Duties and Responsibilities Under the leadership of the Department of Management, Strategy, Policy and Compliance, the Office of Human Resources (OHR), and in consultation with the Capacity Development and Operational Training Service (CDOTS), a UN Secretariat-wide learning needs analysis (LNA) will be conducted in March – July 2022 to identify key learning priorities for the next biennium in line with the 2021-2025 Learning Strategy.

The focus of this LNA is to provide intelligence on cross-cutting needs that support the execution of the overall mandate and align OHR’s efforts to make more strategic and coordinated use of resources for delivering learning. In particular, it will allow to align the Organization’s human resources development capacity to empower UN staff to address key challenges in pursuit of the 2030 Agenda, the UN 2.0 transformation outlined in Our Common Agenda and the implementation of the UN Values and Behaviors Framework, as well as to prepare for the needs of the Future of Work.

The objectives of the global LNA are to:

  • Expose common, cross-cutting learning requirements within the UN Secretariat to support the priority capabilities identified by Our Common Agenda and the Strategic Workforce Planning process to prepare for the Future of Work.
  • Identify how Centrally Coordinated Programmes of learning can address staff development to support mandate delivery and ensure staff’s alignment to Values and Behaviors Framework.
  • Anticipate learning needs for issues that might not currently exist but are likely to be needed due to impending change.
  • Inform the basis of the Global Learning Catalogue for the 2023-2024 biennium.
  • Use identified learning needs of the Organization as basis for Budget Management decisions and advocacy for new learning budget funding.

OHR is seeking a consultant to support the project management and roll out on the Learning Needs Assessment in the following capacities:

1. Design a plan and methodology to collect information and data on learning needs and priorities based on the UN 2.0 and Strategic Workforce Planning process, mandate delivery and Values and Behaviors Framework implementation, including but not limited to, gathering learning needs data from Learning Community of Practice and existing Learning Management Systems. 2. Update the SOP for future actualizations of the LNA 3. Supervise and train interns as needed to support the process. 4. Analysis of data gathered to identify learning gaps and trends. 5. Define contents of Global Learning Catalogue for the 2023-2024 biennium 6. Design a reporting tool to allow monitoring of LNA implementation in connection to funding resources 7. Report writing highlighting the identified learning needs and priorities based on the analysis of collected learning data and information.

Qualifications/special skills Academic Qualifications: An advanced university degree (Master’s degree or equivalent) in the fields of adult learning, learning technologies or related field.

Experience: - A minimum of 5-year experience in data collection, learning design and evaluation methodology is required. - Experience in conducting data driven Learning Needs Analysis is required. - Experience in designing data gathering systems is required. - Experience in using Business Intelligence software to analyse data is required. - Experience with drafting formal documents is required. - Experience in using data from a learning management system is desirable.

Skills - Excellent planning and organizing skills are required.

Language: English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required.
