Organizational Setting

FAO's Human Resources Division (CSH) provides HR strategies, policies, tools, guidance and oversight to FAO clients worldwide to ensure that the Organization attracts, develops and retains a diverse, skilled and highly motivated workforce, delivering on the mandate of the Organization. Over the next years, CSH will focus on developing and implementing a people centered strategy, and positioning HR as a strategic partner contributing to the achievement of the mandate of FAO.

The Human Resources Division is composed of two main clusters: (i) the Integrated Talent Management providing advice and managing position management, recruitment, mobility, staff development and training, performance management and social security; and (ii) the HR Strategy and Policy, providing HR strategic guidance, policy and oversight.

FAO International Consultant and Call purpose

A consultant/PSA is engaged by the Organization to provide expertise, skills and/or knowledge for the performance of a specific task or piece of work, which would be short-term by nature. The assignment may involve full-time or part-time functions. The possibility of extension is subject to satisfactory performance and dependant on the availability of resources and the needs of the Organization. Home-based assignments can require travel and missions to HQ. Individuals who meet or exceed the requirements of the Call determined through an interview process will be included in the CSH divisional roster that will be used to source future vacancies within the technical requirements covered by the Call.

The purpose of this call is to identify suitable qualified and experienced consultants and/or PSA Subscribers to populate a roster for the Project Support Specialists profile.

Reporting Lines

Selected applicants will work under the overall guidance of the Senior Human Resources Officer, and under the direct/functional supervision of the Human Resources Officer, working in close collaboration with other FAO Divisions.

Tasks and responsibilities (not all-inclusive)

The consultant/PSA will contribute and provide support to the implementation of learning and performance management initiatives according to the latest trends and best practices, as well as support with communication, monitoring and reporting, and knowledge management.

Given the broad skillset and expertise required, the assigned tasks and responsibilities related to the Project Support Specialist may include one or more of the following:

Operational support

• Assist in providing operational support to internal clients with system-related actions, and process-related queries on performance management and learning initiatives; • Support with the analysis of HR data and trends using best practices. This will include working with large quantities of data to prepare reports, presentations, documents, and messages based on the analysis, as well as support with the maintenance of analysis tools/dashboards; • Support the development of HR metrics;

Leadership Development, Employee Engagement and Performance Management

• Liaise and provide guidance to internal clients/focal points/subject experts on the various ongoing initiatives; • Contribute to the design and facilitation of events, including workshops, webinars and process briefings; • Develop information products to support decision making during project progress review exercise and develop materials for advocacy, knowledge sharing, project promotion as well as for communicating results; • Prepare statistics and analytics on the use of performance management related data including appraisal compliance and rating distribution; • Assist in the ongoing configuration and administration of the performance management system; • Assist with the opening and closure of the Probationary Performance Appraisal (PPA) and Performance Evaluation and Management System (PEMS) phases and monitor participation to the processes.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University or Technical degree in Human Resources Management, Organizational Design and Development, Learning and Development, Learning Technology, Engineering, Computer Science, Informatics, or related fields. Or, another degree with directly relevant work experience. • 1 years of progressive experience in Human Resources Management-related initiatives. For PSA: Working knowledge of English. For Consultants: Working knowledge of English and limited knowledge of one of the following, French, Spanish, Arabic, Chinese, or Russian.

Selection Criteria

• Extent of demonstrated experience in project management • Proven experience in working with HR systems • Proven experience in compiling and organizing data from various sources • Experience in the usage of computers and office software packages (e.g. MS Office)

Desirable

• Working experience in UN agencies and/or other international organizations.
