**OVERVIEW** ------------ Parent Sector : Field Office Duty Station: Montevideo Classification of duty station: \[\[filter12\]\] Standard Duration of Assignement : \[\[filter13\]\] Job Family: Communication and Information Type of contract : Non Staff Level : Duration of contract : 1 year Recruitment open to : External candidates Application Deadline (Midnight Paris Time) : 31-JUL-2022 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- The National Project Officer will support the UNESCO Latin America and the Caribbean Regional Adviser for Communication and Information (CI), based in Montevideo Office, and will be responsible to ensure the efficient and qualitative implementation of the overall UNESCO Regional CI Programme. Under the supervision of the CI Regional Advisor, the incumbent will perform the tasks as follows: 1. Coordinate with autonomy a variety of projects in the field of freedom of expression, access to Information and safety of journalists. 2. Assist in the organization of the work of the Memory of the World Programme in the Latin American and the Caribbean region, including the development of an observatory of documentary heritage in danger. 3. Develop project proposals for potential funders. 4. Prepare and participate in events, seminars and other events; draft of talking points, draft programmes, identification of speakers, etc. 5. Prepare briefings and reports for senior staff as well as results reports on an annual basis; organize an effective M&E system that feeds into different reporting levels. 6. Draft news articles on achievements on a regular basis and keep the dedicated CI website up to date. **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) **REQUIRED QUALIFICATIONS** --------------------------- **Education** **•** Advanced University degree (Masters or higher) in journalism, communication, or related fields. **Work Experience** **•** Minimum five years of experience relevant to the position. **Languages** Excellent command of Spanish and English. **Knowledge, skills, and competencies** **Requirements** - Proven experience working in a regional or international organization, agency or foundation in the field of freedom of expression, digital rights, human rights or related areas. - In-depth knowledge of major issues at stake in the fields of freedom of expression, access to Information, digital rights, and safety of journalists, including legislation frameworks, case law and international standards. - In-depth knowledge of Results-Based-Management and formulation of theory of change for projects and interventions in the field of freedom of expression, access to Information and safety of journalists. - Good knowledge of the UN system and of UNESCO’s CI mandate. - Good knowledge in project implementation and/or project management. • Strong oral and written communication skills; capacity to write clear prose. - Ability to work with and in multicultural teams. • Ability to work under pressure and tight deadlines. • Ability to be proactive and work independently. **BENEFITS AND ENTITLEMENTS** ----------------------------- Only Nationals of Uruguay or persons with permission to work in Uruguay may apply for this position, which is full-time. Remuneration will be 120.000 Uruguayan Peso per month and invoice must be presented.
