OBJECTIVES OF THE PROGRAMME

The World Health Organization (WHO) Country Office in South Sudan has embarked on the implementation of the global WHO 13th General Program of Work 2019-2023 (GPW13) strategic framework in collaboration and partnership with Ministry of Health and partners to contribute to achieving the triple billion goal. In February 2020, WHO secured catalytic funding to provide intensified Primary Health Care support to MOH and partners to implement robust PHC strategies and functions with a focus on vulnerable communities in up to 10 counties for one year. The project combines health systems strengthening, service delivery and emergency preparedness and response priorities in line with the Health Sector Recovery and Rehabilitation Plan of South Sudan. The project will build on ongoing efforts towards attainment of Universal Health Coverage (SDG target3.8) and other Sustainable Development Goal 3 targets (3.1,3.2, 3.3, 3.4 and 3.7) among others.

DESCRIPTION OF DUTIES

⦁Review and finalize the detailed project implementation plan with clear, monitoring and evaluation framework with performance indicators, timeline and budget, ⦁Develop and implement a project implementation strategy with MoH, subnational health authorities and partners, and provide perspective, advice and guidance on activities related to the PHC/HSS/WHE/SRHR.⦁Provide technical and strategic guidance on PHC in FCV to the WHO Representative and the country team⦁Coordinate with the WCO and ensure effective organization, management and implementation of the PHC supported activities and plans at the Country Office.⦁Coordinate with MoH and relevant partners responsible for implementing PHC activities; provide technical guidance and support to states for development and implementation of appropriate work plans supported by the PHC funds⦁Oversee and manage the mechanisms, activities, to ensure effective coordination, planning, implementation, monitoring and reporting across all clusters of the country office including SRHR⦁Monitor technical and financial progress with implementation of PHC project against project indicators and prepare timely, technical and financial progress reports ⦁Develop and maintain strategic partnerships with the various counterparts and partners to ensure effective coordination and synchronization of the project activities⦁Manage, supervise, coordinate, coach and mentor project staff represent the organization in meetings and conferences, when required to discuss the PHC project.⦁Work with the Resource Mobilization Officer to explore opportunities for mobilization of additional resources for the project⦁Work with the Communication Officer to ensure adequate visibility and advocacy for the project⦁Perform other related duties as directed by the WHO Representative

REQUIRED QUALIFICATIONS

Education

Essential: University degree in medicine or related field with masters' degree in public health or health policy, planning and financing Desirable: Training in project management, communicable disease programme management, communication skills or international relations

Experience

Essential: ⦁A minimum of seven (7) years' experience in the management of public health and development health programs at national and international levels, including considerable experience in working in fragile, conflicted and vulnerable countries.⦁Hands on experience in developing and/or managing multi-sector partnership PHC programmes⦁Demonstrated experience in working on bridging the humanitarian/development nexus⦁Demonstrated and extensive experience in RMNCAH/SRHR programming in developing and/or fragile contexts Desirable: Experience in the UN system or any international NGOs

Skills

⦁Knowledge and skills in managing public health programmes, complemented by experience Very good oral and written communication skills with the ability to write strategic documents such as policy briefs and scientific documents such as manuscripts for peer reviewed Journals⦁Knowledge and skills in project management (finances, budgets and staff) and clear proof of responsibility for management of work plan activities.⦁Demonstrated effectiveness in networking and building sustained partnerships and working with others in similar settings/context.⦁Capacity to work on cross-sectoral projects.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 73,516 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3768 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
