follow up as necessary,
  4. Ensure coordination and communication between the partners of the project, designing and regularly reviewing joint work plans,
  5. Undertake regular quality assurance actions in project implementation sites,
  6. Represent WFP in oversight Project Implementation Committee (PIC) and serve as liaison to government partners as required,
  7. Draft and prepare regular reports on project implementation progress to share with stakeholders, including at donor briefings as required,
  8. Conduct lessons learning actions and share findings recommendations with partners,
  9. Review project expenditure as per agreed budget, as well as procurement and implementation plan,
  10. Establish and further develop Accountability to Affected Populations (AAP) measures including grievance and complaints mechanisms,
  11. Lead further development and improvement of the project design for scale-up within 2021,
  12. Regularly visit the field and conduct monitoring and verification,

FUNCTIONAL CAPABILITIES

Capability Name Description of the behaviour expected for the proficiency level Programme Lifecycle & Food Assistance Displays ability to identify the main hunger problem at the national or subnational level to design and implement context-specific programmes that integrate complex analysis and the full range of food assistance tools. Transfer Modalities (Food, Cash, Voucher) Demonstrates ability to analyse and consolidate quantitative and qualitative information from different sources (e.g., market studies) to inform transfer modality selection and programme development. Broad Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.) Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring. Emergency Programming Displays ability to translate understanding of programme principles in emergencies and protracted conflict situations into relevant, effective, and context specific approaches. Strategic Policy Engagement w/ Government Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.

STANDARD MINIMUM QUALIFICATIONS

Education: Minimum Masters in Development studies/Economics, Health/Nutrition, Business administration, Management, Urban planning.

Experience: At least 5 years of progressively responsible support experience including at least three years in the related field at professional level.

Languages: Fluent in spoken and written English language and Bengali.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Monthly Salary: As per UN SC Salary scale
