The Project Officer shall coordinate the project implementation and undertake the following activities: Long Description ---------------- - Design and manage the project implementation plan to achieve the project’s outcomes, including rationale, methodology, budget, monitoring based on the logical framework. - Coordinate, with relevant STI national stakeholders in the selected countries, notably the ministries in charge of STI, the planning, implementation and monitoring of the project activities, in close collaboration with UNESCO Regional and national Offices, National Commissions for UNESCO, as well as international and national experts that may be involved in the project implementation. Long Description ---------------- - Lead the work of the intersectoral implementation team, under the supervision of the Director of the Science Policy and Capacity Building Division, with the guidance of the Chief of the Science Policy and Partnerships Section, and in dialogue with the Director of Partnerships and Programmes in the Social and Human Sciences Sector, including operational supervision of staff assigned to the project and of consultants engaged to contribute to it. - Supervise the drafting of technical documents as substantive outputs of the project, notably the drafting of concept notes, technical reports and materials and any other technical output necessary for the successful achievement of the project’s outcomes, and undertake such drafting as required. - Draft terms of reference and concept notes for national working teams, experts, national consultations, undertaking technical field missions and/or on-line participation in meetings, and collecting and analyzing of STI policy information. - Communication and outreach for the project, including drafting of the communications strategy and preparation of communication materials (website, webnews, leaflets, publications, news articles, social media coverage, videos etc). - Develop partnerships with regional and national development actors working in STI policy in Africa (i.e. UN country teams, African Union, AU-STRC, AUDA, RECs, AOSTI etc.) in view of building synergies and joint actions in STI policy. **COMPETENCIES (Core / Managerial)** ------------------------------------ Communication (C) Accountability (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) Building partnerships (M) Leading and empowering others (M) Making quality decisions (M) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- ***Education*** - Advanced university degree (Master's or equivalent) in the field of Basic and Engineering Science and or Science,Technology and Innovation (STI) policies systems and/or other relevant fields. ***Work Experience*** - Minimum of seven (7) years of relevant experience in project management and strategic relations in the field of science policies of which at least two (2) years acquired at the international level, ideally in Africa. - Proven experience in project/programme coordination and management at international and/or regional level. ***Skills and competencies*** - Good analytical, coordination and project management skills in Science, Technology and Innovation. - Ability to carry out quality research and produce knowledge products. - Ability to communicate and negotiate effectively and persuasively with various stakeholders, within and outside the organization. - Excellent written and oral communication skills. ***Languages*** - Excellent knowledge (written and spoken) of English and good knowledge of French. **DESIRABLE QUALIFICATIONS** ---------------------------- ***Education*** - Specialized training courses or workshops on fields related to data for analysis of STI landscapes or evaluation of innovation policies. ***Work Experience*** - Relevant professional experience and/or familiarity with the functioning of the United Nations system or within an international organization. ***Skills and competencies*** - Knowledge of UNESCO methodologies for analysis of STI policies and policy instruments. - Knowledge of participatory assessment processes using qualitative and quantitative data. - Knowledge of ERP systems. ***Languages*** - Knowledge of other official UNESCO languages (Arabic, Chinese, Russian or Spanish). **BENEFITS AND ENTITLEMENTS** ----------------------------- UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc. For more information in benefits and entitlements, please consult [ICSC website.](https://icsc.un.org/) **SELECTION AND RECRUITMENT PROCESS** ------------------------------------- Please note that all candidates must complete an on-line application and provide complete and accurate information.
