OBJECTIVES OF THE PROGRAMME

The mission of WHO's UHC/Healthier Populations Division is to contribute to reducing health inequalities and reducing preventable disease and injury caused by environmental, social and economic determinants of health. This is achieved through a coordinated inter-sectoral approach aimed at enabling all people to enjoy better health and well-being, in line with the Organization's 13thGeneral Programme of Work (GPW13) and the Sustainable Development Goals. The role of the Department for Environment, Climate Change and Health (ECH) within the overall work of WHO is to promote a healthier environment, intensify primary prevention and to influence public policies in all sectors to address the root causes of environmental threats to health. ECH develops and promotes preventive policies and interventions based on an understanding and an in-depth scientific analysis of the evidence base for environmental determinants of human health.The Air Quality and Health (AQH) Unit provides technical support to WHO's Member States in the development of normative guidance and tools and provision of authoritative advice on health issues related to air pollution and its sources. Monitoring and reporting on global trends and changes in health outcomes associated with actions taken to address air pollution at the local, national, regional and global levels is an additional key facet of this. In this context, AQH promotes interventions andinitiatives for healthy sectoral policies (including energy, transport, housing and development), addressing key risks to health from air pollution indoors andoutdoors, and contributing to achieving health co-benefits from climate change mitigation policies.

DESCRIPTION OF DUTIES

  1. Support global and site-specific air quality and health project budgets and workplan implementation.
  2. Liaise and support project activities with implementing partners and WHO country offices.
  3. Act as a focal point for the gathering, recording and reporting of project information including assisting with preparation of technical documents and reports; providing technical input to WHO Regional and Country Office staff, as well as to external implementing partners, as required.
  4. Monitor project activities and expenses against specific project workplans and budgets and provide monthly updates on progress and results, ensuring proper use of designated funds to achieve results as per defined indicators; underpin compliance with project management principles.
  5. Support financial planning and management of the Unit's projects and activities, in cooperation with the department or unit financial programme officer, following AQH Unit's biannual workplan and liaise with other units in the department of Environment Climate change and Health, to ensure robust intra-departmental work collaborations.
  6. Assist with the creation and monitoring of tools and provide briefings on critical performance measures necessary to maintain delivery targets.
  7. Support the preparation of narrative and financial donor reports on the progress of projects, as requiredby the terms of associated donor agreements.
  8. Assist with the preparation of concept notes and project proposals for ongoing resource mobilization activities in AQH unit.
  9. Support partnerships and collaborations with other technical departments across HQ, Regional and Country Offices, national counterparts, and donor and development partners (UN and bilateral), as appropriate.
  10. Support other general project management duties, as required including meeting preparation, travel as required etc.
  11. Main achievements include provision of general project management support, support coordination of AQH Unit activity workplan, support evaluation of technical progress, assist preparation of project materials and reports, support AQH professional and general service staff on project priorities and activities and ensure general efficacy and timeliness of AQH work activities.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in one of the health -natural or social sciences, with an emphasis in international development. Desirable: An advanced degree in business administration or international relations would be an asset.

Experience

Essential: Minimum of two years international professional experience supporting project management in the fields of public health and/or international development. Desirable: Field experience and/or work experience within the UN system would be an asset.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 49,254 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3353 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
