Organizational Setting

The Department of Nuclear Sciences and Applications implements the IAEA’s Major Programme 2, “Nuclear Techniques for Development and Environmental Protection”. This Major Programme comprises individual programmes on food and agriculture, human health, water resources, environment and radiation technologies. These programmes are supported by laboratories in Seibersdorf, Monaco and Vienna. The Major Programme’s objective is to enhance the capacity of Member States to meet basic human needs and to assess and manage the marine and terrestrial environments through the use of nuclear and isotopic techniques in sustainable development programmes.

Main Purpose

Reporting to the Laboratory Coordinator-NA/Project Executive for Major Capital Projects in Seibersdorf, the Project Manager coordinates a professional team responsible for planning, coordinating, delivering and administering the implementation of the ReNuAL (Renovation of the Nuclear Applications Laboratories) project, and other related capital projects in Seibersdorf. She/he coordinates a project management group (PMG) that oversees the detailed planning, engineering, contracting and construction needed to complete all deliverables established in accordance with the respective projects’ objectives and scope. In this function, the Project Manager engages closely with all main stakeholders and beneficiaries of the respective projects that the PMG is responsible for implementing. The Project Manager further works together with other IAEA groups related to implementation as required, including the within the Division of General Services, in particular the Seibersdorf Laboratories Services Section (SLSS), the Division of Budget and Finance, the Office of Procurement Services, the Office of Legal Affairs, the Radiation Safety and Nuclear Security Regulator and other groups as needed.

Role

The Project Manager is: (1) a leader and manager, providing guidance and managerial support to the group, and planning resources in a timely manner with a view to achieving efficient and effective results; (2) a substantive expert, leveraging knowledge and experience in the field of project management, architectural planning and design, engineering, construction, procurement, budget and financing, and facility operations; (3) an adviser on matters of policy, strategy, and complex cases.

Functions / Key Results Expected

Ensuring strategic integration of the outputs: leading the collaborative planning of the project management group ’s work programme; identifying and encouraging linkages with other related work groups establishing concrete objectives, milestones and performance indicators.

Leading and managing an innovative and effective team of professionals and staff, promoting internal and external collaboration, and ensuring, the timely delivery on work assignments.

Providing leadership and structure: developing and implementing the annual work and budgetary plans in line with the IAEA's programme and budget during planning, design, contracting and implementation as well as meeting reporting requirements as established in respective project documents and project boards.

Ensuring the timely implementation of the construction design, construction and budget plans, change management, quality plans and reviews, and risk logs, and in compliance with the Austrian technical specifications.

Ensuring that projects are completed on schedule, budgets are adhered to accounting/finance requirements are followed, and the quality requirements of the projects under her/his supervision are met.

Advanced university degree (masters) in project management, architecture, facilities management, civil or mechanical engineering, or other related field.

Licensed or registered architect, engineer in civil or mechanical engineering or project manager.

Minimum 10 years of relevant responsible professional experience and a proven record of planning, coordinating and executing complex capital projects in large office and/or technical complexes, of which at least 5 years in an international environment.

Experience in managing and supervising staff and facilitating the work of a diverse, multi-disciplinary team of experts successfully towards the completion of project objectives.

Experience in project preparation, including budget and cost planning and oversight, development of user requirements and facilitation of design to implementation.

Experience in facilitating the work of diverse project-based experts including the outsourcing and management of technical services.

Demonstrated ability to develop clear goals and implementation plans that are consistent with agreed strategies, to prioritize activities and assignments effectively, to foresee risks and to apply contingency plans during the planning and implementation stages of capital projects.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $90664 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 38532*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
