Access to essential products for children and their families is an overarching goal for the work of UNICEF Supply Division. As one of the largest United Nations procurement agencies, UNICEF is uniquely positioned to leverage its reach, supply expertise and purchasing power to support governments across 150 countries to deliver results for children.

Procurement centres are responsible for the supply operation, including strategic market intelligence, forecasting, procurement, delivery, innovation and analysis of product groups and procurement strategies. The contracting function leads in expertise on the supply landscape, markets, value for money and interaction with global partners to increase access and sustainable supply which can be accessed by government buyers. The incumbent provides support to global enabling strategies as well as optimization projects and is responsible for technical assistance and knowledge management, including knowledge sharing via communication pieces on key products/markets and publication of information.

The position is located with the Immunization Technology Centre (ITC) in Supply Division. Through applied technical, contractual and operational expertise, ITC supports countries and works with partners to develop and roll out global immunization technology strategies including related to injection devices, cold chain and health / community centre electrification/solarization.

How can you make a difference?

Under the general guidance of the Chief ITC, the candidate will develop and execute programme and supply strategies for community electrification/solarization in close collaboration with internal and external partners, manages and evaluate projects ensuring an uninterrupted, sustainable supply of affordable, quality solarization solutions and execute procurements in accordance with the UNICEF Rules and Regulations for a segment of products. Operationalizing global strategies, focus is on securing systematic solarization guidance to countries either through procurement of goods and services or through normative guidance in collaboration with PD and relevant SD units.

Key functions and responsibilities

1. Networking and Partnership for Global Strategies

  • Engage with relevant external partners (Health, WASH, Education, CERP) to develop UNICEF global solarization strategy and ensure that the supply components of the strategy is prioritized and built on synergies with partners and based on the country experiences and needs.
  • Work closely with PD and ensure partners are actively engaged to build on respective strengths of the different partners in a way that can maximize the impact of UNICEF’s supply contribution.
  • In collaboration with PD, identify opportunities for funds mobilization to support solarization implementation at scale and develop grant proposals to obtain donor support, including support for proposals prepared by regional and country offices.

2. Technical guidance and operationalization of strategies

  • Lead development and formulation of procurement strategies including through global partnerships and mobilization of industry consultations.
  • Work with the Programme Division, WHO, extended iSC2 partners as well as internal SD Centres (Contracting and WASH) to align with, develop, review and update tools and normative guidance on solarization policies, procedures and systems with a specific focus on sustainable equipment management.
  • Work with technical staff and technical agencies to ensure appropriate specifications as part of the ongoing procurement as well as related to Target Product Profiles in the supply and procurement strategies and the subsequent procurement set up.
  • Provide advice/guidance to requisitioning CO/RO concerning contractual conditions and supplier appraisals for purchasing of products/services. Particularly in the context of the CCEOP, provides stewardship and ensures good project management for a set of focus countries including to ensure that the different process steps are completed and that different bottlenecks are foreseen and removed.

3. Management

  • Responsible for leading a smaller group of professionals and support staff. Establishes work plans and priorities, monitor achievements, and evaluates performance of staff. As part of this portfolio:
    • Manage issuance of global tenders and procurement of materials including proposal of supply strategy and method of purchase; LTA’s, Regional Procurement, Direct Order, LPA etc.
    • Monitor fulfilment of procurement strategy targets and market shaping objectives including through forecast and LTA management.
    • Ensure all procurement activities are in compliance with the UNICEF Financial Rules and Regulations, SD Manual, and all other applicable procurement procedures.
    • In partnership with QA Centre, Technical staff, and Warehouse & Logistics Centre, evaluate suppliers with respect to delivery performance, product acceptability and commercial acceptability.

To qualify as an advocate for every child you will have…

Required:

  • A completed Advanced University Degree (Master’s Degree) in business administration, Commerce or law or technical field required.
  • Minimum eight (eight) years of relevant and progressively responsible professional experience including at least three at the international level is required.
  • Experience in commercial activities with the public or private sector in developing and industrialized countries is required.
  • Experience in analytical work and negotiations is required.
  • Experience in project management is required
  • Experience and ability to manage and monitor the effective use of financial and material resources is required.
  • Experience supervising and directing a team of support staff is required.
  • Knowledge of worldwide procurement, contract negotiations and administration is required.
  • Experience with solarization projects and global programme management is a strong advantage.
  • Fluency in English

Desired:

  • Proficiency in other UN language would be beneficial.
