Context** The international community has set an ambitious 2030 Agenda for Sustainable Development. Education and training are central to the achievement of the 2030 Agenda, which calls for an integrated approach to development. The vision of the Incheon Declaration about Education 2030 is fully captured by Sustainable Development Goal 4 (SDG4) “Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all”. Education 2030 devotes considerable attention to technical and vocational skills development specifically in regard to access to affordable quality Technical and Vocational Education and Training (TVET); acquisition of technical and vocational skills for employment, decent work and entrepreneurship; elimination of gender disparity and ensuring access for the vulnerable as well as SDG 8 “Promote inclusive and sustainable economic growth, employment and decent work for all”. In response to SDG4 and its TVET-related targets, UNESCO launched in 2016 its new strategy for TVET (2016-2021), identifying three priority areas: (1) fostering youth employment and entrepreneurship; (2) promoting equity and gender equality; and (3) facilitating the transition to green economies and sustainable societies. Long Description ---------------- **B. The CapEd Project** The Capacity Development for Education Programme (CapED programme), active since 2003 and funded by the governments of Finland, France, Iceland, Norway, Sweden and by Dubai Cares, is one of UNESCO’s key operational responses to assist countries as they develop and implement national plans to deliver on SDG4 commitments. Utilizing a tried and tested approach to capacity development, CapED aims in the long term to help countries (i) effectively create lifelong learning systems and increase learning opportunities for all; (ii) increase the number of youth and adults who achieve literacy and numeracy and have the relevant skills for employment, decent work and entrepreneurship; and (iii) increase the supply of qualified teachers in countries facing the most severe education challenges. The Programme puts special focus on gender equality and the empowerment of girls and women across all areas of intervention. In particular, CapED’s thematic focus area “Fostering Skills for Life and Work” is aligned with SDG4 (targets 4.3, 4.4, 4.5, 4.6 and 4.7) and contributes to the implementation of UNESCO’s TVET Strategy. In the framework of the 2016-2021 programmatic cycle, policy and institutional capacity development support is being provided in Afghanistan, Benin, Liberia, Madagascar, South Sudan, Sudan, and Togo. Activities include support to inclusive TVET policy development and operational planning and related governance mechanisms, increased monitoring and evaluation tools to assess skills development needs, development of national qualification frameworks and support to quality skills development in TVET institutions adapted to various skills needs. Long Description ---------------- **C. Main duties and responsibilities** Under the overall authority of the Assistant Director-General for Education, overall guidance of the Director of the Division for Policies and Lifelong Learning Systems (ED/PLS), the immediate supervision of the Chief of Section for Youth, Literacy and Skills Development (ED/PLS/YLS), and in close collaboration with the CapED Team, the incumbent will act as the focal point for the overall coordination and technical assistance of CapED country programmes within ED/PLS/YLS.
