Political instability, conflicts, climate change, the refugee and economic crises, and – more recently – the COVID-19 pandemic, have hit hard Arab countries and most particularly vulnerable communities, women and young people. The education sector has been particularly touched by regional challenges, and some countries are still struggling in ensuring access to education, especially for the most vulnerable, and its quality. Nevertheless, a stronger and more efficient education system is instrumental to mitigating country-level, regional and global challenges and contributing to prosperity and peace. UNESCO is the United Nations agency responsible for Education at a global level. The UNESCO Regional Bureau for Education in Arab States, located in Beirut (UNESCO-Beirut), supports Member States in the Arab Region in advancing Sustainable Development Goal 4 on Quality Education. As part of these efforts, UNESCO-Beirut particularly supports countries in crisis through activities related to Education in Emergencies. This consists, notably, in supporting Ministries of Education, teachers and learners, in areas such as access and quality of education; catching up on the needed skills to succeed in education, work and life; education planning; education data management and information (EMIS); making education transformative by focusing on SDG Target 4.7. In addition, UNESCO-Beirut serves as Co-Chair of the Yemen Local Education Group (LEG) and Development Partners Group (DPG), and as Coordinating Agency for the Global Partnership for Education (GPE) in the country. **PURPOSE** ----------- UNESCO-Beirut is looking for a Project Officer to support UNESCO’s efforts to advance Education in Emergencies in the Arab region, and its education sector coordination role in Yemen. **DUTIES** ---------- Under the overall authority of the Director of the UNESCO Regional Bureau for Education in the Arab States, and the direct supervision of the Programme Specialist in charge of Education in Emergencies, the Service Contract staff will coordinate planning and implementation of projects in Education in Emergencies, with a focus on, but not limited to, Yemen. Specifically, s/he will undertake the following tasks and responsibilities: **• Project Management:** o Provide overall and day to day coordination and follow up for the implementation, monitoring, and reporting of extrabudgetary projects in Education in Emergencies, notably related to education policy and planning, education management information systems (EMIS) and alternative learning; o Regularly update project implementation plans (objectives, targets reached and progress rates, timeline and detailed implementation schedules, etc.); o Follow up to ensure timely implementation and efficient performance of vendors and sub-contractors; o Review, archive, and keep record of all communications and documentation related to the project. **• Monitoring and Reporting:** o Track the progress of the assigned projects and prepare periodic progress reports, including technical and financial progress reports, and briefing/progress reports to donors. Reports should show ongoing progress and results on agreed-upon targets and expenditures over time; o Contribute to preparing semi-annual reports and final narrative reports, highlighting achievements, results, challenges faced, lessons learnt, and recommendations for future action or intervention. **• Communication and Coordination:** o Support UNESCO’s coordination roles in Yemen according to GPE rules and the LEG/DPG Terms of Reference, which include, among other, preparing documents, coordinating, organizing LEG/DPG meetings and writing minutes; o Maintain continuous and regular communication with implementing partners (such as contractors, consultants, partner NGOs, etc.) throughout the projects’ life cycle; o Follow up with the communication officer and other relevant colleagues on the implementation of the communication plans of the assigned projects; o Ensure that visibility requirements and guidelines of UNESCO, donors and project partners are respected and followed in events and in written, audio-visual, or any other materials; o Coordinate and support the organization of visibility events and activities related to the projects, including coordination with different stakeholders, event logistics, preparation of visibility materials, etc.; o Maintain an online and offline record of all documents and materials related to the projects. **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **DURATION** ------------ 1 year with possibility of extension, subject to satisfactory performance. **REQUIRED QUALIFICATIONS** --------------------------- Education • Advanced university degree (Master’s or equivalent) in social sciences, education, education planning, international relations, political science or other related fields. Work experience • A minimum of 4 years of progressively responsible and relevant professional experience in the field of education; • Professional experience in project management, coordination or related area; • Field experience in supporting public education and/or education in emergencies. Skills and competencies • Holistic understanding of sector-wide education development in the Arab region; • Solid understanding of the Arab region from political and socio-economic perspectives; • Proven ability to work effectively in a team and establish/maintain effective working relations in a multicultural environment, with sensitivity, high sense of confidentiality and respect for diversity; • Excellent coordination, networking, partnership building and interpersonal skills; • Excellent organizational ability to manage priorities; • Excellent written and oral communication skills. Languages • Excellent knowledge (written and spoken) of English and Arabic. **DESIRABLE QUALIFICATIONS** ---------------------------- Work experience • Experience in programme planning, monitoring and evaluation in the context of the United Nations; • Experience in GPE or similar coordination mechanisms and programmes.
